CMAS leader's bail plea rejected

Staff Reporter

BERHAMPUR: The arrested adviser of the controversial Chasi Mulia Adivasi Sangh (CMAS), Gananath Patra, was refused bail by the Laxmipur court in Koraput district on Friday.
The court rejected the bail plea of Patra and remanded him to police custody for further interrogation and investigation. He was arrested in Bhubaneswar on Wednesday evening. His bail plea in Bhubaneswar court was rejected on Thursday and Koraput district police had taken him on transit remand. Amidst extreme tight security he was produced before the Judicial Magistrate First Class (JMFC) court at Laxmipur in Koraput district. It may be noted that Patra has six serious cases against him in police stations of Koraput district including an allegation of murder.
The court remanded Patra to police custody till Sunday. For security reasons, Patra would be shifted to Koraput, the Koraput Superintendent of Police, Anup Sahu said.
According to Mr. Sahu the arrested man would be interrogated regarding the links of the CMAS with Maoists and the future plans of the CMAS which had made Narayanpatna block one of the most violent and volatile areas of Orissa. Police would also try to extract information about the whereabout of president of CMAS, Nachika Linga, who is suspected to be evading the police with the help of naxals.

Tight security

Security continued to be tight in Narayanpatna block of Koraput district following the arrest of Patra due to fears of violent backlash by the supporters of CMAS, its militant organisation ‘Ghenua Bahini’ or the Maoists who have till date supported the violent activities of the CMAS. The SP said after about a week all roads in Narayanpatna could be cleared of obstacles on Friday. The last road to be cleared was the Narayanpatna-Laxmipur road where two landmine blasts occurred during the past week killing four civilians. But the telecommunication remained snapped in the Naryanpatna block as the underground optical fibres were cut down at several places.

Security tightened in Narayanpatna

Police on alert after the arrest of Gananath Patra

BERHAMPUR: Security was intensified in Narayanpatna block of Koraput district following the arrest of Gananath Patra, the adviser of controversial Chasi Mulia Adivasi Sangh (CMAS).
Mr. Patra was arrested in Bhubaneswar on Wednesday. He was taken in remand from the Bhubaneswar court by the Koraput police on Thursday. Police is cautious in Narayanpatna block, the active zone of CMAS as police alleges that this organisation has backing of the Maoists. The Koraput Superintendent of Police (SP), Anup Sahu said Mr. Patra has at least six serious cases pending against him in Koraput district which includes a case of murder and two cases of attempted murder. Patra is also alleged to be having Maoist links. So, security forces are on their toes in Narayanpatna area.
It may be noted that communication remains disrupted in Narayanpatna block since past one week. The calls for economic blockade on two days and bandh on Republic Day were the reason behind it. Although most roads of the block have been cleared of obstacles, yet the Narayanpatna-Laxmipur road still remains cut off. Mr. Sahu said. Maoists had dug up the road at two places and had cut down trees at seven places. The road is being cleared with the help of bomb disposal squads.
Two landmine blasts had occurred on the same road during past week. Four civilians including two women had been killed by Maoists in a landmine blast as they had given lift to policemen in their vehicle.
Along with the road Maoists had also cut down the underground optical fibres at several places to disrupt the communication network completely in the block. Their landmine blasts had also destroyed optical fibres of the communication network. Telecommunication in the area remains disrupted till now. In this situation the security personnel are extra cautious as they feel arrest of Patra may lead to some mischief by his alleged Maoist supporters. It may be noted that there was a spurt of Maoist violence in the State during past week following the arrest of Subhashree alias Mili Panda, the wife of top Maoist leader of Orissa, Sabyasachi Panda.
According to Mr. Sahu all roads in Narayanpatna block are under constant vigil and all villages where CMAS was active are being regularly patrolled by security personnel to avoid reorganisation of the ‘Ghenua Bahini’ the militant wing of the CMAS following the arrest of Mr. Patra. It may be noted that the chief of CMAS Nachika Linga is still absconding.

For a cause: The 15th ‘India Bike Ride-2010’ comprising a 10-member team from UK, being organised by Lepra society in India, passing through Koraput town on Thursday.

KORAPUT: For Anna Langdon of Chester in the United Kingdom the tour to India and more importantly to a place like Koraput was a journey full of excitement. She was one of the 10-member team from UK that was part of the 15th ‘India Bike Ride-2010’ organised by Lepra society in India.
The cycle rally began on January 22 in Visakhapatnam with an aim to raise funds in the UK for leprosy relief work in Orissa and Andhra Pradesh apart from spreading awareness on health issues like leprosy, HIV/AIDS, eye care, malaria and other allied diseases in the region.
The cycle rally passed through the town on Thursday.
Anna, a nurse by profession, is keen on seeing a different side to health care and the way it is delivered in a far off place from her country. Among others she had Jane Langdon, her mother who had already been in lots of Lepra bike rides in Malawi, Madagascar and India. “These are great opportunities to meet the indigenous people and to experience their way of life,” she says.
Howard Crossley, a naturalist from Sheffield, was excited at visiting places away tourist circuit and meeting the group of people living amidst the serene natural beauty while experiencing the local cultures. For Nicky Lief ,originally from South Africa and now living in North Finchley, having been to India in 2009, it was an exciting experience -- seeing buffalos, eating fragrant rice pudding and more importantly once again meeting the very special people of the region that Lepra helps.

BHUBANESWAR: Veteran social activist and advisor of Chasi Mulia Adivasi Sangha Gananath Patra was arrested by the city police here on Wednesday.
Sixty-eight-year-old Patra is known for supporting several people’s movements against displacement and land rights in different parts of the State.
Mr. Patra was taken into custody from Vivekananda Marg area of the city in the evening, police said.
Reacting to Mr. Patra’s arrest, Prafulla Samantara of Lok Shakti Abhiyan said the arrest was aimed at suppressing the mass movements against displacement and land rights as the State government was finding it hard to acquire land for different industries.
Chasi Mulia Adivasi Sangha was in news when two factions of the organisation clashed in Koraput district few months ago.
The main leader of the organisation Nachika Linga has been on the run for several weeks now as the Koraput police were looking for him for his alleged involvement in the clash.

Naxal threat casts shadow on celebrations at several places

BERHAMPUR: Republic Day was celebrated under the cloud of panic of Maoists in south Orissa on Tuesday.
The bandh call by Maoists and their spurt of violence kept the south Orisas districts in a panicked state. It affected the Republic Day celebrations. The official functions at district headquarters like Koraput, Malkangiri, Rayagada, Paralakhemundi were held amid tight security. The ministers flew down by helicopter to attend these functions to dodge security threat of the Maoists.
Despite tight security, Maoists resorted to arson near Dudhari in Semiliguda block in Koraput district. They burnt down vehicles and machines of a private construction company on Monday night. Nine workers of the company were abducted and taken to jungle. They were later released. Panic of naxals reigned in volatile naxal-prone Narayanpatna block. General public could not dare to celebrate Republic Day daring the threat of Maoists. National flag was hoisted in the police station of Narayanpatna amidst tight security.
State Minister Sarada Nayak hoisted the national flag at Koraput town. Another Minister Puspendra Singh Deo was the guest in district-level function at Malkangiri town and Minister Anjali Behera took the salute at Rayagada town. In several interior areas, flags were not hoisted in schools and offices out of fear. Posters and banners of Maoists had come up threatening teachers to face death if they hoist national flag on Republic Day. To show up their presence in Ganajm district, Maoists blocked a road by felling trees near Shergarh.
In most parts of south Orissa general life remained disrupted. Since past two days the Orissa State Road Transport Corporation (OSRTC) and private bus owners of south Orissa had decided not to ply their buses due to fear of naxal bandh. Vehicular traffic remained disrupted in Malkangiri, Rayagada, Koraput and Gajapati districts. The commuters in these remote tribal districts had to face a harrowing time as railway transport services were also cancelled in wake of the bandh call. The Hirakhand and Samaleswari express trains were terminated at Rayagada rather than travelling to Koraput station. Trains from Visakhapatnam through Koraput district were also cancelled.
Red alert has been sounded in all parts of the tribal regions of south Orissa along with special security arrangements. No major untoward incident or naxal violence was reported during the period. But the terror of naxal diluted the Republic Day celebrations in south Orissa.

KORAPUT: Newspapers could also become effective learning tool for educating children. While many experts are still breaking their heads on finding suitable ways to keep students in touch with their learning, here is Kamalu Lochan Khora, a 14-year-old boy from Ginjiriguda of Manabar panchayat in Koraput block, who begins his morning by reading a newspaper, even though he was kept out of his textbooks for the last two years. A new friend was found in the form of a newspaper, he says. “I discovered the joy of reading newspaper when I was set to forget letters and words that were learnt two years ago,” he says.

Great support

Kamalu had to stop going to school at Koraput when his legs and arms gradually started shrinking. Since then he had been struggling hard to come out of the serious deformation in his arms and legs. But things have changed for the better over the last few months especially after admitting him in the rehabilitation centre. The centre has come forward to support the family to a great extent. Being from BPL family, the centre charges only Rs.20 a day for the stay on its premises. The condition of Kamalu is improving and he is expected to stand on his own in a couple of months, Prema Kindo, senior physiotherapist at the centre, says. Later, he will be taken to Nirtar at Olotpur in Cuttack district for an operation .
While the operation will be carried out free of cost, the district administration had been approached for meeting the expenses towards the treatment while he was in the rehabilitation centre at Koraput. The centre takes a minimal treatment charge of Rs.100 for a period of every ten days.
“Once I walk, I will also be able to go to school,” Kamalu says.

Maoist start targeting common citizens and civilian establishments in the State

Maoists are trying to keep hi-tech equipment out of reach of common people They have also damaged school buildings Sundergarh and Malkangiri districts

BERHAMPUR: The killing of four civilians including two women in the landmine blast in Narayanpatna block of Koraput district hints that Maoists have started targeting common citizens and civilian establishments in the State in a planned manner to spread their reign of terror.
The innocent victims of the landmine blast had to face the wrath of naxals as they had agreed to provide lift to some jawans of the Special Operation Group (SOG) in their vehicle. The activities of naxals in recent past have proved that they have started targeting civilians and civilian targets like schools, hospitals, telecommunication network, and road communication.
On December 27 night they had burnt down four buses of Orissa State Road Transport Corporation (OSRTC) buses at Raipanka in Gajapati district. The terrorised passengers of the vehicles including women and children had to suffer inside remote jungle in the cold throughout the night. In Sundergarh and Malkangiri districts Maoists have destroyed school building with the plea that these buildings are used as camping sites for policemen during anti-naxal operations. Hospitals in some remote areas of Sundargarh district were also blasted by Maoists for same ‘absurd’ reason. Buildings of panchayat bodies are also not being spared. In naxal infested districts Maoists are trying to keep modern telecommunication out of reach of common people by blasting mobile towers and terrorising the construction firms involved in road construction.
According to a senior police officer Maoists have resorted to this attack on civilians and civilian destinations as part of a specific strategy.
They feel the civilians should remain complete detached from the police and administration out of fear. It is thought to be their plan before the proposed major joint operation against naxals in Orissa and its adjoining states.
They want their terror to loom in the minds of civilians so that police force during their anti-Maoist operations do not get support and help from civilians and civilian establishments. Saturday’s landmine blast was an effort to nail in this panic in the minds of common citizens. “The irony is that civil activists of the State are yet to come out to protest these violent activities of naxals against common citizens,” alleged a senior police officer of south Orissa.

Central varsity has a bright future

KORAPUT: Central University of Orissa at Koraput is getting developed in the right direction despite enormous amount of hardship, said Prof. Surabhi Banerjee, Vice-Chancellor of the university while addressing the university students on Saturday. There are great challenges in building new universities especially in remote places like Koraput.
While its difficult to procure materials for the university including books for the library and equipments for setting up of laboratories in various departments of the university, care was taken to provide the best possible solutions to different problems of the university, she said.
It takes time for any university to have all that the university should have for providing quality education to the students and the university at Koraput was all set to stand high on the list of the universities in the country. Moreover with the support of the faculty and more importantly the State administration of Orissa it was possible for the university to have many things in its favour that many other new universities were struggling to have till date, she added.
Responding to the demands of the students and the recent agitation by the students in the university, she said that it was not needed for children to go for agitation to ask things from a mother. She knows the requirements of her children and was working hard to provide the best. The students were the assets of the university and she had many dreams for their development, she added.
She also had held discussion with scores of parents sharing hopes and vision of the university.

Maoists strike again in Malkangiri

Staff Reporter

BERHAMPUR: Maoists damaged two more mobile communication towers in Malkangiri district in south Orissa on Wednesday night.
The targeted mobile towers were of the BSNL and the Airtel. They were located at Kudumulguma, a block headquarter in the naxal infested district. The Maoists also destroyed a licensed India Made Foreign Liquor Shop (IMFL) shop at Kudumulguma. The police personnel posted in the Kudumulguma police outpost under Balimela police station provided no opposition to the armed vagrants.
According to police sources, a group of around 50 armed Maoists along with around 100 supporters reached the village at around midnight. They threatened the villagers not to come out of their houses or oppose their activities.
They burnt down the control rooms of both mobile communication towers. Then they took up the liquor shop as their next target. This liquor shop is owned by a liquor trader from outside the district who owns a series of licensed liquor shops throughout KBK districts. All stocked liquor bottles were broken down on the road and the shop was totally ransacked. The two workers of the shop were locked up in a room.
Maoists used this violent means to publicise their economic blockade and bandh call on January 25 and 26 in the State . They left banners at Kudumulguma asking people to support the economic blockade on January 25 and the Statewide bandh call on the Republic Day. The main reason behind this bandh call is the recent arrest of Subhasree Das and some others on charges of being active Maoists. She happens to be the wife of Sabyasachi Panda, secretary of the Orissa committee of the outlawed CPI (Maoist) party. Through a joint press release the secretary of the Andhra-Orissa Border Special Zone of the Maoists, Bhaskar and Sunil alias Sabyasachi claimed that this bandh call on January 26 was in demand of release of Subhashree and others.
Maoists have increased their activity following the arrest of Subhashree. It may be noted that naxals had damaged a mobile communication tower of the Airtel at Kaliatola village under Baipariguda police station in Koraput district at wee hours on Wednesday.
On Sunday night they had killed a trader and attacked another in Malkangiri district.

They also beat up a liquor trader

There was no security in the village when the incident occurredNaxalites ransacked liquor outlet at Biribeda village

BERHAMPUR: Maoists blasted a mobile communication tower and its control room at Kaliatola village under Baipariguda police station limits in Koraput district in the wee hours of Wednesday.
In another incident in the same district, a group of alleged naxals beat up a liquor trader and ransacked his liquor outlet at Biribeda village. Maoists had earlier threatened liquor traders to stop sale of liquor in the area.
According to police sources, a group of around 15 armed naxals reached Kaliatola village in the wee hours. They attached landmines to the mobile communication tower of Airtel at the village and blasted them. It damaged the mobile tower and its control room. It was a soft target for the naxals as there was almost no security at the village when the attack occurred. It may be noted that in the past naxals blasted or damaged several mobile communication towers in the district. On June 7 night last year, Maoists took control of Baipariguda town in Koraput district. They also blasted the police station and police barrack at Baipariguda.

Police meet

The incident occurred when all senior police officers were engaged in a three-day brain-storming session in Cuttack, which started on Tuesday. In a planned manner Maoists struck in Malkangiri district on Sunday night a day before the police conference in Cuttack. Naxals killed a trader and attacked another in Malkangiri district.

Tribal man runs multipurpose cooperative society successfully

Members are allowed to take loan on their repayment capacityMembership target of the cooperative society put at 1,000

KORAPUT: Successful functioning of the regional multipurpose cooperative society at Padua in Nandapur block of Koraput district was one of the many dreams that Dharmananda Guntha , a 65-year-old Gandhian from Balda in the block that transformed into reality. It was the result of relentless effort of Mr. Guntha, a tribal man from the Kondh community and hundreds of his fellow in the region that could bring together at least 595 men and women to become members of the society.
The society receives at least Re. 1 a day extending the higher limit to any amount of deposits depending on the capacity of the individual, he says.
Members are allowed to ask for a loan only after completion of six months of association with the society and allowed to take a particular amount on the basis of their paying capacity and deposits. Till now more than 30 members have been granted loan and most of them are regular in paying back the debt.

Gandhian principle

The society, based on the Gandhian principle and facilitates the members to stand on their own, is keen on creating more and more rural enterprise so as to realise gram swaraj. While it is an ideal condition when the members reach the office of the society for any kind of transaction, the core members of the society also make arrangement to reach out to the members by opening special camps at the weekly markets at grassroots.

Long journey

However, it was a long journey for a poor tribal like Mr. Guntha to reach this stage of achievement. At the age of 15, he was motivated with gram swaraj movement in 1959 when he attended a training camp near Rayagada and since then he had not looked back. With barely two acres of land for maintaining his family, Mr. Guntha walks out every morning to some destination or the other to motivate tribal men and women to save the forest, develop living skills and self entrepreneurship in them.
Looking at his commitment and the drive to bring changes in the lives of people in the community, civil society organisations like Pragati have come forward to support by providing a revolving fund for the society. The dream to reach the target of one thousand members is not far-off, he says.

Ritual sacrifice an integral part of tribal life

Correspondent

KORAPUT: Tribal festivals and more importantly their way of life might not be possible to even imagine without the rituals of sacrifices, Peter Berger, Asst Professor of University of Groningen and noted anthropologist from Netherlands, said at Koraput recently. He was speaking to the students of Central University of Orissa on “Meat for gods and meat for guests and hospitality among the Gadabas of Koraput”. Mr. Berger who had been with Gadabas of Lamtaput block in Koraput district doing his research work covering their general anthropology, food and ritual for a period of two years from 2007 was well accepted by the members of the society enabling him to learn various aspects of their culture and tradition .
While there was no dispute of claiming for a bigger share when it comes to sacrifice it was not an easy task to come to a conclusion for sharing the meat meant for hospitality among the tribals, he said. As a matter of practice, the tribals offered the blood of animals by sacrificing animals like goats before their gods and goddesses before concentrating on their personal consumption, he added
While the anthropological study of sacrifice has focused on one hand on the symbolic statements which are made about human, animal and spiritual identity and relationships, on the other hand it also focuses on the manner in which sacrifice may be interpreted as reflecting and reinforcing certain aspects of social structure and social solidarity.
The deeper research by Mr. Berger on the tribals and more specifically on the Gadabas could throw more light on the subject.

Small brick temple an architectural marvel

Correspondent

It was built by Jeypore king Vikram Deb Verma

KORAPUT: Maulima temple, a small brick temple amidst high rising mountains all around near Dudhari in Semiliguda block of Koraput district, attracts people for its architectural marvel. While the ever-flowing stream nearby, the shade of huge banyan tree adjacent to the temple gives more reason to visit more than once for any visitor.
The temple was built some 200 years back, Raghu Mandal Nayak, grandson of the then Mustadar of the king of Jeypore kingdom said.
While it was little known even to the family members of Raghu on the significance of the illegible papers they had in their house as a symbol of inheritance from their forefathers, it was certainly in relation to the land and property related to the temple, M.Tatalu, headmaster of the village school said.
It is believed that the temple was built by Vikram Deb Verma, king of Jeypore kingdom, for facilitating his men, who were staying for days in the area for collecting taxes. The huge banyan tree was planted to tie the elephants they brought along with them while a pond was dug to bathe them, he said.
The temple was first made of stone. But during the course of time, the stones had begun falling one by one causing severe damage to the temple, Raghu said.
There was one Matal Gotia Nayak, the village head during the British period who had taken steps to reconstruct the temple with bricks. While the entire temple was made of bricks placed one above the other using a paste of mud and curd, the small stone idols of different deities exhibited in varieties of postures in the grooves of the temple were the same ones that were there in the old temple, he added.
The neatness of the work reminds one of the temples of greater importance in other parts of the country.
Dudhari is now getting connected with PMGSY road and with more and more people coming for picnic, the message of this temple was increasingly reaching to the people not limiting to any particular boundaries and soon could become a good place of tourist attraction, Sanyasi Pujari , district tourist officer of Koraput, said.

Meet on cultural heritage on Jan.10

Hundreds of youths from three states to participate in the convention

KORAPUT: 'Dongar-meet', a movement conceptualised to encourage inter-relationship, association and cooperation between the populace of Koraput plateau and the adjacent high lands for the promotion of common interests, will be launched by the Koraput chapter of the Indian National Trust for Art and Cultural Heritage (INTACH) on January 10.

Briefing the media at a press meet at Tribal Museum here on Monday, K.C. Panigrahi, convener, Koraput district chapter of INTACH, said that hundreds of youths from Dandakaranya region, including the places from the northern parts of eastern ghat in the erstwhile undivided Koraput district at the centre, surrounded by the scheduled areas of Orissa, Andhra Pradesh and Chhattisgarh states would take part in the convention to discuss the issues of documentation and preservation of their cultural heritage, thus safeguarding their 'intangible and tangible cultural heritage.' Intangible Cultural Heritage (ICH) or otherwise called 'Living Heritage' encompasses many traditions, practices and customs.

They include the stories in circulation, the family events celebrated, community gatherings, the languages spoken, the songs sung followed by music, knowledge of natural spaces, healing traditions practised, the food, festivals and holidays observed, beliefs and cultural practices, as well as sports. While skills and practices of tribal languages and cultural knowledge, various regional tribal dialects and the expressive culture, values and beliefs of the diverse cultural groups were some specific examples of intangible culture, it was not only inherited 'old' traditions which comprises ICH but also include the contemporary rural and urban customs and traditions practised by the diverse cultural indigenous groups (tribals) and incorporated into contemporary expressions, he said.

Guiding principle

As a guiding principle, while recognising the importance of inclusion of multiple voices, including those of youth in all work relating to Intangible Cultural Heritage, this convention could become a platform to connect cultural leaders with youth and children of tribal communities to ensure the intergenerational sharing of ICH.

Discussions on the possibilities and potential of developing museums at grassroots preferably in tribal residential schools for preserving the memories of culture of the local area at the nearest avenue would be a part of the convention, he added. Eminent personalities, including Amiya Bhusan Tripathy, former DG and founder member of the Orissa chapter of INTACH, Prof. S.N.Rath from Hyderabad and Prof. R.K. Mishra, Prof. Satyajit Rath from IIMM Technology, Bhubaneswar, would attend the convention.

Demand for settlement of land records in Malkangiri district

Staff Reporter

Collector seeks some time to look into the issue

Committee of Concerned Citizens threatens to take up agitationAs per revenue records 90 p.c. of inhabitants are encroachers
BERHAMPUR: The citizens of Malkangiri district are planning to take up the path of agitation if the process of settlement of land records is not taken up in the district by then.
It is an irony that despite promise of the Chief Minister, the process has not started in this naxal-affected district.
Members of the ‘Committee of Concerned Citizens’ (CCC) of Malkangiri district had met the Chief Minister at Balimela on March 1 over the issue.
According to general secretary of the CCC Deba Prasad Dash, the Chief Minister had promised to take immediate steps to sort out the problems of this much neglected southern most district of the State.
The citizens had demanded immediate settlement of land records of all rural and urban areas of the district.
It may be noted as per the revenue records 90 per cent of the inhabitants of district headquarters town of Malkangiri are encroachers of government land.
Same situation continues in all the remote pockets of this Maoist-prone district. As per revenue records most inhabitants of the district are illegal encroachers of government land.

Problem
This problem has occurred in the district as land settlement work has not been done here for the past 35 years.
The area was under Madras Presidency during British rule. As per the land records most of the land outside a village or ‘gramakantha’ was considered government land. The villages, which were just hamlets about a century back, have turned into towns like Malkangiri.
But the land records have not been modified. A delegation of the CCC met Collector R.Vineel Krishna about this problem.
The Collector, who has joined recently, urged the delegation to give him a few months time.
The CCC members have decided to provide three months time to the administration to start the land settlement work.
If it is not started by then they have decided to take up the path of agitation.

Rail blockade continues

Staff Reporter

BJD MLA of Jeypore Rabi Narayan Nanda is leading the agitation.
BERHAMPUR: The rail blockade at Jeypore in Koraput district continued for the second day on Monday.
The request of the General Manager (GM) East Coast Railways to the agitators to end their blockade could not pacify the agitators. BJD MLA of Jeypore Rabi Narayan Nanda, who is leading the agitators, said the GM had called him up on Monday urging to call off the strike and come for a discussion. But Mr Nanda did not agree to the proposal. He urged the railway authorities to hold discussions with them at their point of agitation.
This blockade had started on Sunday morning against alleged step-motherly attitude of the railways towards the undivided Koraput district. The agitators dared the winter chill to sit on the railway track throughout the night. Their agitation has disrupted transportation of iron ore from Bastar region to Visakhapatnam. This agitation has been taken up by the activists of the Biju Janata Dal (BJD) with support of trade unions, the CPI, Bar Associations and Chambers of Commerce of Nabarangpur, Koraput and Malkangiri districts. The goods trains and passenger trains on the route had to be cancelled. The major demands of agitators include extension of Koraput-Bhubaneswar Hirakhand express, Koraput-Howrah Samaleswari Express, Koraput-Visakhapatnam DMU up to Jeypore and transformation of passenger train traveling from Kirandul to Visakhapatnam to an express train.

Focus on NREGS

Correspondent
KORAPUT: Attention would be given for successful implementation of NREGS in Koraput district. There were some bottlenecks in implementing the scheme, said Rajesh Pravakar Patil, district Collector. While the district administration was taking steps to remove obstacles by bringing reforms in the administrative mechanism, there was need for support from society, he added.
A special campaign to create awareness on the scheme would be launched in the district soon where specially decorated vehicles would be moving in the villages carrying the messages of NREGS to the grassroots.
The panchayat offices in the district would be kept open regularly from now on to make the administration more accessible to the common man, he said.
Special literature in the form of leaflets and booklets with songs, slogans and stories based on the promises of NREGS were planned. School children and committed youth in the region could prove beneficial in spreading the message among family members by reading the stories and messages.
Meetings of the script writers , theatre personalities and social workers from different parts of the district under the chairmanship of the district collector was held at Koraput .

Rail blockade disrupts train movement

Agitators flay ‘step-motherly’ attitude of railways towards Koraput district

All trains on the route cancelledCPI and other organisations extend support
BERHAMPUR: Rail traffic between Kirandul in Chhattisgarh and Visakhapatnam in Andhra Pradesh was disrupted on Sunday due to an indefinite rail blockade agitation at Jeypore station in Koraput district of Orissa.
The agitation has been taken up by the activists of the Biju Janata Dal (BJD) under the leadership of Jeypore MLA, Rabinarayan Nanda, against the alleged step-motherly attitude of the railways towards undivided Koraput district. Most trade unions of the area, activists of the CPI, Bar Associations and Chambers of Commerce of Nabarangpur, Koraput and Malkangiri districts also extended their support to the agitation.
All trains on the route, including the goods trains and passenger trains, had to be cancelled. Hundreds of protestors with banners had reached the Jeypore station to block the railway track from early morning.
Speaking to The Hindu, Mr. Nanda said they launched the indefinite strike for three major demands.
They wanted the Koraput-Bhubaneswar Hiraphand express, Koraput-Howrah Samaleswari Express, Koraput-Visakhapatnam DMU to be extended up to Jeypore.
It may be noted that Jeypore happens to be a major commercial centre of undivided Koraput district. Distance of railway track between Jeypore and Koraput town is 42 km.
The agitators also demanded modernisation and extension of amenities at Jeypore station so that trains could start and terminate there. “We also demand the railways to expedite the work on the railway link between Vijaywada and Raipur,” Mr. Nanda said.

Revenue
It may be noted that the Jeypore station was inaugurated in 1967. But only one passenger train travelling from Kirandul to Visakhapatnam connects the station. The Kirandul-Visakhapatnam track mainly caters to the transportation of iron ore.
As per Mr. Nanda the railways earns revenue worth around Rs. 1.40 crore from the track every day. But it has not provided much to the inhabitants of the region in return. We have decided to make railways authorities realise their mistake and provide facilities to the passengers of this backward region which provides ample amount of revenue to railways from goods transport.

Naxals exposed major security loopholes

Staff Reporter

Naryanpatna became new ground for violent games of naxals in 2009
BERHAMPUR: In the year 2009, in a strategic manner the Maoists were able to extend their veil of terror and panic in districts of south Orissa. With their attacks on key locations Maoists exposed the glaring loopholes in the security of major infrastructures. The bauxite mines of NALCO at Panchpatmali hill top in Koraput district were targeted by the naxals on the night of April 12. Over 500 naxals had made this attack. Only 22 personnel of the Central Industrial Security Force (CISF) dared them. Nine security personnel were killed while four naxals died in police firing. They also dared to take advantage of low security at Balimela hydel project in Malkangiri district and disrupted power generation thorough an attack and damage infrastructure of the hydel project on Dec 19 night.

Concentration
Maoists preferred to concentrate on Koraput district this year. Naryanpatna block became new ground for violent games of naxals during the year. Maoists took advantage of the tribal agitation in the area and took control of the region. Through road blockades they kept the area cut off from outside world for more than a week several times during past year. Eight personnel of the Orissa Special Striking Force (OSSF) and the driver of their vehicle were killed in a landmine blast while they were on their way to clear road blockades on June 18. On June 7 night Maoists had taken control of Baipariguda town in Koraput district. They had blasted the police station and police barrack there. On the same night they attacked Ramgiri police outpost and Machhkund police station.
Maoists showed their violent opposition to electoral process by murdering an independent candidate contesting from Malkangiri Assembly seat, Somnath Madkami. In Malkangiri district they targeted the guest house of the Essar group and the ore pipeline of the company. On Nov 13 three personnel of the Central Reserve Police Force (CRPF) died when their motorcade was targeted near MV66 village. The panic of Maoists prevailed in such a way in the district that Maoists would make the traffic standstill in the district through a few posters and pamphlets.
Maoists got involved in more than 10 violent missions in Kandhamal district. In Gajapati they blasted a police station at Paniganda in July. In February 14 security personnel in a vehicle escaped death due to mistiming of a landmine blast by naxals.
Naxals continued to blast and ransack soft targets like mobile telephone communication towers and unguarded forest beat houses.
Naxals faced some debacles in Rayagada districts due to a series of arrests and surrenders.

Woman Maoist escapes from dalam to avoid forced marriage

Eighteen-year-old Laxmi surrenders before police in Rayagada

Women Maoists from State being forced to marry cadre from ChhattisgarhLaxmi is involved in several cases of violence, including killing of Swami Lakshmananda
BERHAMPUR: Eighteen-year-old woman Maoist, Laxmi Pidkaka alias Sunita, surrendered before police in Rayagada district on Wednesday to escape from a forced marriage to a cadre from Chhatisgarh.
Her disclosures after surrender revealed that the Maoists in south Orissa had started using force to marry off their women activists to cadres from Chhatisgarh deputed to Orissa. It is part of their effort not to let the disillusioned women cadres get away from the clutches of their violent outfit.
Speaking to The Hindu, Rayagada Superintendent of Police (SP) Ashis Kumar Singh said recently the naxal leaders in Orissa were not letting their women cadres from Orissa to marry any other cadre from the State. “The Maoists have the fear that such marriages lead to surrenders, which has happened in the past. This year two married Maoist couples had surrendered in Rayagada district,” he said.
In recent times Maoists from Chhattisgarh are being deputed to work in south Orissa by the naxal outfit. According to the confession of Laxmi the Maoist leaders have started to compel women cadres of marriageable age to marry these violent vagrants from Chhatisgarh. As both would be from separate states the man from Chhatisgarh would not agree to surrender in Orissa and it would be hard for the poor woman to escape from the clutches of naxals and her hardcore naxal husband from Chhatisgarh.
According to Laxmi she was detached from a tribal naxal cadre of Orissa with whom she had developed romantic bonding. Then she was put under pressure to marry a hardcore naxal from Chhatisgarh, which she did not agree to.
It made her approach police for surrender.
Maoists had been able to lure Laxmi to their fold while she was only 14 years in age due to instigation of naxal leader Uday alias Rama Rao. Uday had compelled her to elope from home. Uday is now in jail. During her short stint she had been able to become a hardcore naxal as she took part in the attack on armoury in Nayagarh district and killing of VHP leader Swami Lakshmananda Saraswati in Kandhamal district in 2008. She had around 12 cases of major violence pending against her.
She had developed romantic relationship with one fellow cadre Raju, while she was working in Gajapati district. But the Maoist leaders feared that her relationship with Raju may lead the couple to surrender.
Her lover was sent to a different ‘Dalam’ and she was compelled to marry a Maoist from Chhatisgarh whom she desisted due to his violent mentality.
Laxmi’s parents were present at the office of the Rayagada Superintendent of Police (SP) while she surrendered to welcome her home. The police authorities promised adequate security for this brave woman, who had dared to oppose and reveal the exploitive practice of forced marriage in the naxal movement.
