Book throws light on rich flora of Koraput

Staff Reporter
BERHAMPUR: Thanks to a decade-long efforts by a group of three botanists, the unique rich and diverse vegetation of undivided Koraput district of south Orissa could be documented for the first time.
These botanists are M.K. Mishra of Botany Department of Berhampur University and two former research scholars of the department -- P.K. Das and S.S. Das. These researchers have compiled their ten-year-long taxonomic research in the book ‘Phytodiversity and useful plants of Eastern Ghats of Orissa with special reference to Koraput region’.
The book was released at a function organised on the university campus by the Vice-Chancellor of the university, Bijay Kumar Sahu. He described the book as a milestone in the documentation of flora of country. Faculty of the department -- B.B. Panda, S.B. Padhi and P. K. Behera -- students and research scholars of the university attended the book release function chaired by P.G. Council chairman K.S. Padhi.
Prof. Mishra described the importance of undivided Koraput region of Orissa in the natural heritage of India.
This region is the convergence point of northern temperate vegetation with southern Deccan flora. As a result, it has an ample array of rich and diverse flora. Botanists believe that there are several plants which have originated in this region thousands of years ago. Father of green revolution in India, M.S. Swaminathan, has in the past has described Koraput as one of the regions where rice may have originated. “Nature still exists in its virgin form in this tribal region as the ethnic tribes continue to protect the flora and fauna around them,” Prof. Mishra said.
Koraput region of Orissa encompasses an area of 26,920 sq km, which is now divided into four tribal dominated districts. Most areas and vegetation of the region has remained unexplored till now. Prof. Mishra and his associates reached out to several inaccessible areas to collect the samples for their research. Their book describes about 582 plants of 324 genera and 100 families which are found in the region. They have also located around a dozen of extremely rare plants.

Call to people
The botanists called upon the people of Orissa to protect this rich flora of Koraput region, which the tribals have protected till date because of their traditional beliefs.

Hindalco faces stiff resistance

Statesman News Service
KORAPUT, 28 OCT: The Mali Parvat Surakshya Samiti reaffirmed its stand of not allowing mining activities in the hill range here, unless companies like Hindalco conceded to the various demands of the local people.
The Mali Parvat in Semiliguda block of Koraput district will not be destroyed, asserted members of the Samiti at a meeting held at Doiambo village here today. The meeting was attended by hundreds of tribals, women and panchayati raj representatives of the affected villages.
The struggle to protect the hills from the greed of MNCs had begun since 2003 as people living in and around 22 villages of Daleiguda, Pakhjhola, Khudi and Sorishapadar panchayats had protested said Mr Arjun Khilo, president of the Samiti.
Hindalco had, however, commenced some activity recently. It has started work on roads in the area. Mr Khilo insisted that the Samiti will indulge in peaceful resistance to the project.
The mountain range is the lifeline for hundreds of people. It is a source of livelihood for tribals and its streams facilitate cultivation in the area, said the Samiti members.
They pointed out that people who were once displaced from Sunabeda region in the district for establishing HAL also were living in the affected zone. It will be the second time that these people will be displaced, they said .
Majority of the people living in the affected villages depend on forest products and it the hills are mined and forests destroyed, the livelihood of locals will be adversely affected said Mr Dambarudhar Khilo, another leader of the Surakhya Samiti.
Some of the leaders, however, said that mining operations will be allowed only if the refinery and plant are established in the area and jobs are provided to local people.
The Samiti will submit a memorandum to the district collector in this regard demanding that all activities of Hindalco be stopped, said Mr Arjun Khilo.

Samiti vows to continue fight against mining move

To submit memorandum to district Collector against Hindalco
KORAPUT: No one would be allowed to take away a pinch of soil from the Maliparvat in Semiliguda block of Koraput district without the consent of the affected persons from the region.
Maliparvat Surakhya Samiti, at a meeting held at Doiambo near the mountain range on Wednesday, reaffirmed its stand to protest any attempt by Hindalco to lift bauxite from the mountain range without meeting the demands of the people.
While the company was trying to play different tricks to take people and the district administration in its side, the struggle that began in 2003 for saving the mountains for the families of at least 22 villages of Daleiguda, Pakhjhola, Khudi and Sorishapadar panchayats near the mountains would not die down, said Arjun Khilo, president of the samiti.

Company’s efforts
The company began its operation recently once again in the mountains by laying roads in the area after a long spell of silence following the agitation by the people against the mining by the company, a few months ago. However, despite all the attempts made by the company to stop the agitation of the people, the samiti would go ahead with its commitment through peaceful methods while keeping its action within the parameters of the rules and regulations of the law of the land, he added.
The mountain range gives life for hundreds of farmers with the water that comes from its good number of perennial streams flowing through out the year, facilitating the production of vegetables and other crops.
People who were once displaced from Sunabeda region in the district for establishing HAL also were living in the affected zone.
The mountain, if allowed to be mined, would leave the people with very little choice to live, Dambarudhar Khilo, another leader of the samiti, said.

Threat to livelihood
The mining process would only destroy the livelihood sources rather than adding any hopes for a better life and hence the company would be allowed to go for mining only if its refinery and other factories were established near the mountain range providing jobs and other facilities for the affected people, he said.
The samiti would submit a memorandum to the district Collector in this regard for restricting the company from moving ahead with its mining activities, Mr. Arjun said. Tribal leaders, men and women in hundreds, including sarpanchs of the panchayats, attended the meeting.

Right of Children to Free and Compulsory Education Act-2009 to be implemented from next year

Teachers have to put in nine additional hours a weekRoles and responsibilities of teachers will undergo massive change
BHUBANESWAR: Teachers in government-run primary schools may have to pull up their socks to ensure good results because the Right of Children to Free and Compulsory Education Act (RCFCE)-2009 will be implemented in the State from the next financial year.
Under the new Act, teachers who now work for 36 hours per week will be asked to put in 45 minimum teaching hours including preparation hours in a week. It is now uncertain as to how to adjust these additional nine hours. Top officials of education department do not rule out the possibility of teachers working even on Sundays to meet the minimum working hours in principle.
Moreover, there will be 200 minimum working days for first class to fifth class and 220 working days for six to eight class students. Similarly, 800 minimum instructional hours for first to fifth class have been fixed per academic year while for six to eight class it would be 1000 hours.
Sensing that new guidelines could unsettle the teachers’ community, School and Mass Education department is contemplating disseminating the information among teachers even before the law is notified in the State for its implementation.
Spelling out the roadmap to implement the historic Act that guarantees free and compulsory education to children between the age of six and 14, School and Mass Education Secretary Vandana Jena said various departments would be asked not to engage teachers in non-academic duties other than the decennial population census, disaster relief duties or duties relating to elections.
“Roles and responsibilities of teachers under the new Act would undergo massive change. They will now be judging students’ strong points in continuous assessment system since class examinations will no longer exist,” Ms. Jena said.
Teachers will have to complete entire curriculum within specified time and assess the learning ability of each child and accordingly supplement additional instructions. They have to hold regular meetings with parents and guardians and apprise them of regularity in attendance, ability to learn, progress made in learning and any other relevant information about such teacher.
The Mass Education Secretary admitted that there was a huge gap between infrastructure required and existing. “We have to take up the issues regarding building of specified classrooms or toilets in every school within the next six months,” Ms. Jena said.
She informed that of the 17500 teachers to be recruited soon to improve pupil-teacher ratio in the State, more than 11,000 would be science and mathematics teachers. Ms. Jena said existing Acts related to primary education would be amended to make it compatible with the RCFCE.
The State government has estimated an expenditure of Rs. 14,000 crores over the next five years to implement the Act.

Ryots group initiative quenches their thirst

Correspondent
KORAPUT: Each drop of water from the taps in Mugunaguda, a tiny village in the foothills of Maliparvat mountain range in Semiliguda block, gives a ray of hope for a new life. Fresh hopes were regenerated in the lives of 41 families from Kondh tribe who lived for generations in the village when the volunteers from Koraput Farmers’ Association (KFA) had come up with a plan a few months ago to bring water from the nearby mountain stream under ‘spring-based piped water supply scheme’ under World Food Programme(WFP), Ram Nayak, a young villager from Mugunaguda said.
The village was facing a great amount of problem for want of potable water as the water from the only tubewell in the village was not worth drinking and the women folk had to go up the mountain to collect water from Champa Dangar, a perennial stream, after covering a distance of about 1 km. During the rainy season, it was difficult to gather water from the stream, he added.
It’s a boon now for all the villagers to get water from the taps in front of the house, Buduri Hantal, an elderly woman from the village, said. Some youths from the village also have learnt the art of repairing pipes.
This has added to the confidence of the villagers.

Train services suspended

Correspondent
KORAPUT: All the trains to and from Koraput on the Koraput –Rayagda rail route were suspended for the day as hundreds of people blocked the rail line at Naktiguda near Tikiri in Rayagada district on Saturday. The agitators were demanding compensation from the railways against their land which they had allegedly lost for laying the railway line between Koraput to Rayagada in 1999.
Apart from demands for providing extra un-reserved compartments in Hirakud express, they demanded for a road to their village under PMGSY .
While the talks to pacify the situation had failed to bring any positive results, passengers faced difficulties following the disruption in rail traffic between Koraput and Rayagada.

Three naxalites arrested

Staff Reporter

They were involved in several cases of violence and extortion
BERHAMPUR: Police are trying to root out the grass-root level organisation of the naxals in Rayagada district of Orissa through continuous arrests and surrenders.
On Friday, three Maoists were arrested near Banji square in Padmapur block of the district. All of them were from the Gudari block of the district. They were identified as Senega Sabhutika of Gummi village, Jacob Gogerenga of Sriramraju village and Ram Chandra Sahu of Siriguda village. They had several cases of violence and extortion against them including destruction of equipment meant for construction of RMGSY roads.
According to Superintendent of Police Ashis Kumar Singh, these elements were busy building up strategic support points or village level ‘shells’ for the Maoists in remote rural pockets.
Earlier, two hardcore naxals -- Subhas Mambalaka and Narasingha Mambalaka – were nabbed from the dense forests of Bisamkatak area of the district on Wednesday. Since May, some 27 Maoists were arrested from the district. Mr Singh said these arrests and surrenders weakened the naxal support base in remote villages of the district.
According to him, in August the naxals tried to rebuild their lost ground through a few acts of violence. They had murdered two persons in two separate incidents in Chadrapur block. Through a press release Maoists had also threatened to kill the SP. But their strategy to regain support of localites of remote areas through terror tactics did not succeed.

Combing
Mr. Singh said most top cadres of the naxal wing active in the area have preferred to stay away from the district during the recent past. “We are now aiming at destroying all the ‘shells’ of Maoists in remote rural pockets,” he said. Mr Singh said the combing operation which had slowed down due to inaccessibility caused by rain would be intensified further with the end of monsoon.

A long trek to reach school

Ch. Santakar
KORAPUT: Programmes and schemes to provide education for all at the doorstep of each child seems to be a distant dream with girls like Rajeswari Khora and Swagatika Khora walking at least 13 km daily to reach their school at Chikambo in Dasmantpur block of Koraput district. Many girls along with boys like Damodar Bisoyi start their walk from Girligumma, Dumbaguda and Rohiambo in the block as early as six in the morning so as to reach their school before the first bell rings at 10 a.m.
By the time they take out their first step from their houses, there is very little food for the children prepared except a few grains of left over rice from the last night’s meal. After walking for all these miles they barely have any energy to listen to the lessons. They return home at eight in the night.
The school at Chikambo has classes from Standard I to X with the provision of mid-day meal. But the scheme of mid-day meal is meant for the students up to Standard VIII only and hence these students had to remain hungry for the entire day even though food was served in front of them for the younger children.
While the distance of these villages range from 13 to 18 km from the school point, there is no other way to get education, says Rajeswari, a student of Class X. The primary school at Girligumma has been upgraded up to Standard IX this year.

Roads in bad shape
Roads in the block pose a challenge for the vehicles being operated to these remote corners of the block and the two buses in the early morning are the only hope for the commuters. But to pay a bus fare of Rs.5 for a single side journey per child to the school is something out of question as parents are too poor to pay the amount, Swagatika, another student from the school says.
While the tribal children get the scope to get admission in schools managed by H&TW department of the government, at least ten girls from other castes discontinued their studies this year for having failed to spare a complete day’s time for their education by walking miles.

Speaking to the media in the circuit house at Koraput after conducting reviews of departments like ITDA, District Welfare Office and Labour Department of the district and making a surprise visit to places of work including different schools being managed by the Welfare Department, he said that schools like Ekalavya model residential schools need to be opened in each block to expose the children to quality education.
The teachers in these schools faced the problem of uncertainty in relation to their employment. Their posts should be made permanent keeping in view the welfare of the children, he said.

Solution eludes land issue in Koraput

Correspondent
KORAPUT: The recent unrest among tribals and a section of non-tribals in Koraput district and more particularly in Narayanpatna block has received a great attention from the people in the State. Tribals under the banner of Chasi Mulia Adivasi Sangh (CMAS) are reclaiming the land from the landlords of the area occupying around 5,000 acres of land in the block. Several non-tribal families have left their villages in fear of attack and the district is constantly getting drawn towards being called as a conflict zone by observers. However neither the issue of land movement nor the tribal uprising in this connection is new to this region, says Bidyut Mahanty, a social activist working on land and displacement issues.
Koraput region witnessed several kinds of uprising and violence in the past. But owing to the complexity of the land issue of the tribals of Koraput and the centuries-old negligence of the administration in the State, time has passed without bringing any substantial changes at grassroots, he alleges.

First incident
The first uprising after Independence came in 1951 in Gunupur area under the leadership of Biswanath Pattnaik, who is also known as Koraput Gandhi. After a long self analysis and reflection, Biswanathji had started Bhoo Satyagrah by mobilising tribals in 30-35 villages of Gunupur region. During the Bhoo Satyagrah, the satyagrahis used to approach the people who had occupied their land and had asked them to move from their land voluntarily. Failing which cases were filed against them. And only when the case was not resolved within two or three hearings, the tribals used to declare their ownership over the piece of land and occupy, Mr. Mahanty says.
Further, the Bhoodan Yagna movement was also initiated in 1955 in the district to bring solution to the problem of landlessness and as per government records, nearly 1,65,260 acres of land was donated by the landlords for the landless ones in the district. The Odisa Bhoodan Yagna Act 1953 was further amended to become the Odissa Bhoodan & Gramdan Act, 1971. However, in Koraput region, even this noble thought had failed to solve the land issue. During the settlement operations the land gifted to Bhoodan Yagna were not recorded in favour of the samiti following which in many cases the land donated in favour of Bhoodan Yagna samiti were re-occupied by the donors themselves.
The problems related to land had got compounded with the establishment of four mega dams (Machhkund, Kolab, Chitrakonda and Indrabati) and two industrial projects (HAL & Nalco) in the region, K. Anuradha, another social activist from Koraput, says. Lack of land-to-land rehabilitation policy in the State has increased the number of landless people in the region. Large-scale commercial plantation such as cashew, eucalyptus and sisal on the common property resources through different projects of the government, further alienated the poor tribals from their land, she says.
In spite of legislations and schemes that are proclaiming successes in the records and files of the government, the situation might not be better for the tribals unless ground realities are taken into account while making plans for the future, says Mr. Mahanty.

Mystery shrouds car theft

Correspondent

Drivers approach police station, lodge complaint

The incident occurred on Saturday night near GupteswarThe police are yet to make a headway in the case
KORAPUT: It would be difficult for travel agencies to give vehicles to lesser known people and also for the common men in Koraput district to travel in rented vehicles especially after the theft of a vehicle near Gupteswar on Saturday night.
While the police was yet to establish any particular reason behind the theft of a Bolero vehicle, the trust and faith among the people was put to test.
According to the drivers of the vehicle, who had approached the police station at Boipariguda on Sunday morning, the vehicle was hired by five persons at Rayagada for visiting the Shaiva shrine at Gupteswar. The passengers, who included two women, said that they were from Damanjodi while hiring the vehicle. The team, after spent a good amount of time at Gupteswar, begun their return journey at around 11 p.m.
Al the passengers of the vehicle, including the drivers, got down from the vehicle at Dokri Ghati to offer twigs and leaves of trees to Dalkhai, the deity of the forest on their return journey towards Boipariguda .
It was then that the two drivers of the vehicle were tied down to a tree by some strangers who had reached the spot on two motorbikes. The person sitting in the back seat of the vehicle then had taken control of the driving seat. While the drivers screamed for their release, all of them, including the passengers of the vehicle and the strangers who had come in motorbikes disappeared into the thick darkness of the night.
The drivers, some how could get out of the ropes and walked back to Ramgiri. But as there was no police outpost there, they had to stay for the rest of the night before they could proceed to Boipariguda, the nearest police station in the morning.
While investigation was in progress to find out the reason of the visit of the passengers to Gupteswar in odd hours, the version of the drivers was also scrutinised with utmost care, Deepak Kumar, SP of Koraput said.

A dream come true for tribal youths

Correspondent

402 candidates make it to the Army
KORAPUT: For the two tribal youths, Samir Kumar Masti of Mahadeiput and Jagannath Muduli of Putkerenga in Koraput district getting into the defence sector was a dream come true when they were included into the list of fit ones to appear the written test for the posts of tradesmen in the army recruitment rally which was concluded on Saturday. They were among the 402 successful candidates who had passed different physical and medical tests so as to appear the written exams at Gopalpur in November. It was not the post that one holds was important but the place like Indian Army where one gets the opportunity to serve was more important, Samir said.
It was also important to see that many tribal youth had come up this time for getting into the Indian Army, Col. Jyoti Prakash Srivastava, director army recruitment zone of Gopalpur said. While the tribal candidates were the first to clear all the standards laid down for testing their physical endurance, it was the medical test that they fail the most.
Because of the enormous amount of pressure they exert on their body from their childhood to support their parents to meet the daily needs of the family, they very often suffer from deformities in their legs and hands and make them unfit for getting selected into the forces, he added.
While talking to the media at Koraput on the final day of the rally on Saturday, he said that despite of implementing very strict measures on the ground to see that the selected candidates were 100 per cent fit for the next phase of selection, many candidates were also offered more than one chance so as to rectify their mistakes before finally getting rejected. However no stones had remained unturned while scrutinising the documents of the candidates for the fear of producing fake certificates as was done in the past.
At least two candidates from Koraput were sent to jail in the past for producing fake certificates during a recruitment rally being conducted at Berhampur some time back which had made them more alert in this regard, he said. The support from the district administration was highly praiseworthy, he added.

Poster issue: CMAS rally against Andhra police

Correspondent
KORAPUT: The district administration in Koraput seem to be hard pressed between the demands of Chasi Mulia Adivasi Sangh (CMAS), Narayanpatna and the groups raising their voice against the activities of CMAS in the region and more specifically in Narayanpatna. While there were many meetings by groups of people in different blocks of the district in the recent past, CMAS had come out with taking out a massive rally and distributed leaflets at Narayanpatna on Friday describing the sufferings of tribals in the hands of non-tribals and even by the government machinery.
The sangh had further asked people to join the State-level rally to place their long standing demands before the State government at Bhubaneswar on October 20.
While the Sangh took out the rally at Narayanpatna under the leadership of K.Singana, a prominent leader of the sangh to press their demands to take action against police of Andhra Pradesh for pasting posters a few days back which had asked the leaders of the Sangh not to cross the inter state border it was the leaflets distributed in the rally which had drawn more attention in the little town .
In the open letter to the government , the Sangh demanded for implementation of regulation-2 of Land Settlement Act of 1956 .

Collector’s appeal to students

KORAPUT: Pattas cannot be issued for the piece of land occupied forcibly from others without undergoing official procedure as this way of transferring the ownership was against the law of the land, said Gadadhar Parida, district Collector.
He was addressing the students and faculty members of Central University here on Monday.
While narrating his experiences with tribals starting from the Bondas in Malkangiri district to the other tribal communities staying in various corners of Koraput district, he said that tribals lead a life by creating some space for others to live.
To demonstrate this truth before the students he described one of his experiences how a tribal couple had left a portion of the paddy field uncut for the birds to have some grains after they take away all the paddy for their own consumption.
The tribals in Narayanpatna and Bandhugaon too lived with such an attitude of sharing and it was the role of some instigators for which reason they are fighting against each other for the last many months, he said.
The district administration was keen on giving back all the land of the tribals to their family members that was illegally occupied by non-tribals from time to time.

Andhra police warn CMAS leaders of Narayanpatna

Correspondent

KORAPUT: The Vizianagaram unit of Andhra Pradesh police pasted posters at Narayanpatna prohibiting Nachika Linga, president, Chasi Mulia Adivasi Sangh(CMAS), Narayanpatna, Singana and Ram Padhi, the other two leading members of the sangh, from entering the borders of Andhra Pradesh.
The posters which were written in Telugu and were seen at different places in the town on Monday morning carried the message from the police that the three leaders had created terror in the border region between Orissa and Andhra Pradesh. Alleging that these leaders were responsible for the destruction of property of people, the police warned them of stringent action as per law if they tried to enter the state of Andhra Pradesh .
While the locals were not clear over the genesis of the posters, Deepak Kumar, SP, Koraput, said that all these leaders had cases pending in Andhra Pradesh and as a matter of practice the police in the neighbouring state might have put these posters at the site of occurrence of the crime and also at the place of residence of the accused.
It was for the first time in the region that such posters were placed by the police of some other state.
