BERHAMPUR: Maoists tried to show up their presence through road blockades, posters and banners on Sunday, the second day of their week-long bandh call in south Orissa against the ‘operation green hunt' against them.
No major incidents of violence were reported. Yet the panic of Maoists disrupted normal life in areas of Malkangiri, Koraput and Rayagada districts. The Koraput-Bhubaneswar Hirakhand express had to be stopped at Laxmipur station and a suspicious briefcase was checked up by the bomb squad due to panic caused by the unclaimed luggage. But the briefcase was found to be packed with dresses.
Road communication was completely disrupted in Malkangiri district which remained cut off from other parts of the State due to road blockades put by naxals at Govindpalli ghat road. There were no vehicles plying between district headquarters town of Malkangiri to places like Chitrakonda, Kalimela, Motu and Padia. Maoists cut down trees to block the Chitrakonda-Janabai road and also the road communication between Chitrakonda and adjoining Andhra Pradesh. Police sources said naxals had resorted to this to keep the cut off areas of Chitrakonda reservoir under their hold. In Koraput district some more roads of the district apart from the ones in Narayanpatna block faced naxals wrath. The Ankadili-Machhkund road was blocked by felling trees, disrupting the road traffic to the hydel power production unit at Machhkund. The road communication between Ankadili and Jeypore was also disrupted.
Maoists blocked the road communication between Bandhugaon and Almanda so that no vehicle from Bandhugaon could travel to Parvatipuram in Andhra Pradesh. Naxal posters against ‘operation green hunt' also appeared at several new places in the district including Lubaba village of Nandapur block. Vehicular traffic was also disrupted to large extent in the district.
Vehicular traffic
In Rayagada district vehicular traffic was hit by the Maoist terror in most places except Rayagada town and Gunupur. No buses entered the Chandrapur block. It may be noted that the Orissa State Road Transport Corporation (OSRTC) has stopped plying buses to naxal-affected areas. Most offices in these naxal-hit districts had thin attendance. The train services continued amidst tight security. The drivers, guards and station superintendents have been instructed by the East Coast Railway authorities to take extreme precautions.

BERHAMPUR: Maoists started their week-long bandh call in south Orissa from Saturday through acts of violence in Koraput and Malkangiri districts to create panic in the minds of common mass on Friday night.
They have given this call for this week ‘economic blockade' to oppose the proposed ‘Operation Greenhunt'. They showed up their fangs in Malkangiri district and Narayanpatna area in Koraput district to show up their antagonism to Border Security Force (BSF) personnel deployed in the area.
A group of armed Maoists and their supporters stuck at Podapadar in Narayanpatna block of Koraput district. They damaged two uninhabited government quarters there.
One of these quarters was meant for the Livestock Inspector and the other was for the Auxiliary Nurse & Midwife (ANM). According to Koraput Superintendent of Police (SP), Anup Sahu, the naxals and their supporters used digging instruments to damage these two newly constructed residential quarters for government employees. They escaped into the jungle after the attack.
Maoists dug up the road and cut down trees to block the Narayanpatna-Bandhugaon road.
The road was dug up at a place just four kilometers from Narayanpatna. The road was also dug up at another place and trees were cut down at few places to stop traffic on it.
This road had been cleared up from road blockades of Maoists just a few days back. The Maoists preferred to strike at Govindpalli ghat road at Malkangiri-Koraput district border to prove that they still rule in the area where they had killed 11 security personnel in landmine blast on April 4.
They cut down trees to block the road at Govindpalli ghat disrupting road communication between Malkangiri and Jeypore in Koraput district.
In most places Maoists left banners and posters against the proposed major joint operation against them.
They threatened of dire consequences like that of recent Dantewada carnage if ‘Operation Greenhunt' was not stopped.Road communication was hampered in big way in south Orissa due to this bandh call. The Orissa State Road Transport Corporation (OSRTC) stopped plying its buses to naxal-infested areas of Kandhamal, Gajapati, Rayagada, Koraput and Malkangiri districts.

BERHAMPUR: Maoists blasted a mobile communication tower and ransacked an Indian Made Foreign Liquor (IMFL) shop at the block headquarters town of Kudumulgumma in Malkangiri district of south Orissa on Thursday midnight.
The attack came a day before the week-long bandh call given by Maoists from Saturday in the areas of south Orissa, bordering Chhattisgarh and Andhra Pradesh. It is also seen as a challenge to the Border Security Force (BSF) personnel now posted in Malkangiri and Koraput districts for a proposed major joint operation against naxalites.
They left posters at Kudumulgumma after their attack. They called upon inhabitants to observe the bandh against the ‘operation green hunt'. They warned the government of facing dire consequence if the ‘operation green hunt' was taken up against them.
According to the police sources, around 50 armed Maoists reached Kudumulgumma town at around 11 p.m. First they targeted the IMFL shop. Some local sympathisers also accompanied them.
Later, their target was the mobile communication tower of Airtel. They threatened the watchman to leave the place and set afire the tower and the gadgets after attempts to trigger an explosion failed. The generator room and some equipment of the tower were damaged. Later, they escaped into the nearby jungle.
On January 20 night, Maoists destroyed an IMFL shop and targeted a mobile communication tower at Kudumulgumma. They used those violent means to publicise their economic blockade and bandh call on January 25 and 26. They again resorted to similar action before their week-long bandh call from Saturday.
Borders sealed
Meanwhile, the BSF personnel posted in Malkangiri and Koraput districts have started their anti-naxal operation. The remote villages are being searched for suspicious outsiders. Aerial survey is also being done over forests prior to launch of the proposed anti-Maoist operations in Koraput and Malkangiri districts which are adjacent to Dantewada district of Chhattisgarh where the naxalites massacred 76 CRPF personnel on April 6. Some of the Maoists involved in the gruesome ambush are suspected to have migrated to remote areas of Koraput and Malkangiri districts. The borders of these two districts with Andhra and Chhattisgarh have been sealed to check entry of ultras before the week-long bandh call.

BERHAMPUR: Maoists have given a week-long bandh call in Koraput and Malkangiri districts of south Orissa from Saturday against the ‘operation green hunt' being planned against them in the area.
Posters for the bandh appear in remote areas of Koraput and Malkangiri districts. These two naxal-affected districts of south Orissa are key areas in the proposed joint operation by security forces in Orissa, Chhattisgarh and Andhra Pradesh. It is also suspected that Maoists involved in the carnage of 76 Central Reserve Police Force (CRPF) personnel in Dantewada district of Chhattisgarh have migrated to remote areas of Koraput and Malkangiri districts.
The naxal posters for the bandh call have appeared in Onkadila, Baipariguda, Machhkund, Narayanpatna, Bandhugaon and Padia areas of Koraput district. Similar posters for the week-long bandh call have also come up in remote pockets of Kalimela and Kudumulguma areas of Malkangiri district. However, no posters have appeared in other parts of south Orissa. Through the posters the naxals have demanded stopping of ‘operation green hunt' and withdrawal of Central paramilitary forces from the tribal pockets. To woo the general masses, they have also included the issue of price rise in their posters. Sanjeev Panda, Deputy Inspector General of Police, south-west range, said the police in Koraput and Malkangiri district were on high alert for the bandh call. According to him, the security forces were taking all possible measures to restrain the Maoists from terrorising the public during the bandh call.
Similar posters and pamphlets of Maoists calling for a bandh opposing ‘operation green hunt', displacement and price rise appeared in parts of Kandhamal district a few days ago. The bandh call had little impact in the area. But the Maoists cut down three trees at Polaguda on Tuesday night to block the Brahmanigaon-Daringbadi road.
Maoists also blocked the Shergarh-Sorada road in Ganjam district on Wednesday near Manikpur.

KORAPUT: Special enrolment drive for the children to join schools in Koraput district would be launched in a big way from next month, Prashant Kumar Das, DPC, Sarva Sikhya Abhiyan said at Koraput on Saturday.
He was speaking at a coordination meeting with the NGOs and eminent personalities seeking their support to make the drive successful.
The campaign with an aim to create awareness among the people on the importance of education, would take the support of the traditional form of desia naat for effective dissemination of the message.
Expressing his concern over non functioning of the schools in many parts of the district in addition to the teacher absentism, he said that with the spread of the salient features of the right to education act among the masses through such campaigns these challenges could also be overcome effectively .
In order to achieve greater retention percentage in the schools special summer camps for the slow learners and engaging short term volunteers to create interest among the newly admitted children in the schools were planned as a part of the process. Each of the children joining in the school would be given attractive educational kit. While the resources of the district will be utilised for the campaign, UNICEF had contributed Rs.65 Lakhs for the process, he added.

KORAPUT: Central University of Orissa is coming up with school of health sciences here in the next one year, according to Surabhi Banerjee, professor.
Action plan
While the action plan for setting up the much-awaited medical college at Koraput is in progress, the university will have various courses on paramedical and allied health sciences like nursing and medical lab technicians. Jamia Hamdard University of New Delhi and Narayan Hridayalaya of Banagalore have expressed their keenness to extend technical support to the university.
The school of health sciences could go a long way in creating grassroot level health professionals from the youth in the region with the guidance of the advisory committee to be formed with the involvement of local medicos.
Further, centre for tribal welfare and community development is another proposal by the university.
The centre will be launched in June this year for the integral development of the region with more and more youth getting opportunities.
Short-term courses
The centre will conduct need-based short-term skill development programmes for the youth apart from enriching their knowledge base.

Month-long Chaita Parab begins


KORAPUT: Chaita Parab, one of the most important festivals of tribals in Koraput region, began in many parts of the district on Wednesday. While the month-long festival includes dances and other forms of entertaining moments for the men and women of the community, the main attraction remains attached to the practice of hunting during the period. Men, young and old set out to the forest in search of animals and birds and return home only after killing some as a matter of pride to be presented before their women folk.
However, the increasing presence of security forces in response to the growing Maoist activities in the region, moving of tribals in the forest could be severely affected, says Sanyasi Pujari, tourist officer.
Naxals' presence
As a matter of practice, the tribals remain in the forest for days together during the festive month with their hunting instruments in search of animals and birds. But the movement of the suspected Maoists and the possible combing operation by the security forces might restrict the joy of the journey to the forests.
The communities are needed to be made aware of the present situation embedded with the security concerns so as to ensure their safety and welfare, he says.

Action against MLA demanded

BERHAMPUR: The government doctors in Nabarangpur district of Orissa have decided to go on mass leave from March 17 demanding arrest of an MLA of the ruling BJD who allegedly manhandled a doctor on duty.
The members of the Nabarangpur unit of the Orissa Medical Service Association (OMSA) took the decision of cease work at a general body meeting of the association. The secretary of the Nabarangpur unit of the OMSA, Bismay Raut, said the general body meeting was held at Umerkote on Saturday night. Dr. Raut said they had to opt for the hard decision as their talks with the administration had failed and they were not satisfied with the action initiated against the culprits behind the attack on the doctor.
“We have told the administration that unless adequate legal action is taken against the MLA by March 16, our members will go on mass leave from the next day. Around 38 government doctors posted in Nabarangpur district will take part in the agitation.”
Decision deferred
Earlier, the members of the association decided to observe cease work on March 9 for the same demands. But they had deferred their cease work following promises from the administration. They had opted for wearing black badges instead. The doctors decided to renew their agitation as the administration and police have allegedly failed to take proper action, Dr. Raut said.
Demands
The agitated doctors of the district have been demanding the arrest of the Nabarangpur MLA, Manohar Randhari, and his associates who allegedly manhandled a doctor on duty in the district on March 6. It is alleged that the Nabarangpur MLA and his associates had manhandled the doctor posted at Tentulikhunti Community Health Centre (CHC), Brajakishore Giri, on that day. It had happened during a function organised for distribution of cycles to Asha volunteers. Dr. Giri had filed a complaint against the MLA and his associates. According to police sources, the MLA has also lodged a counter FIR against Dr. Giri.
The agitating doctors have demanded the ‘false' cases lodged against Dr. Giri be withdrawn and he to be posted away from Tentulikhunti.

Assailants are Maoists?

BERHAMPUR: Suspected Maoists killed a trader, Mandia Loknath Sahu, at Nilabadi village in Bandhugaon block of Koraput district on Wednesday. The murder occurred in a broad daylight. The victim was shot at from close range and the assailants also slit his throat with sharp weapons to confirm his death. All this occurred in the heart of the village.
According to sources, the attackers were four in number and they came in a four wheeler. Loknath was in the village market. The assailants called him to the middle of the road to murder him in front of villagers.
Koraput Superintendent of Police Anup Kumar Sahu said the modus operandi of the act hinted that it may be an act of Maoists. This suspicion is strengthened as no localite could identify the assailants, who seemed to be from outside the area. A manhunt was started in the area following the murder to nab the culprits.
The reason behind the murder is yet to be ascertained. But tension mounted in the area as the deceased was being opposed by the Bandhugaon group of the Chasi Mulia Adivasi Sangh (CMAS). The group was to hold a women's rally at Nalabadi on Wednesday. In the past the deceased had faced the ire of Bandhugaon group of the CMAS as the organisation alleged him to be involved in a gang rape. His patches of land had been taken over by the supporters of the organisation and he had to leave his parental home at Jabada village to live at Nalabadi. Loknath's family members pointed fingers at the activists of the organization.
CMAS denies charge
But the adviser of the Bandhugaon group of the CMAS, Srikant Mohanty, denied the allegation. Mr. Mohanty said although they were protesting against the activities of Loknath, they were in support of mass movement and did not believe in individual annihilation. It may be noted that this group had parted ways with its Narayanpatna counterpart due to difference over use of violence against individuals in the name of mass movement. It was always alleged that the CMAS of Narayanpatna led by Nachika Linga had Maoist links. In recent past Maoists had also pasted posters at Kendruka against some activists of the Bandhugaon CMAS.
Mr. Sahu said the Maoists may be making efforts to unite the Narayanpatna and Bandhugaon CMAS groups and the murder of a man opposed by the Bandhugaon group may be a step towards it. During his speech in the State Assembly, Governor Murlidhar Chandrakant Bhandare had also commented that “attempts by Maoists to replicate a Lalgarh type campaign in Narayanpatna area in Koraput district has been dealt with firmly.”

KORAPUT: More than 15,000 youths from different parts of the district faced interviews in the mega job fair held at Koraput stadium on Wednesday. While it was for the first time that such a huge number of job aspirants being gathered at one place, all the 19 companies participating from different cities in the country, had enough reasons to cheer about. Even though the number of aspirants for getting appointed as security guards was higher than other channels of employment, there was no less crowd of youth for being recruited as HR personnel in different companies.
District Collector Rajesh Pravakar Patil inaugurated the fair. While there were equal number of boys and girls who had to return home without a success in finding jobs, the successful business that the local traders made in the day by delivering passport photographs for the aspirants and photocopying their certificates was a source of inspiration towards self-employment.

KORAPUT: Launching of training facilities for tribal youth will be made in the human resource development centre at M.S. Swaminathan research foundation (MSSRF), Jeypore on March 13, according to Prashant Kumar Parida, scientist from MSSRF.
The building, which was supported by the Mitsubishi Corporation of Japan, will have full-fledged facilities including residential facility for imparting training to the rural poor on various aspects.
Shining example
MSSRF at Jeypore has been engaged itself in the promotion of a non-basumati scented rice, Kalajeera, which is a shining example of how the traditional ones could be purified, made to yield more and fetch double the price of other varieties with proper market linkage.
Promoting cultivation and value addition and providing drudgery free machines to the villagers will go a long way to promote cultivation of nutritious but neglected millets.
The efforts made by the foundation in 25 villages on bio-village, livelihood, organic agriculture, micro enterprises, water management and promoting off -season vegetable cultivation through summer irrigation are all measures taken to improve the living standards of the people.
The community grain-seed bank is another initiative which helps the poor villagers to tide over the lean seasons and make sure that quality seeds are available during the sowing season.
While the research foundation is carrying out the novel ideas of Prof. Swaminathan to bridge the gap in knowledge by taking the ICT to villages through its village resource centre and village knowledge centres in Koraput district, this training facility will go a long way in linking the tribal youth with the development process, he says.

BERHAMPUR: Government doctors and an MLA of the ruling Biju Janata Dal (BJD) are at loggerheads in Nabarangpur district of south Orissa. The members of the Orissa Medical Service Association (OMSA) in Kandhamal district have decided to observe a one-day strike on Tuesday demanding the arrest of the Nabarangpur MLA, Manohar Randhari, and his associates who allegedly manhandled a doctor on duty in the district on Saturday. Earlier, the government doctors decided to launch indefinite strike from Tuesday over the same demand. But now they have deferred their indefinite strike plan. OMSA secretary Bismay Raut said the decision to defer indefinite strike was taken at a meeting of the association members held on Monday evening at Nabarangpur district hospital campus. During the day-long strike on Tuesday, all outpatient wings of government hospitals and health centres would remain closed. But the doctors have decided to attend emergency cases during their strike, Dr. Raut said.
According to sources, the Nabarangpur MLA and his associates had manhandled the doctor posted at Tentulikhunti Community Health Centre (CHC), Brajakishore Giri, on Saturday, during a function organised for distribution of cycles to Asha volunteers. Dr. Giri had filed a complaint against the MLA and his associates. The MLA also lodged a complaint against Dr. Giri. But the doctors of the district got united against the ‘misbehaviour' of the MLA. Owing to threat of agitation by them, the administration and police had to resort to measures of pacification. Till Monday afternoon eight persons, who are supporters of the MLA, have been arrested. But the doctors are demanding legal action against the ‘erring' MLA.
Congress support
The OMSA leaders said they deferred their indefinite strike to provide some time to the administration and the police to arrest the MLA who is now attending the Assembly session. They decided to go on indefinite strike if Mr. Randhari was not arrested. The Nabarangpur district Congress has expressed its support to the agitating doctors of the district.

KORAPUT: The woman first needs to know herself, her purpose in life, the role she aspires to play. She must seek and become aware of the inner truth of her being. If she is not prepared as a conscious being, no amount of external aids or privileges can help her, according to Pritidhara Samal, an award winning young poet from Koraput.
Speaking to The Hindu, she further said that it was more important to bring up a child as a human being, a soul growing with its own individual needs and aspiration.
While the International Women's Day was observed at different places in the district, the meeting held at the Central University of Orissa deserved special mention for some important observations being made by the speakers.
Participating as the chief guest, Rupa Roshan Sahoo, the project director of DRDA, analysed the situation of women in different sections of society with special reference to the tribal women of Koraput region.
It was a shame that such a day had to be observed by the society even after the completion of 100 years of the first revolution by women in the world to remember the importance of women as an equal to the opposite gender.
The society should rather make it a point to realise the responsibility in providing the legitimate rights of women during the other 364 days in a year, she said.
She said that it was the women who add the most to the family income through her relentless effort.

KORAPUT: The sixth ATM centre of SBI, Koraput, was inaugurated on the premises of the district headquarters hospital in the town by District Collector Rajesh Pravakar Patil on Saunday.
While about Rs.1 crore is transacted everyday through the existing five ATMs in the town, the newly-opened counter on the hospital premises will cater to the needs of patients coming from far and wide, according to the bank officials. Among others Girish Chandra Samal, Regional Manager of the bank was present.

DRM inaugurates two dormitories and one ladies waiting room


KORAPUT: The much awaited train from Koraput to Rourkela would be operational anytime this month, D.Kamila, DRM, SE Railway said here on Saturday. Mr. Kamila who had reached the town from Visakhapatnam inaugurated the first two dormitories and one ladies waiting room in the railway station at Koraput. Later, speaking to the media he said that the station was included in the list of Adarsh railway stations following the declaration made in last year's rail budget and all efforts were made to improve the passenger amenities in the station.
The work to raise the level of the platform and extending the platforms so as to accommodate 16 coaches were in progress, works like shifting the current ticket booking counter to another building and widening the entrance gate of the station were on the cards, he said. Further, the provision of two canteens, one magazine stall and a PCO booth would soon be materialised in the station to facilitate the need of the passengers. Talks with IRCTC were already made for opening the canteens. Measures were also taken for making an air conditioned lounge for the VIP passengers.
While his department was taking up various measures to upgrade the quality of services in the station it was also keen in giving a better life for its employees and the people of the town. In this connection, the abandoned children's park in the railway colony would be revived for the children very soon, he added.
