BERHAMPUR: Maoists allegedly attacked the camp of a construction company and destroyed machinery near Mahupadar village under Mathili police station in Malkangiri district of south Orissa on Wednesday.
The naxals burnt down three tippers, one excavator and one machine used to melt and mix coal tar at the worksite. The construction company was laying a road under the Pradhan Mantri Gram Sadak Yojana (PMGSY) in the area. According to sources, around 20 armed naxals along with more than 50 supporters reached the camp of the construction company. They threatened the labourers sleeping in the camp not to oppose their activities or try to contact anyone. The panicked labourers were kept under the watch of armed cadres while others got involved in the arson. A Jeypore based construction company of Koraput district had dared to take up the work in this remote naxal infested area. It was laying the Govindpalli-Salim-Mahupadar road under the PMGSY. But naxals fear that the road would enable easy movement of police troupe.
According to senior police officials it was an effort of the naxals to dissuade contractors from taking up any road-aying work in naxal infested areas of the district.
In February, Maoists had killed a construction contractor, Prasanna Kumar Swain at Govindpalli.
His company was involved in laying of roads in several remote pockets of the district. Maoists are not letting any construction company build two major bridges in Malkangiri district since the past eight years.
They are the Gurupriya Bridge in Chitrakonda area and another on Sileru River near Motu.
A major construction company, Gammon India Limited quit the Gurupriya bridge project due to Maoist threats and attacks on its construction site.

Liquor shop ransacked

KORAPUT: A group of miscreants allegedly ransacked a liquor shop at Laxmipur in Koraput district on Wednesday. According to the villagers, about ten young men forcibly entered the shop and destroyed at least ten boxes of foreign liquor . They also looted cash from the cash it was alleged. . Police detained Jaga Hikaka, a CPM leader, in the connection.

Two die of food poisoning

KORAPUT: Lachana Huika,35 and his 30-year-old wife Dumba Huika of Tala Rangapani village in Tentulipadar panchayat of Narayanpatna block in Koraput district died of food poisoning on Tuesday. According to Subrat Das, the medical officer of the PHC at Narayanpatna, both of them had consumed the food stored in unclean pots and it might have been the cause of food poisoning.

Naxals end fast

KORAPUT: The four naxalite prisoners from Tamil Nadu who were on a hunger strike in the district jail at Koraput from last Sunday have ended their fast after getting an assurance from the district Collector of Koraput on Tuesday.
While the four naxalites were on a hunger strike demanding speedy disposal of their cases in the local court and to produce them before the court at Periyakulam in Tamil Nadu so as to face other trials, Gadadhar Paida, district Collector, Koraput after meeting them in the prison had assured to take necessary steps for meeting their demands at the earliest.

Ousted families stage protest

BHUBANESWAR: About 200 families who were allegedly driven out from their villages by Chasi Mulia Adivasi Sangh in Narayanpatna block of Koraput district staged demonstration demanding ban on the organisation here on Monday.
Villagers comprising women and children alleged that they were forced to beg as CMAS had robbed them completely. “Since May 8 we have been out of our villages. Our houses were set on fire, food grains preserved for future use were snatched away and our domestic animals were killed. We fled our villages to save our lives,” said Albina Turuk from Vikrampur village under Narayanpatna block. Ms. Turuk alleged that since they did not join the violent movement as being preached by CMAS, they were attacked and driven out from their villages. “When they attacked en masse by CMAS, families ran away to areas such as Koraput, Jeypore, Rayagada, Bhubaneswar, Kakriguma and Laxmipur. We don’t know the whereabouts of our neighbours,” said Hikoka Lati of Dumsili village where 20 houses were allegedly burnt down by CMAS members. He alleged that the police were non-responsive to their complaints while CMAS was looting houses and attacking people . “It has b!
ecome very difficult for us to provide two square meals a day to our children,” said Ms. Turuk.
Koraput: Chasi Mulia Adivasi Sangh of Bandhugaon took away 310 bags of rice stored under OTELP project in two different panchayats of Bandhugaon block in Koraput district on Sunday. While the supporters of the Sangh first looted 60 bags of rice from Kattulpeta panchayat storeroom, later another group from the same sangh took away 250 bags of rice from Kanagaon panchayat.

Jailed naxals on hunger strike

KORAPUT: Four naxalites of Tamil Nadu are on an indefinite hunger strike for the last two days in the district jail at Koraput. The four naxalites went on fasting from Sunday morning demanding for early disposal of their cases at Koraput and shifting them to Periyakulam in Tamil Nadu, to face other trials.
Muthu Selvam, 22, M. Kartik (alias Kanan alias Gobi), 28, Palani Vel, 26 and Vel Murugan, 19, the four naxalites were brought to the district jail at Koraput along with Sundar Murty, one more hard core naxal from Tamil Nadu on January 15, 2008, for their alleged involvement in the attack by naxalites on police headquarters at Koraput in 2004. While Sundar Murty was shifted in August the same year to Chennai , these four remained in the district jail at Koraput, Niranjan Das, jailor of the district jail said. But with the departure of Sundar Murty from Koraput, it was not possible for the court to give any final verdict on their case as Sunder Murty was the prime accused in the case. Meanwhile the court at Periyakulam had sent a request to send these four for conducting trial.

KORAPUT: The real poor may be excluded from the BPL list if corrective measures are not taken before its release, Manas Ranjan, an activist of the Right to Food Campaign from Bhubaneswar, has said.
Addressing a group of civil society organisations here, he drew a comparison between Koraput and Cuttack districts, taking into account the available official data, and brought to the fore the injustice that might be done to the real poor. He said that if an uniform cut-off level at 14 points in the poverty measurement scale was considered for the entire State, only 43 per cent of people in Koraput district would be covered under the BPL list as against 47 per cent in Cuttack district.

Survey
Under the present BPL list that was finalised on the basis of the survey done in 2002, only 29 per cent of people in Narayanpatna and 35 per cent in Bandhugaon would receive the benefits, which was well below the district average of Koraput, he added.
He also found fault with the criterion, which states that those who earn less than Rs.326 per month should be considered as living below the poverty line. While in 1978 the government bracketed all those who had less than 2,400 calories of food per day as below poverty line, in the present circumstances even persons who earn Rs.700 per month do not get that much calories of food. This was the case with more than 70 per cent of the total population in districts like Koraput. Basing on these facts, it was surprising to find that the number of people living below poverty line dropped to only 43 per cent in the 2002 survey from 84 per cent in 1997, he said.
Mr. Manas alleged discrepancies in providing information on the status of people at the village-level survey sheets, which would leave the poor out of the list while comparatively rich persons manage to find a place in the list. This needed to be corrected while placing the list in gram sabha before finalising it.
Civil society organisations should make people aware on the status of their village data so that the villagers could make the required corrections, he added.
Civil society organisations and individuals working for the rights of people at the grassroots in Koraput, Nowrangpur and Malkangiri districts attended the meeting.

People at relief camps to stage demonstrations

KORAPUT: After staying for months at relief camps in and around Koraput town, people from Talagumandi, Upper Gumandi, Podapadar, Dumsil, Balipadar, Siriguda and Narayanpatna panchayats of Naarayanapatna block in the district have decided to go to Bhubaneswar to place their demands before the State government August 24.
These people, who were settled in the temporary camps at Koraput after having fled from their villages with fear of alleged attacks from Chasi Mulia Adivasi Sangh, had been to the State capital to place their demands last month.

‘District headquarters hospital has no life support system’

KORAPUT: The district headquarters hospital reportedly referred a patient from Jeypore suspected to be suffering from swine flu to a private hospital in Visakhapatnam on Friday. While doctors said that the patient was suffering from ‘myocarditas’, one of the serious chest infections, sources, however, said that the patient was sent to Visakhapatnam as there was no life support system available in the hospital to cater to cases like swine flu.
The State government declared the district headquarters hospital here as referral centre for the neighbouring districts of South Orissa, said Nabaghan Choudhury, ADMO. But the hospital did not have the infrastructure like ventilators. While there was necessity for at least four ventilators to support patients with respiratory problems, the absence of even one, especially in the special ward meant for swine flu patients, was demoralising the patients, sources alleged.

Shortage of nurses

This apart, acute shortage of nursing staff in the hospital was adding to the woes of patients. Out of the requirement of 60 staff nurses, there were only 24 who cater to the needs of patients in nearly 200 beds. Furthermore, there were no doctors or staff nurses who underwent any kind of training on the ways to treat patients coming with symptoms of swine flu.
As on Saturday, medicines too were yet to reach the hospital from Bhubaneswar, doctors said. The fact that there were only five masks in the hospital for protecting the staff from swine flu stands testimony to the apathetic state in the hospital.
Opening of the ward for swine flu patients adjacent to the female ward invited serious objections. Patients in the female ward on Saturday sought shift of the special ward to another place.

Five persons receive pattas

Woman killed by ‘naxals’

A pamphlet found in the area threatens that anyone helping police would meet with similar fate.

BERHAMPUR: A woman was murdered, for the first time, by Maoists in Malkangiri district.
Maoists alleged her to be a police informer. Body of a woman, whose identity is yet to be ascertained, was recovered near MV90 village under Kalimela police station on Wednesday morning.
According to Malkangiri SP Satyabrata Bhoi, two shots had been fired at her head at close range. Both shots had hit her, killing her on the spot. It was evident that the murder had occurred in the wee hours of Monday.
Till evening no one had come over to claim the body of the woman. No one in the area had also been able to identify her.
As per the Oriya handwritten pamphlet left by Maoists near her body, the name of the deceased was ‘Kamala’.
The Maoists had not mentioned the place from where she hailed. They threatened that anyone who helped the police would face similar consequences.
Mr Bhoi said “How can this woman be a police informer when no one in the area is able to identify her”. As per the SP, the age of the murdered woman hinted that she may be a naxal cadre who had got disenchanted and escaped from their camp.
“Suspecting that she may surrender and spill vital information about the Maoist activities, the leftist ultras may have killed her,” he added.

BERHAMPUR: Different organisations and officials are now busy creating an SMS mania in the State in favour of the ‘Prince Dance Group’ of Berhampur so that it wins the final of ‘India’s Got Talent’ show of entertainment channel ‘Colors’.
Chief Minister Naveen Patnaik was impressed by the performance of this amateur dance troupe. Through a press release he had promised to vote for the troupe through SMS for its success in the finals. It sparked off chain reaction throughout the State. The bureaucrats were the first ones to be affected. They went a step ahead to promote a publicity campaign for SMS in favour of the troupe.
At a review meeting attended by the 10 collectors of south Orissa in Berhampur on Monday, the revenue Divisional Commissioner (RDC), southern division, Satyabrata Sahu asked the Collectors to initiate measures so that this troupe from south Orissa got more SMSes in its favour. He also distributed CDs with the performances of the dance troupe in the reality show of the private entertainment channel.

Special meeting

On Tuesday, the RDC called up a special meeting of officials of different departments to get more people of Ganjam district to send SMS in favour of the Prince Dance Group. This meeting was attended by commissioner of the Berhampur municipal corporation Bhim Manseth, Additional District magistrate (ADM) Sashibhusan Padhi, officials of the Berhampur Development Authority (BDA) and representatives of NGOs. The municipal corporation and the BDA decided to put up hoardings calling upon people to send SMS to get the troupe win the competition. Due to efforts of Mr Sahu corporate houses like Gopalpur Ports Limited, Tata Steel and Vedanta have agreed to sponsor this publicity campaign for SMS.
The district Culture Department was also roped in for this publicity campaign for the success of the local dance troupe on a private channel. It is trying to send SMS to all mobile customers in Ganjam district urging their vote in favour of the ‘Prince Dance Group’ through the help of associations and organizations. It was decided that the Block Development Officers (BDO) in 22 blocks of Ganjam would also initiate campaign to create an SMS mania for the purpose. The BDOs were directed to put hoardings if needed.
Not to be let out the BJP activists out a rally in the city on Wednesday urging people to send SMS in favour of the troupe. The district hoteliers’ association and choreographers association are also into this publicity drive.

KORAPUT: Support for Prince Dance Troupe from Berhampur seem to have been catching up. Many people in the district have launched a drive to popularise the troupe of daily wage labourers who have made it to the semi-finals of the national dance competition.
In a special drive that was launched at Koraput under the leadership of Bidyadhar Choudhury, a local journalist on Wednesday, requests were made to send SMS in favour of the dance group before August 21. Bhavani Shankar Mishra, a retired Air Force employee from Koraput, while joining the campaign recalled the heart-touching moment when the troupe had danced on the tune of ‘Saare Jahanse Achha’ in the semi-final round of the talent show.
Even judges like Shekhar Kapur and Kiran Kher ware tearful and speechless to witness the performance of a troupe of daily labourers. The involvement of Padmanabha Sahu and Telu Tarani, physically challenged dancers, had added to the support for the show. The finals are on August 22.

Launch of new courses on August 29

While almost all the seats were filled in the postgraduate courses in English, Oriya , Sociology , Anthropology & Tribal Studies and Journalism & Mass Communication during the last two days’ counselling organised in the main office.
A maximum number of 30 students would be considered for each course.
The temporary establishment on the premises of COATS here was getting ready for the event and high level dignitaries including Chief Minister Naveen Patnaik would attend the launch ceremony, he added.

Drive for land rights to tribals

KORAPUT: Nearly 4200 cases involving 5,800 acres of land have been identified in the special drive by verifying records of tahsils and tallied with the declaration being made by under Section 3(B) of Regulation 2/56 in the district.
These will be reverted to tribals by the competent authority, Rajesh Pravakar Patil, Sub-Collector, said in a press note on Wednesday. Registered sale deeds at Sub-Registrar’s office at Koraput, Pottangi and Machkund along with District Sub-Registrar, Jeypore, were also being verified and nearly 217 cases were investigated whereby non tribals were likely to be in possession of tribal land and had not filed declaration as per Section 3(B)(1), he added. Acording to Mr. Patil, teams were formed and the settlement work was under progress in 29 villages in Narayanpatna tahsil, eight in Laxmipur, 14 in Semiliguda, 12 in Nandapur, 10 in Koraput and four and five in Dasmantpur and Pottangi tahsils.
After vacation of the stay, distribution of pattas would be made to 5,000 beneficiaries

31 minor migrants tortured at workplace

KORAPUT: Parents of 31 teenaged migrant labourers have written to the district administration detailing how their children are working in inhuman
conditions in Andhra Pradesh and Karnataka. According to them, the children are being subjected to cruelty and torture almost everyday at their workplaces.

The facts came to light when the parents, all natives of Koraput's Ghumar panchayat, went to police and asked them to rescue the children, all aged between 12 and 17 years, from the clutches of some "unscrupulous contractors".

A few months ago, three contractors promised good money and persuaded these families to allow their children to work in these two states. First, the children were taken to Guntur in Andhra Pradesh. "From there 13, were forced to go to Nelari in Karnataka where they were engaged at a construction site," said a villager.

"They told us that we will work at Guntur. But they took us to Nelari. There life was painful. Food was bad and they did not give us any wages. Often they would beat us up us. When we asked for wages, they'd say the contractors had been given the full amount," said Adu Bhatra, one of the labourers, who managed to flee.

"We are probing the matter and searching for the middlemen. The problem is that the two labourers, who escaped, have failed to give us information on where they worked," a police officer said.

Maoists continue road blockade in Narayanpatna

BERHAMPUR: Maoists have again cut off the Naraynpatna block in Koraput district of Orissa from the outside world. Panic created by Maoists among labourers was proving to be a major stumbling block in clearing road blockades, said Koraput Collector Gadadhar Parida. Trees have been cut down to block all the three roads that connect the trouble-torn block with the outside world. Maoists have again succeeded in repeating this act after a gap of two months.
According to sources the Narayanpatna-Bandhugaon road was blocked by miscreants on Aug 14. On Aug 15 they blocked the Narayanpatna-Damanjodi road. The Narayanpatna-Laxmipur road was blocked on Sunday.
Maoists and their supporters in a similar manner had blocked all road communications to this block in June for over 12 days. On June 18 eight members of the Orissa Special Striking Force (OSSF) and the driver of their vehicle were killed in a landmine blast while they were on their way to clear road blockades near Jogipalli. Union Home Minster P.Chidambaram had also rushed to Koraput.
The road blockades had been cleared after he stressed for the need of quick clearance of road blocks to Narayanpatna to re-establish control of the administration on the area.
Speaking to The Hindu, Superintendent of Police of Koraput Deepak Kumar said security forces were ready to provide all possible security for the road clearance operation.
Even the bomb disposal squad was ready to assist in clearing road blockades. But the ‘Public Works Department’ has not been able to arrange labourers for the road clearance work. The SP said in a meeting of police and administration on Sunday on the situation in Narayanpatna, the Public Works Department had been directed to provide necessary labour force for the road clearance work.
When contacted the Koraput Collector blamed the panic of naxals for non-availability of labourers for the road clearance. “Labourers say they do not want to face wrath of Maoists by clearing the obstacles put by them,” he said.
He, however, added that the personnel of the Orissa Disaster Rapid Action Force (ODRAF) were prepared to clear the roads.
According to him, they were now well-equipped for the purpose with two large tree-pruner machines and vehicle mounted power generators.
But everything waits for availability of proper number of labour force.

Armed tribals take out rally in Dudhari

KORAPUT: Thousands of tribal men and women from Kanti, Talagumandi, Bija Ghati, Kotia, Tentulipadar, Dumuripadar and Dudhari panchayats equipped with traditional arms took out a huge rally at Dudhari on Tuesday.
The members under the leadership of Alam Tading, president of the regional unit of the Chasi Mulia Adivasi at Kanti, had blocked the roads leading to the village by felling trees to prevent anyone from entering the village during the meeting.
A group of young people while guarding the blocking points had even asked all the members to hand over their mobile phones to check any leakage of information on the meeting. The members of the sangh also destroyed at least 1,000 liters of country liquor from around 30 houses in the village. They warned the businessmen not to sell liquor in the region, the sources added.

SP makes light of Maoist threat

BERHAMPUR: Maoists have threatened to kill Ashis Kumar Singh, Superintendent of Police of Rayagada district in south Orissa. Maoists made this threat through a press release to the newsmen of Rayagada. They also threatened to kill two other policemen posted in Gudari block of the district.
Speaking to The Hindu on Monday, Mr. Ashis Kumar Singh said it was an act of frustration of the naxalites. According to him, Maoists in Rayagada district received severe blows during the past few months. Some 27 hardcore naxalites were arrested. Arrested persons include commanders who took part in major operations like killing of VHP leader Lakshmanananda Saraswari, attacks on Nayagarh and R. Udaygiri.
Mr. Singh said that the Maoists active in the area were more worried about the series of surrenders of their top cadre.
Seven hardcore Maoists, including two couples, also surrendered before the police during the period.

Stern warning

Mr. Singh called upon the Maoist cadre active in the area to surrender or face action. All surrendered Maoists would be provided security, he said.
The Maoist release was signed by the leaders of Basadara Division of the CPI-Maoist party which is active in Rayagada, Kandhamal and Gajapati districts of south Orissa.
The division has received setbacks in Rayagada district in the recent past. The Maoists claimed that the persons arrested or who surrendered had little links with them.

Road blockade

KORAPUT: People have to walk more than 20 km to reach Narayanpatna as naxals blocked the road between Narayanpatna and Laxmipur by felling trees at two different places near Mattalamba on Monday.
While there were no efforts to clear the road between Narayanpatna and Bandhugaon where the naxalites blocked the road to observe the Independence Day as a black day, Narayanpatna was totally cut off from the outer world with the road blockade.
The same roads were blocked by naxalites on June 15 and it took 18 days to restore it.

Derailment hits train services

KORAPUT: Train services were disrupted between Koraput and Rayagada following derailment of a goods train near Lilligumma at around 4 a.m. on Monday.
While Hirakhand Express, the train from Bhubaneswar to Koraput, had to return from Rayagada, Samaleswari Express, the train from Koraput to Howrah, and DMU passenger from Koraput to Visakhapatnam via Rayagada were cancelled at Koraput. Three bogies of the goods train were derailed and hence it was difficult to restore the rail service for the day, S.R. Hembram, station manager of Koraput railway station, said.

Migration of Bondas from Malkangiri on the rise

Koraput: Migration of children from the Bonda villages has been on a constant rise for the last many years for the lack of proper development in the region, according to Dambarudhar Sisa, Director, Bonda Samaj Lok Sangathan of Mudulipada in Malkangiri district.
While there were at least 600 children in the age group of 12-18 working in different hotels and market places in and around Malkangiri district alone, more children and youth migrated regularly to far-off places like Hyderabad and Bangalore in search of their livelihood, he alleged.
Developmental process that was aimed at bringing changes in the lives of Bonda community had utterly failed even after special programmes were made by launching Bonda Development Agency at Mudulipada since 1979.
It was always an imposition of external inputs on the lives of the Bondas rather than a support to the inherent strength, quality and skills of the people in the community, he added.

Discrimination

Highlighting the need to consider the high level of migration and spreading of Bondas all across the district rather than being confined to specific boundaries, he said while the Census report had put the population of Bondas at only 6001, staying in 32 villages of the Upper Bonda Ghat region, it is less than 20,000 if the number of Bondas lived outside the region was taken into account.
There were at least 64 villages in the district where Bondas struggled for living their lives.
There was no difference between the Bondas living in the upper Bonda Ghat or the lower part of it.
All of them shared similar cultural and social identity apart from living in an almost equal level of poverty, he said.
However, while the government had considered only the Bondas living in the upper Ghat region under its development initiatives, it had failed to contain the massive amount of migration for the lack of irrigation facility on the hills .
On the other hand the Bondas who lived in lower Bonda Hills continued to suffer for the absence of any special schemes and benefits from the government, he said.

Setting up of skill development centre demandedProper health care facility urged for people

KORAPUT: NALCO Peripheral Development Committee (NPDC) of Damanjodi in Koraput district has warned to plough and cultivate paddy in each and every bit of land in the NALCO township if their long standing demands were not met.
The committee with the sarpanches of 13 panchayats adjacent to the NALCO plant in Damanjodi as members had met under the leadership of Bijay Kumar Muduli, sarpanch of Mathalput and president of the committee at Mathalput on Thursday. While alleging that the company authorities and the government had played with the sentiments of the affected people, the committee has asked the NALCO authorities to look into their demands within a week’s time failing which at least 20,000 people from scores of villages of the 13 panchayats would enter the township and plough with their cattle in the NALCO park and even in the gardens of residential quarters of the township, Mr.Muduli said.

Demands

Among other demands, the committee has also demanded for the provision of proper health care facility for the people in the 13 peripheral panchayats on par with the employees of the company. While children of the employees in the company enjoyed quality education in the schools set up in the township with the support of the company there was no reason why children of the affected people fail to get education in these schools, Damodar Jani, secretary of the committee wondered.
There should be a reservation of at least 25 per cent seats in these institutions at free of cost for the children of these panchayats, he added. Further alleging over the ill representation of youth from the region in the company, he said that only 5 per cent of the total employees in the Rs.4,000 crore project were from the affected region. NPDC has now demanded for the establishment of a basic skill development training centre by the company for the unemployed youth of the region at Damanjodi who could later be absorbed on priority basis by the company. Debendra Turuk, Joint Secretary of the committee ,while criticising the role of the MPs and MLAs of Koraput district for the lack of development in the region, he said that irrespective of their party lines every one of them had betrayed the hopes and aspiration of the affected people of the region.
In the Rehabilitation Periphery Development Advisory Committee (RPDAC) meeting which sits every year to decide the utilisation of the periphery fund of the company, these leaders had failed in bringing development to the region even though they had the scope of participating in the planning process.
The committee, further realising the need for having representation from the region in the annual meeting has demanded for including the sarpanches of the 13 panchayats as members in the RPDAC.

‘State should appoint more teachers’

KORAPUT: Government should appoint more teachers to ensure quality education in schools of Koraput district rather than transferring few teachers in the middle of the academic year, D. Rama Rao, State president of All Utkal Primary School Teachers’ Federation said here on Friday. While the State government had imposed a total ban on any transfers this year, the district administration had convened a meeting at Koraput to transfer about 10 per cent of teachers in the primary schools after receiving fresh guidelines from the government.

HAL steps up security

KORAPUT: Everyone needs to protect the plants of HAL at Sunabeda from the attacks of Maoists, J. K.M ahapatra, GM (Engine), HAL, said while briefing the media on the current security situation around the plant area. While the company was preparing to protect itself by constructing a long boundary wall around the plant and the staff colony areas, it was the responsibility of everyone to safeguard the interest of the most prestigious plant of the country . As a precautionary measure, the management had introduced identification cards for service providers like the milkman, housemaids and labourers who visit the township on a regular basis, he added.
Special stickers are being pasted on the vehicles of the residents of the township so as to segregate them from the outsiders. Checking by the security personnel of the plant had been increased in and around the township .

COATS asked to prepare district plan for Koraput

KORAPUT: People of Madkar village in Kotia panchayat of Pottangi block in Koraput district had to wait for more than 60 years for getting a road connection to the main land at Kotia. The villagers had to suffer to a great extent for the lack of proper attitude of the officials to listen to the concerns of the common man. While the villagers made repeated attempts to present their case before the administration all these days, one pregnant woman who was in need of medical care at Kotia died in her village after giving birth to her child , Gadadhar Parida , District Collector, Koraput said on Tuesday.

Preparatory meet

He was addressing the district level officers from different departments who were attending a meeting for preparation of comprehensive district plan 2009-10 and revised vision document-2020 in the COATS conference hall at Koraput.
While the district administration had spent only Rs. 50,000/- for construction of the hanging bridge over the river recently, it was the labour of the villagers and a little amount of co-ordination and support from the local administration that had helped the people to construct a hanging bridge over the river, he said.
Hence the officials should sincerely present the true figures and pictures from the grassroots while contributing to the making of the mega plan for the district , he added.
Council of Analytical Tribal Studies(COATS) has been given the responsibility by the State to prepare the district plan for Koraput in consultation and participation of the district level officers from different departments, P. C. Mahapatra, Director, COATS said.

Bee-keepers need to enhance their capacity to make a good living

KORAPUT: Bee-keepers in the State have to gear up to maximise the utilisation of its inherent potentiality in producing huge amount of honey for its diversified flora and fauna suitable for the honey bees, L.R.Verma, former Vice-Chancellor of Horticulture University, Solan said in Koraput on Monday. He was attending the regional seminar on awareness and motivation for development of bee-keeping in Orissa being organised by Sarvoday Samiti in association with Lee Bee Foundation for Advancement of Bee-keeping and Agro Enterprises (LABA) with the support of National Bee Board in the DNK conference hall. While the bee-keepers in other states particularly in the northern parts of the country were harvesting honey by managing more than 10,000 colonies of bees, the bee-keepers in Koraput district do the business by keeping only 20 to 30 colonies of bees, he added.
Bee-keepers would not get any lucrative income by managing less number of bee colonies and hence they need to enhance their interest and capacity to make a good living from the business.
The farmers also need to adopt the policy of migratory bee-keeping rather than keeping the bees in a single environment for the entire year.
This would facilitate the bees to maximise their potential for getting exposed to a new environment, he added.

Guidelines

While highlighting the importance of developing good practices by the bee-keepers for a better production, H. D. Sharma, Director, Horticulture Department, Government of Orissa said that the policies and guidelines laid down by the National Bee Board also need to be simplified for the best understanding of the common farmers.
Without having a clear, objective guidelines and attractive policies, bee-keeping might not be possible to be replicated as expected among large sections of the people in the State, he feared. Bee-keepers from Koraput, Malkangiri, Nowrangpur and Kalahandi attended the seminar.

Three woman naxalites killed

Two top leaders of the CPI (Maoist) escape from the scene of the firing

VISAKHAPATNAM: Three woman naxalites were killed in an exchange of fire between a group of about 10 to 15 CPI (Maoist) cadres and a joint team of the Andhra Pradesh and Orissa police near Ramannaguda in Rayagada district of Orissa, about 30 to 40 km from the State border, on Wednesday morning.
According to information received by the Vizianagaram police, the dead included Potanapalli Subhdara, alias Swarna (30), wife of the Maoist party’s Srikakulam divisional committee secretary Daya (Chamala Krishnamurthy) and Landa Rajeswari alias Sarada (26), wife of Gora Vallabha Rao alias Murali, Srikakulam divisional committee member. The third was said to be one Jeevani, aged around 20, of Rayagada, Vizianagaram SP Y. Gangadhar said.

Combing party

The Maoists were reportedly on their way back to the Andhra Pradesh side of the border when they encountered a combing party around 7 a.m. The exchange of fire occurred for about 30 minutes after which the Maoists escaped from the place. Later, police found the bodies of the three woman Maoists. An INSAS rifle, two .303 rifles, a carbine and more than 100 rounds of ammunition were also found at the spot.
Meanwhile, it was alleged that Modem Balakrishna, alias Bhaskar, who is a member of Maoists’ Andhra Orissa Border State Committee, and Daya escaped from the scene of the incident during the exchange of fire.

Encounter?

Other reports said that the AP police tried to pick up Bhaskar and Daya along with two or three top Maoists leaders of Orissa in Rayagada district, who were reportedly meeting in a place between Rayagada and Gummada junction. But the top leaders either did not turn up or escaped while the three women were caught. The police brought them towards the AP border and allegedly shot them dead.
