KORAPUT: A special space should be created in the State budget for the scheduled area for ensuring holistic development of the region , K.C. Panigrahy, Director, Tribal museum, said. He was speaking at a meeting of KBK round table here on Tuesday. While highlighting the salient features of fifth schedule area , he said that people in the region should take the advantage of the schedule area advisory committee to realize the benefits. A discussion on the proposed inclusions in the State budget was also discussed . Social workers A.V.Swamy ,U.Daniel and Bidyut Mahanty attended the meeting.

Mr. Patil was serving as the sub-collector of Koraput before getting promoted to the post recently. KORAPUT: Koraput Natyotsav the regional level theatre festival in memory of late Surya Patnaik, the eminent theatre personality of the State was inaugurated at Koraput. While the festival would be held till December 30 , theatre groups from Koraput, Nowrangpur and Rayagada districts are taking part in the completion. ‘Chakiriro shesha prahara’, a play on the challenges of officials approaching their retirement days was the inaugural play being staged by the artists from Koraput Cultural Society.

BERHAMPUR: Naxalites created havoc in parts of south Orissa while enforcing their bandh on Monday.
Maoists targeted the road and mobile communication network ahead of their bandh call to create panic in the minds of the general public. The extremists torched four buses of the Orissa State Road Transport Corporation (OSRTC) at Raipanka in Gajapati district on Sunday night. They damaged towers of mobile communication network at Raipanka, Balimela in Malkangiri district and Mathapada in Koraput district. The naxals also blasted a forest beat house and an inspection bunglow of the Forest Department at Balimela.
Maoists had given the bandh call to protest against alleged police excesses and recent deaths in police firing in Gajapati and Koraput districts.

Buses torched
The effect of the bandh call was most evident in Gajapati district, which had not seen any major Maoist violence in recent past. Miscreants cut down trees to block the Berhampur-Rayagada road near Birikote and Raipanka on Sunday night to block the passage of passenger vehicles and trucks. At around midnight, a group of 40 armed Maoists reached the spot and forced the passengers of four OSRTC buses stranded at the spot to get out of the buses. Then they torched the buses using diesel that they took out from a stranded truck. The Maoists blasted the mobile communication tower of Reliance Telecom at Raipanka, cutting off many a stranded passenger from the outside world. The four OSRTC buses which were burnt down were travelling between Berhampur-Jeypore, Cuttack-Jeypore, Berhampur-Bhawanipatna and Nayagarh-Jeypore.
Over 500 passengers, including 200 from the burnt down buses, were stranded at the spot till afternoon. They included large number of women and children. Till 2 p.m. no police or administrative officials had reached the spot. When contacted, Gajapati Superintendent of Police Sanjiv Arora said they had sent dry food, drinking water and a doctor to Raipanka by four ambulances. Efforts were being made to transport the stranded passengers to Adaba and Gumuda on two-wheelers. Police were taking time to reach the spot as they were apprehensive of Maoists on the path. Trees were cut down in several other places of Gajapati district to block the traffic. Most traffic remained off the road in the district. The road connecting Adaba and Brahmanigaon in Kandhamal district was also blocked at several places by fallen trees.
According to the Sub-Divisional Police Officer (SDPO) of Malkangiri, Anup Sahu a group of armed Maoists blew up a mobile tower of the BSNL at Baliemela on Sunday night.
Then the naxals used explosives to blast a forest beat house and inspection bungalow at Orkel square near Balimela. Trees were cut down near Govindpalli to snap road communication of Malkangiri with Koraput district. Vehicles remained off the road in Malkangiri district. In Koraput district the naxals blasted the mobile communication tower at Mathapada near Ramgiri.
Although no passenger buses travelled to places outside the district, yet vehicles travelled within the district. In Rayagada district at Gudari all business establishments remained closed due to the naxal bandh call. No buses travelled outside the district.
But the bandh call had no impact on movement of trains. All trains travelling to parts of south Orissa made their journey uninterrupted.

KORAPUT: For B.R. Jagannath, a consultant cardiothoracic surgeon in Care Hospital, Hyderabad, it was a heart- touching moment to meet people who had risen to great heights in their lives with their roots grown with V.S.Vidyalaya at Sunabeda in Koraput district at some point or the other in their lives. He was on the school premises on Sunday to attend the first-ever alumni meeting organised jointly by some former students and the school management.
While joined as a student of Standard VI in 1967, Dr. Jagannath had spent a good number of days in the school before leaving for higher studies in 1975. The school was in its formative stages and was known then as DAV Public School, Dr. Jaganath added. There were only four students in his batch and had hopes to meet them in the meeting after so many years. But even though they had not reached the venue, meeting other students who had similar roots at the school like Sabid Sayed, a doctor in Indian Army at Gangtok, was one of the rare moments in his life, he added.
There were more surprises even from overseas with friends reaching from as far as USA, Malaysia and Gulf countries even though it was for the first time that such an event was organised, S.S. Pujari, vice-principal of the school, said. While the students of the school were inspired to meet so many successful personalities on a single platform, an inner confidence to grow high despite living in a remote corner of the country was instilled in their mind, he said.

BERHAMPUR: A special twenty20 cricket tournament between teams of industrial houses having their operations in Orissa was organised at Jaykaypur in Rayagada district.
The four-day tournament was played under flood lights in the Jaykaypur club ground. The JK paper mill had organised the tournament. On Sunday evening the final of the tournament held between the host team of JK paper mill and the Jindal Steel and Power from Angul. The Rayagada Superintendent of Police (SP), Ashis Kumar Singh, was the chief guest of the final match. The tournament was inaugurated by the executive vice-president of the JK group, M.C.Goel (works) on Thursday evening. During the final match the match Mr. Goel, M. Ramesh Kumar, vice- president, personnel and administration were present to encourage the players.
Jindal Steel won the toss and elected to bat first. It made 157 for 7 in stipulated 20 overs. Milan from Jindal made 53 runs in 37 balls. Amit Bharati and Anuj Shrivastava of JK paper Mill team took two wickets each.
Eight teams participated in the tournament. They were from the Indian Metals & Ferro Alloys Ltd (IMFA), HINDALCO, Utkal Alumina, Jindal Steel and Power, JK paper Mill, Mangalam Timber Products Limited, BILT and Vedanta. The Jindal team had defeated Vedanta in the semi-finals by nine wickets to enter the final. Similarly the JK paper mill team had defeated the IMFA team in the last ball nail-biting finish.

BCCI umpires


To stick to norms of the game during the tournament, the organisers had brought in two level I umpires of the BCCI -- M. Balkrushna Rao and Asit Kumar Patnaik -- to monitor the matches.
Mr. Kumar said the tournament was an effort to strengthen the relationship and togetherness among the employees of the industries of the State.

Four naxals nabbed

BERHAMPUR: Four hardcore naxals were nabbed from Gudari block in Rayagada district during combing operation on Saturday. According to police sources, the arrested persons included Dhrubula Kutruka of Tembaguda village, Buffe of Bhitarpur village, Muna of Madhukupuda village and Gopal Pidikaka of Katiguda village. Police seized detonators, gelatin sticks, batteries used for landmine blasts and Maoist posters from Gopal. Dhrubula was alleged to be involved in the Dhepaguda landmine blast in 2007. Buffe was an accused in the J.Gagaranga murder of 2006. Muna was involved in the murder of Gopi Lima in the district this year. Apart from these several other cases of violence were also pending against them.

BHUBANESWAR: Two-time former legislator from Koraput Tara Prasad Bahinipati quit the Bharatiya Janata Party and returned to the Congress on Saturday.
Mr. Bahinipati is the second leader to quit the BJD in quick succession. Former Lok Sabha Member M.A. Kharabela Swain had resigned from the party a few days ago.
Mr. Bahinipati had quit Congress just before the Assembly elections earlier this year after he was denied a party ticket to contest from Jeypore Assembly constituency, and contested the polls from the seat by joining the BJP. His homecoming to Congress was welcomed by Pradesh Congress Committee president K.P. Singh, former Chief Minister Giridhar Gamang and several senior leaders of the party who were present at the Congress Bhavan here.
The former legislator told presspersons that his quitting the Congress was a mistake, and he would now remain in the party in which he had started his political career.

KORAPUT: Nature was defeated at least before the confidence to excel in Krushna Chandra Mahanty, an eighteen-year-old youth from Koraput. Now a successful badminton player despite of his physical disability, Krushna had broken his right leg in an accident when he was only eight-months-old, reducing its length by inches forcing him to limp even to move one step ahead. Since then it was a life filled with challenges.
It was difficult to attend classes in the nearby school. But the determination to grow and become something great in the life, Krushna had fought back to cross all the challenges in relation to his handicapped status.
Apart from studies, the desire to become a badminton player in the life facilitated him to play badminton from an early age, Krushna said. Now when everyones eyes are on this young person playing in the ground during the first ever badminton coaching programme for young people, organised by Elite Indoor Club at Koraput, the struggle to stand and place the shorter leg on the ground covering the full ground surprised everyone including the coaches Gunanidhi Sethi and Subrat Padhi.
It was a real wonder and a source of inspiration for many children and young people, attending the coaching camp, said Mr.Sethi, who had already played six times at the national level badminton championships till date. While Krushna was playing just like any other youth in the camp, covering the full ground attending each ball in the court, he needs to learn many more techniques by participating in camps and tournaments organised especially for the physically challenged people at different places, he added.

BERHAMPUR: A woman Maoist and a jawan of the Special Operation Group (SOG) were killed in an ambush in Narayanpatna block of Koraput district in south Orissa on Thursday. Three other SOG jawans were injured. The injured were shifted to Visakhapatnam for treatment. Police officials suspected the casualty and the number of injured naxalites may be more. Search is on to track down the Maoists who had targeted the SOG personnel through blasts of claymore mines followed by gun shots.
In another incident the leftist vagrants damaged the communication tower of a private mobile phone service operator at Kinaga village under Mathili police station in Malkangiri district of south Orissa on Wednesday night. They had also blown up three school buildings and a primary health centre building in the northern district of Sundargarh.
The incident in Naryanpatna block occurred at around 7.30 a.m. Two units of SOG personnel deployed for anti-naxal operations in the Maoist-prone area were on their way to Laxmipur from Naryanpatna. They were more than 40 in number. They were caught unawares by a planned ambush of Maoists. The naxals had planted pressure operated claymore mines near Jogipalur at distance of around eight km from Narayanpatna. They were also hiding in the nearby jungle to fire at the policemen.

Truck driver injured
Speaking to The Hindu, the Deputy Inspector General (DIG) of police, south-western range, Sanjeeb Panda, said the naxals planted 11 claymore mines. Out of them eight got blasted. Along with the blasts the SOG jawans also faced the barrage of bullets from the hiding Maoists who are said to be around 20 in number. Four SOG jawans were seriously injured. But the SOG jawans immediately retaliated. The naxals, however, escaped from the spot. The body of a woman cadre of Maoist was recovered from the spot. Her body was brought to the Narayanpatna police station. It was suspected that she was from adjoining Chhattisgarh. Driver of a rice-laden truck that was passing through the point also received minor injuries.

Dies in hospital
The injured SOG jawans were Gangadhar Dalai, Binayak Behera, S. Raut and Ashok Sahu. According to sources, Dalai died at Parvatipuram hospital on his way to Visakhapatnam. He was a resident of Bargarh district of western Orissa.

Homage paid
KORAPUT: Homage was paid to SOG jawan Gangadhar Dalai before his body was sent to his home town Atabira in Bargarh district.
Floral tributes were paid to the departed soul by Sanjeev Kumar Panda, DIG, South- Eastern region, Gadadhar Parida, district Collector, Deepak Kumar, SP, Koraput, Rajesh Pravakar Patil, Sub-Collector and Raghuram Padal, MLA, Koraput.
A cheque for Rs. 8 lakhs was sent to his family members along with the body, the DIG said.

As a result , there is acute poverty added to related problems, said Bidyut Mahanty, secretary , SPREAD , a civil society organization working on land rights of the tribals in the district. He was speaking at the public hearing on land, being organized at Tribal Museum on Tuesday. There were complains from people that the land encroachers against whom they had won cases were not agreeing to vacate the land. Gadadhar Parida, district Collector, promised support from the administration.

KORAPUT: The forest cover in Koraput district has come down to only 21 per cent of the total geographical area of the district particularly when more than 70 per cent people were dependent upon forests for their livelihood, Pravakar Adhikari, secretary, PRAGATI , an NGO working on issues related to forest rights, said at a district level coordination meeting on forest right act-2006 being organized at COATS with the support of Trocaire on Tuesday . While forests and forest land provide food security for 4 to 6 months in a year, there was no space for the rights of communities over forests and forest land, he added.
Members of the Zilla Banabasi Sangh discussed the challenges in realising the fruits of the act.
Jagannath Shroff , a retired OAS officer and an expert on land issues, addressed the participants.

Dacoity attempt foiled at Rayagada station

BERHAMPUR: General public with the help of personnel of the Government Railway Police (GRP) foiled a dacoity attempt at Rayagada railway station in south Orissa on Monday.
A member of the dacoit gang could be nabbed. Around Rs. 4.15 lakh of cash of the railways would be saved by their prompt action. According to sources around 11.30 a.m. railway officials had got together the cash collected from the booking counters. They were on their way to deposit the cash in the bank.
But the railway officials did not know that an inter state gang of dacoits were tracking them. Six members of the gang pounced on the railway officials carrying the cash. They tried to snatch the cash and run. But they were unlucky. The shouts of the railway officials activated the public at the station and the GRP personnel. They managed to round up the miscreants who held the bag having the cash. But the other five members of the gang managed to escape.
The total cash taken away by the dacoits was recovered. The rounded up dacoit got good beating at the hand of the public before the police could arrest him.
The arrested dacoit was identified as Prabin Nayak of Rayagada town. His interrogation has revealed that this dacoity attempt was made by the ‘Jamuna Jambu’ dacoit gang.
This gang of dacoits is active in Rayagada district of Orissa, Vizianagaram, Parvatipuram districts of Andhra Pradesh, police sources said.

It’s a wake-up call for State government and OHPC
BERHAMPUR: The naxals’ attack on the Balimela hydel project in Malkangiri district revealed the gaping loopholes in the security of hydroelectric projects in Orissa.
Theft and miscreants’ activities at hydel projects are not new. But for the first time the Maoists dared to take advantage of low security at Balimela project. Most of the hydropower manufacturing units of Orissa are now part of the Maoist-prone areas. The villages surrounding the Balimela hydel project have become stronghold of Maoists as most of them still do not have proper road communication. Security was concentrated for the power generating unit. Security was too less at the other portions of the hydel project like the ‘tunnel camp’ and the ‘valve house’, which enabled the Maoists to make them their soft target. They also succeeded in disrupting the power generation at the hydel project.
Around four years ago miscreants stole copper cables from the Indravati Hydro Electricity project. It also led to total disruption of power generation for around 16 hours. Following the incident there were proposals to increase security cover of the hydel projects in the State. Reports from the intelligence agencies also hinted that power projects are being targeted by terrorists. But the Balimela incident hints that not much security was added up.
The Orissa Hydro Power Corporation Limited (OHPC) manages seven hydroelectricity power projects in the State.

Worth of projects
These hydel projects are worth more than Rs. 18,000 crores. These hydel units have the capacity to generate around 2000 mw of power.
They also generate more than Rs. 300-crore revenue. They surely provide irrigation facility.
The naxal attack at Balimela project has revealed that several key locations of hydel projects are still guarded by a few unarmed home guards or private security personnel. At some remote places like the ‘tunnel camp’ there may be no security arrangement. The few security men who at times have only lathis as weapons are no match for the naxals threat. It is high time for the State government and the OHPC to wake up after the Balimela incident and provide a security cover to the hydel projects.

KORAPUT: The sex ratio in Koraput, Nowrangpur, Rayagada and Malkangiri districts was better compared to the state average with respect to girls, said Gadadhar Parida, district Collector at a workshop on Pre-Conception and Pre-Natal Diagnostic Techniques Act 1994 (PC & PNDT Act) held in the CDMO’s office on Friday. He said while there were 970 women for 1,000 men in the district, Nowrangpur district remains on the top among the four tribal dominated districts of Koraput region with 1,002 women for 1,000 men.
The decreasing child sex ratio and the “ missing girls” was the major concern of the world today, which leaves women the most vulnerable group, Rabi Narayan Das , CDMO said. Among others Dr. Bharadwaj Mishra and Dr. Kamalini Mahapatra from the district headquarters hospital spoke.

BERHAMPUR: Officials of Excise Department and police have started raids on illegal ganja plantations in remote naxal infested areas of Malkangiri district.
According to the excise superintendent of Malkangiri, Loknath Mandia, they have destroyed ganja plantations worth more than Rs. 8 crore till Thursday. More than 85,000 full grown mature ganja plants have been destroyed.
These plantations were unearthed in Padmagiri, Chitrakonda and Balimela areas. The raids against illegal ganja plantations started on Tuesday.
Mr. Mandia said with the security cover of armed police personnel they are going to raid more ganja plantations in next few days.
It may be noted that Maoist infested inaccessible areas of Malkangiri district continue to be safe haven for ganja plantations.
Police and excise officials allege that through illegal ganja cultivation remote areas of Malkangiri district are pumping crores of rupees to the coffers of naxals.

Drug mafia

The report of the Justice P.K. Mohanty Commission on the operational activities of the Orissa drug mafia, had also mentioned that hemp illegally cultivated in Malkangiri and some other naxal infested districts of south Orissa is smuggled through Chhattisgarh and Andhra Pradesh to the rest of the country. According to excise and police officials innocent villagers are lured into the illegal cultivation as single mature hemp plant fetches around Rs. 1,800.
It is alleged that Maoists are raising huge funds from the drug mafia behind ganja plantations as there is no major industrial activity in Malkangiri district for Maoists to extort money.
Usually the poor peasants are paid money to cultivate ganja in their remote areas and later the crop is collected through conduits.
As per reports ganja was smuggled from Chitrakonda-Gobindpali- Ramgir area in Malkangiri district to Raipur in Chhattisgarh via Ambabhona-Bargarh.
The second route of illegal ganja transportation is Kalimela-Malkangiri-Boipariguda-Jeypore through Kalahandi-Bargarh to Raipur.

Smugglers arrested
In the past police has arrested large scale ganja smugglers from these routes.
In October four persons were arrested and more than three quintals of illegal ganja was seized while they were transporting the narcotic outside the district.
Every year illegal ganja plantations worth crores of rupees are destroyed in remote areas of Malkangiri district.
But they come up again. The excise personnel in Malkangiri district are ill equipped and short staffed to stop this illegal plantation in this naxal infested district.

Action against Koraput RTO demanded
BERHAMPUR: Private buses stopped plying in Nabarangpur, Koraput and Malkangiri districts from Wednesday.
These buses were off the road as a part of protest by the ‘Zonal Private Bus Owners’ Federation (ZPBW)’, an organisation of private bus owners of these three districts. According to s per the convener of ZPBW Durga Tripathy they would continue their protest agitation till the State government intervened and fulfilled their demands.
The strike by private bus owners had its impact in Koraput, Malkangiri and Nabarangpur districts. The passenger buses of Orissa State Road Transport Corporation (OSRTC) were not sufficient to cater to the large number of passengers. Most of them were too overcrowded.
The private owners of this region have started their indefinite agitation for three demands. Their major demand is action against the Regional Transport Officer (RTO) of Nabarangpur. The bus owners allege that the RTO was corrupt and demanding regular bribe from the bus owners. Mr Tripathy said the bus owners of Nabarangpur had approached the local collector and police about their allegation. But no action had been taken against the ‘erring corrupt’ official of the transport department.
The members of the ZPBW are also demanding that temporary permits should be issued to them in their districts. Now they have to approach headquarters of the transport department in Cuttack for temporary permits. Two months back the private bus owners of the area had started strike over the same issue. As per the ZPBW the State Transport Minister had promised to fulfil this demand within two months. But it has not been done till now.
The ZPBW is also opposed to the increased use of ‘Tata Magic’ and ‘Maruti Omni’ vehicles as passenger vehicles. Use of these vehicles as passenger carriers instead of contract carriers is affecting their income, they say.

KORAPUT: Paddy worth Rs.1 crore might go waste in Narayanpatna block of Koraput district if immediate measures were not taken by the government in restoring normalcy in the region.
While the district seems to have been divided over the alleged differences among the officials in the civil and police administration, people are increasingly getting confused for the non-implementation of promised measures by officials even to the tune of the RDC.
During his recent visit to Koraput district, C. S. Kumar, RDC, Southern division had assured people of the region to probe into the alleged factors affecting the peace in the region and also taking immediate steps to save the grains from getting damaged.
However with no sign of anything happening in this regard and sections of officials blaming each other for the disturbances in the block, saving the crop from the damage might not come true, locals alleged.
Tribals under the banner of Chasi Mulia Adivasi Sangh (CMAS) had once initiated the movement for land and then for the cultivated paddy from the occupied land.

Good yield
The block had witnessed a good production giving cheers in faces of the farmers. But situation had changed with the death of two members of CMAS in the police firing.
While with the increasing police presence in the region the tribals who had once tilled the land feared to approach the fields, the official owners of the land also could not dare to enter the field for the fear of possible retaliation from the CMAS activists.
On the one hand the paddy that was cut by CMAS before the firing incidence, was getting rotten in the open air, the falling of grains in the field from the ripe crop was causing fresh concern among the people. The scene of food grains distancing itself from the hungry mouths for the human miseries was not bearable, a local said.
While the world was eagerly launching special campaigns for ensuring food security, the silence of the government and the campaigners in this matter remains far from understanding for the common man of Narayanpatna.

BERHAMPUR: Maoists damaged newly constructed building of a police outpost at Salimi under Mathili police station in Malkangiri district on Friday night.
According to Sub-Divisional Police Officer of Malkangiri, Anup Sahu a group of around 30 naxals and some of their supporters reached the under construction building of the police outpost. They broke down a wall of the building. There are reports that naxals used landmine to blast the wall. But police sources say they used traditional digging tools to break the wall.
No one was injured in this naxal attempt as no police man was present at the spot. Maoists had made a similar attack on the Mundiguda police outpost in the area before Lok Sabha polls.
They had damaged the newly constructed building of the outpost. Following that incident the small number of unarmed staff posted in remote outposts of the area were called back to operate from the Mathili police station.
So, there were no policemen present at the spot when the naxals attacked the newly constructed building of the Salimi outpost.

BHUBANESWAR: Several political parties and social organisations on Thursday came out in support Chasi Mulia Adivasi Sangha leader Nachika Linga who was wanted by the Koraput district police.
The leaders and activists released a poster with a photograph of the CMAS leader and writings questioning the police action against him and his supporters who were demanding land rights for tribal people in Narayanpatna area of Koraput. A large number of activists and politicians stood at the Master Canteen Square showing the posters to express solidarity with the CMAS leader and urged the people to strongly oppose the suppression of the democratic agitation of CMAS by the police. Naxal hand suspected in the four launches developing technical problems suddenly
BERHAMPUR: The motor launch service to cut-off areas of ‘Balimela reservoir’ in Malkangiri district have not been available for the past week.
The four motor launches of the Balimela project which were being used for transportation of persons from the cut-off area have developed technical snags.
Sudden technical problem has raised suspicion about some conspiracy behind it as it is a naxal-infested area.
According officials it may be a ploy of Maoists to detach the tribals living in the cut-off area from the activities of the administration.
It may be noted that the Maoists through their violent means have not allowed any construction firm to take up the work of the Gurupriya bridge which could facilitate easy road communication to the villages in the cut-off area of the reservoir.
Around 30,000 people of 151 villages living in the cut-off area are suffering for want of communication. Now their only means of transportation to the mainland in the State happens to be country boats which are too dangerous to ply in the deep reservoir.
This cut-off area was created due to construction of two major reservoirs at Machhkund in 1960s and Balimela in 80s.
Tehsildar of Chitrakonda D. Gopalkrishna said efforts were on to repair the motor launches. But it may take another four days for the technicians to make the motor launches fit for travel.
Few months ago the inhabitants of the villages of cut-off area had taken up agitation demanding better amenities in their area. One of their major demands was more motor launches for better communication to their area. Promises were made to include two more motor launches for transportation of people and goods across the reservoir.
The authorities of the Balimela Hydel project have placed orders to acquire two new motor launches. These new motor launches are expected to reach the reservoir by March next year.

Healthcare hit
The lack of transportation via motor launches has affected the provision of health services and transportation of essential commodities to cut-off villages. Essential commodities like rice and kerosene are not reaching the area from the mainland.

BERHAMPUR: An all-women ‘fact-finding’ team had to face the wrath of an angry mob at Narayanpatna in Koraput district on Wednesday.
This team had entered this area from Parvatipuram area of Andhra Pradesh. This team had nine members from New Delhi, Chennai, Chhatisgarh and Bhubaneswar. According to sources this team had to face the angry mob near the Narayanpatna police station. This mob was suspected to be comprising members of the ‘Shanti Sangh’, an organization formed by non-tribals against the ‘violent’ activities of the CMAS in Koraput district.
The mob alleged that this team had come over to Narayanpatna in support of the Chasi Mulia Adivasi Sangh (CMAS) which had made the block tense due to its violent activities against non-tribals. They pelted stones at the vehicle of this fact-finding team and damaged the vehicle. According to sources, driver of their vehicle was also beaten up. Due to stiff opposition this fact-finding team did not find it proper to enter any other area of Narayanpatna block.

‘No police complaint’
They preferred to return to Parvatipuram via Bandhugaon. It was alleged that this team again faced similar angry mob in Bandhugaon block. The Deputy Inspector General (DIG) of police, south-west range, Sanjeev Panda said the members of this fact finding team had not filed any complaint with police. He accepted that this all women fact finding team had faced the opposition of the angry mob. According to him the vehicle of this team had crossed a police check point in Bandhugaon block in heavy speed. It had made the people of the area feel the vehicle may be escaping after causing an accident. So, the localites also pelted stones at the vehicle to stop it.
It may be noted that Narayanpatna block in Koraput district remains tense since the CMAS used violent means to oppose alleged tribal land grabbing by non-tribals and large scale illicit liquor trading in remote tribal pockets. It had also led to large scale exodus of nontribals from the area. On Nov 20 police had fired upon a group of CMAS agitators who according to police had tried to break into the Narayanpatna police station and loot arms. Two CMAS activists had been killed by police bullets. This all women fact finding team had reached Narayanpatna to enquire about the situation after the police firing and alleged police atrocities in the area.

The Maoists had given this bandh call in support of the Chasi Mulia Adivasi Sangh (CMAS) of Koraput district and the killing of two CMAS activists in police firing at Naryanpatna on Nov 20.
But the irony was that the bandh call had almost no impact in Koraput district and Narayanpatna block, which happens to be the base of CMAS. But the panic of naxal violence during the bandh call had its impact in Maoist-prone areas of Malkangiri, Rayagada, Kandhamal and Gajapati districts.
Security had been tightened in all the naxal infested districts of south Orissa and inter-state borders were under strict vigil.
All shops, offices and business establishments remained open in the Narayanpatna block and all other parts of Koraput district with no major impact on vehicular traffic.
It may be noted that there is ample naxal presence in Narayanpatna block.
During this year there were several occasions when Maoists had been able to keep this block cut off from outside world for a week or more. Ample security had been taken up in Koraput district as precautionary measure.
Around 40 platoons of security forces had been deployed in the Narayanpatna block.
Buses and other passenger vehicles travelled to all other parts of the state and adjoining Andhra Pradesh except to Rayagada district. As per police officials their tight security measures thwarted attempts of mischief by the naxals and their supporters in Koraput district.

Trees felled
As precautionary measure the railways authorities had truncated the journey of Bhubaneswar-Koraput Hirakhand express at Rayagada on Tuesday morning. This train would return from Rayagada to Bhubaneswar. The bandh call had its impact in Rayagada district as it disrupted travel of passenger vehicles.
Out fear of land mine blasts no passenger vehicles preferred to travel in the district. Maoists cut down trees in some parts of Chandrapur block of Rayagada district to block roads.
There were reports of Maoists threatening people to refrain from using mobile phones in parts of Gudari block of the district.
In Malkangiri district vehicular traffic had come to stand still in areas of Chitrakonda, Motu and Kalimela where the panic of Maoist violence rules. No passenger vehicles travelled inside the district although buses travelled between Malkangiri town and Jeypore in Koraput district.
Shops remained closed at Motu and Chitrakonda. In Gajapati district the bandh call had its impact on vehicular traffic which was disrupted.
The miscreants cut down trees to block the Adaba-Brahmanigaon road. No passenger vehicles traveled out of district headquarter town of Paralakhemundi to any other parts of the district or outside.

BERHAMPUR: A group of social activists have demanded suspension of the Koraput Superintendent of Police (SP) Deepak Kumar Chouhan and judicial enquiry into the recent happenings in Narayanpatna block of Koraput district.
Addressing a press conference in the city on Monday president of the Lokshakti Abhiyan Prafulla Samantra and spokesperson of the CPI-ML (New Democracy) Bhala Chandra Sadangi alleged that the Koraput SP was intentionally targeting the ‘democratic’ movement of the Chasi Mulia Adivasi Sangh (CMAS) and its leader Nachika Linga. They said the SP was being used by the liquor mafia, land grabbers and private mining firms, who want to exploit natural resources and livelihood of tribals in Koraput district.
Mr Samantra said the CMAS had started solving local cases on its own due to which no cases were lodged in the Narayanpatna police station during past six months. As per these activists, the activities of CMAS and Mr Linga had thwarted vested interests of landlords, illicit liquor mafia and a private firm interested in bauxite mining in the area by destroying the environment.
“So, the police are trying to annihilate Mr Linga and destroy CMAS by making false allegations that they have Maoist links,” Mr Samantra alleged.
They also protested arrests of Tapan Mishra and Padmanabh Behera on charges of Maoist links, who according to them were social activists involved in democratic elections in the past.
They also criticised the SP for pasting posters of Mr Linga as a most wanted criminal in Narayanpatna area. As per these activists the recent public declaration of the SP that they have recommended banning of CMAS was at the instigation of an anti-CMAS organisation named Shanti Committee. It may be noted that the activists of the ‘Shanti Committee’ had recently held demonstration in Bhubaneswar in protest against violent activities of CMAS had demanded suspension of Koraput Collector Gadadhar Parida.

BERHAMPUR: Security was beefed up in naxal prone areas of south Orissa due to bandh call by Maoists on Tuesday.
The authorities of ‘East Coast Railways’ have also decided to make changes in the route of the Hirakhand Express for the day. As per the railway authorities these changes were made keeping in view the security of the passengers. The Hirakhand express connects Bhubaneswar and Koraput. It passes through some major naxal-affected areas in Rayagada district of Orissa and Vizianagaram district of Andhra Pradesh.
As per the railway officials, the Koraput bound Hirakhand Express was not allowed to travel up to Koraput on Monday.
Its journey was terminated at Rayagada station. This train is scheduled to start its return journey for Bhubaneswar from Rayagada station at 10.55 pm on Monday night. It would not take up its usual route via Vizianagaram. It would travel to Bhubaneswar via Muniguda, Titilagarh, Sambalpur. The Koraput bound Hirakhand express, which would start from Bhubaneswar station on Monday night would be halted at Vizianagaram station till 4.30 am after its arrival at the station for security reasons. The railway authorities have avoided the train to travel via the Maoist prone region up to Rayagada during darkness of night. This train would terminate its journey at Rayagada and would not travel to Koraput.
The authorities are extra cautious about this Maoist bandh call as it coincides with the last day of their observation of People’s Liberation Guerilla Army (PLGA) week. The Maoists have given this bandh call in support of the controversial Chasi Mulia Adivasi Sangh (CMAS) and in protest against the police firing on CMAS activists at Narayanpatna in Koraput district on Dec 20. Two CMAS activists had been killed in the police firing.
Police are on high alert in naxal-hit areas of Malkangiri, Rayagada, Gajapati and Koraput districts. The security personnel are extra vigilant as the naxals have not been able to resort to any violent activity during their PLGA week till Monday and they may try to show up their violent fangs during their bandh call.
Security has been tightened in the Narayanpatna block of Koraput district, which has been under the shroud of naxal and CMAS violence since the start of the year.
Forty platoons of police force are already stationed in the Narayanpatna block. Security has also been tightened in adjoining Padua, Bandhugaon and Baipariguda blocks which have naxal presence.

BERHAMPUR: The Orissa police have urged the State government to ban the organisation Chasi Mulia Adivasi Sangh (CMAS) which is active in Koraput district for its alleged Maoist links and violent activities.
Meanwhile, a group of social activists, led by Medha Patkar approached Governor Muralidhar Chandrakant Bhandare on Sunday in Bhubaneswar in support of the CMAS and its leader Nachika Linga, who is wanted by the police. This team included Praful Samantra of Lokshakti Abhiyan, Bhala Chandra Sarangi of CPI-ML (New Democracy), Lingaraj Pradhan of Paschima Orissa Krushak Sangham etc.
Speaking to The Hindu, the Deputy Inspector General (DIG) of police, south-west range, Sanjeev Panda, said they have recommended the State government to ban the CMAS for maintenance of law and order in Koraput especially in the violence-prone Naraynpatna block. The police department has alleged that CMAS activities have the backing of Maoists and its activists are involved in a series of violent cases. The chief of CMAS, Linga, was having 37 cases of violence pending against him. It may be noted that recently the Koraput Superintendent of Police (SP), Deepak Kumar Chouhan, alleged that Mr. Linga had taken shelter among the Maoists.
But the delegation of social activists that met the Governor termed CMAS and Mr. Linga to be democratic activists who were fighting for land rights of tribals. They also denied allegations of Maoist links of the CMAS. The members of the delegation claimed that the police were trying to annihilate Mr. Linga by branding him a naxalite.

Probe sought
Ms. Patkar urged the Governor to make an independent inquiry about the situation in Narayanpatna block through a personal visit or through personal envoy. Mr. Samantra said oppressive action of the police against the ‘democratic’ organisation like CMAS would create a void that would provide scope to the Maoists to increase their base in Narayanpatna block. It may be noted that Narayanpatna block in Koraput district remains tense since the CMAS, led by Mr. Linga, used violent means to oppose alleged tribal land grabbing by non-tribals and large scale illicit liquor trading.

KORAPUT: Civil Defence organisation here celebrated its annual function on Sunday. While Collector Gadadhar Parida attended as the chief guest, volunteers of the unit presented a spectacular show on various rescue operations in association with the safety personnel from HAL, Sunabeda.
Regular shows of such brave act by the volunteers in the town and at the block level could instil a sense of courage in the youth to fight challenges, Mr. Parida said.

KORAPUT: Nalco, India’s largest integrated aluminium maker & a Navratna company , has added one more feather to its cap by bagging ‘Best Practices Award’ for this year, said S.K. Patnaik, Dy. General Manager (SH&E), Nalco at Damanjodi on Friday.
The award for best practices in environment, safety & health was given to the company by Chief Minister Navin Patnaik at a special function in Bhubaneswar recently.
This award received by Nalco, especially, Mines & Refinery Complex, Damanjodi is in addition to the Pollution Control Excellence Award received from the Pollution Control Board, Orissa earlier this year in recognition to the efforts by the company in the field of safety, health and environment in and around the Mines & Refinery Complex at Damanjodi, he added.
M&R Complex strives towards keeping the adjacent environment clean and pollution free.
For being an ISO: 14001 standard plant, it maintains efficient systems, like, strict maintenance of Ash, sewage, chemical waste disposal through well-maintained Ash Pond and Red Mud Pond, he said.

‘Tribals and non-tribals decide to share harvest’
BERHAMPUR: Tribals have started returning cattle they snatched from non-tribals in some villages of Narayanpatna block of Koraput district. In some other villages of this volatile block, tribals and non-tribals have got together to harvest the standing paddy crop from the land patches that had been taken over by the activists of Chasi Mulia Adivasi Sangh (CMAS) by force. They have decided to share the harvest.
Speaking to The Hindu, the Deputy Inspector General (DIG) of police, south-west range, Sanjeev Panda, said it hints that rule of the law and peace was returning to the Narayanpatna area and the influence of CMAS was on the wane. Police action against CMAS activists had intensified following the police firing on CMAS activists who had allegedly tried to snatch guns from the police at Narayanpatna police station last month. Two CMAS activists were killed in the firing.
Till now 63 active members of the CMAS were arrested. Its leader Nachika Linga has gone into hiding. The leaders of the organisation who are yet to be arrested are not daring to come out.

Police action
Strict police action against the violent activists of CMAS is said to have led to the recent change. Inhabitants of 76 villages from seven panchayats of Narayanpatna block have approached the police officials and promised to snap ties with the CMAS. Only the villages of Talagundi and Langalbeda panchayats have not yet come out to declare their snapping of ties with the CMAS. According to the Sub-Divisional Police Officer (SDPO) of Laxmipur, Y. Jagannath Rao, the tribals of villages like Bikrampur, Palaput and Balipeta have returned the cattle they snatched away from their non-tribal brethren at the instigation of CMAS activists and its ‘militant’ outfit ‘Ghenua Bahini’.
The CMAS activists had also taken over around 2000 acres of agricultural land under the possession of non-tribals at several villages. They harvested from around 500 acres. In most places, the standing crop of paddy was not harvested in the fields. At villages like Pachingi, Bikrampur, Balipeta, tribals and non-tribals have got together to harvest the crop from the fields earlier taken over by the CMAS. The tribals and non-tribals have decided to share the harvest.

KORAPUT: Plans approved at the ‘palle sabhas’ would be given due consideration to ensure provision of sufficient work in every village in Koraput district, said district Collector Gadadhar Parida at a workshop on ‘energising NREGS in Koraput’ conducted by the Foundation for Ecological Security (FES). This would help the district in restoring local natural resource base and hence land-based livelihood in a landscape orientation, he added.

OPDR seeks release of CPI (M-L) leader

BHUBANESWAR: In an interesting twist to the arrest of CPI (M-L) leader Tapan Mishra who was ‘branded’ as a naxalite, Andhra Pradesh-based Organisation for the Protection of Democratic Rights (OPDR) here on Tuesday claimed that Koraput Superintendent of Police had given permission to Mishra to go to Narayanpatna blcok.
Reacting sharply to the arrest of the CPI (M-L) leader, OPDR general secretary S.N. Murthy said: “we had sought permission of Koraput SP for conveying people that they could harvest their crop.
The district police chief readily agreed to our request. Accordingly, OPDR deputed Padmanabha Sahu and Tapan Mishra to proceed to the village.”
“This is enough to show that the above mentioned two persons have nothing to do with Maoists.
Yet the both were arrested, tortured and abused by SP, Vizianagaram, and SP, Koraput was informed of the deputation of the above two by OPDR through SMS (as he was not responding to the phone call,” Mr. Murthy said.
He said instead of releasing the two persons they were remanded to judicial custody after being implicated in false cases. Both the persons should be immediately released, OPDR leaders demanded.
Making an observation on land struggle in Narayanpatna, two-member fact-finding team of OPDR said tribals had achieved successful seizure and distribution of land among themselves which was rightly, justly and legally belonging to them.

AWARENESS RUN: Participants in a mini-marathon on World AIDS Day in Bhubaneswar on Tuesday.


BERHAMPUR: A ‘Suchana yatra’ aimed at motivating migrant labourers to come out for HIV tests was flagged off from the city on Tuesday as part of the World AIDS Day.
The ‘yatra’ would travel through ten migration-prone blocks of Ganjam district, the most HIV-prone area of Orissa. Ganjam houses more than half of the HIV positive persons of Orissa. Most of them are migrant labourers from rural areas. The blocks to be covered are Hinjli, Purushottampur, Khallikote, Kodala, Kavisuryanagar, Aska, Shergarh, Polasara, Sanakhemundi and Digapahandi. The social activists travelling with the yatra would especially try to focus on the pregnant women. Wives of migrant labourers usually get infected by HIV from their husbands. The motivators would try to make the families of migrant labourers end their inhibition regarding HIV test as it would save others including their progenies should not be inhibited.
The ‘yatra’ is a joint effort of Zilla Swasthya Samiti, District AIDS Prevention and Control Unit, Aruna, TSRDS and Action Aid. The activists of these organisations also lit up candles in the form of a large red ribbon in front of the Berhampur Railway Station in the evening. The aim was to create awareness regarding HIV infection among the migrant labourers waiting at the station to board Puri-Ahmedabad express for Gujarat.

Student rally
Rallies, signature campaigns and public meetings were also held in the city for AIDS awareness. Students and social activists took out a march with placards promoting safe sex. The students of the MKCG Medical College also took out a separate rally for the purpose. A mini-marathon was also organised by the Oriya daily, The Suryaprabha. The run started and ended in the Khallikote Autonomous College Stadium. Sportsmen of the city took part in this mini-marathon. A public meeting was also held in the city town hall in the morning for AIDS awareness.
KORAPUT: World AIDS Day was observed by the district administration with the support of various organisations here on Tuesday.
While a mini marathon was organised by SOVA and Talents College, a rally by students was taken out in the town by Lepra Society in collaboration with Ekta and the CDMO’s office.
Addressing a meeting held on the CDMO’s office campus, district Collector Gadadhar Parida highlighted the need to explore innovative methods for spreading the message on the cause and precaution that was to be taken to prevent the spread HIV.
Rabinarayan Das, CDMO, and others spoke.

Blood donated
While several programmes were held in the district, more than 70 students donated blood at a camp held in Semiliguda College to mark the occasion.
