KORAPUT: Maoists from outside were found to be involved in the activities of naxals and their frontal organisations in Naryanpatna and its adjoining blocks of Koraput district. This was revealed on Saturday during the recent joint operation by personnel of Special Operation Group (SOG), Grey Hounds, CoBRA battalion, CRPF (general duty) and Orissa police in the jungles near Jangdibalsa of Bandhugaon block bordering Narayanpatna.
Fifteen persons along with huge amount of articles used by Maoists were taken into custody from a house in Jangdibalsa.
Speaking to newsmen at a press conference here on Sunday, Superintendent of Police Deepak Kumar Chouhan said out of the arrested persons five were suspected to be hardcore Maoist cadres.
Mr. Chouhan said that while most of the arrested persons were localites, two of them -- Tapan Mishra and Padmanav Sahu -- were from outside the district.
According to him, the duo was staying at the naxal camp that was raided. The security forces had acted on specific intelligence to conduct the raid. While most persons related to the camp had escaped, police had managed to detain some, he said. Police had released the innocent villagers after preliminary enquiry and interrogation. Fifteen persons with naxal links were arrested.

Articles displayed
The SP also displayed the articles and arms of Maoists seized during the raid. During the raid, 68 pairs of Maoist uniforms, six SMC guns, five SBBL guns, approximately 6 kg of gun powder, 10 electrical detonators, camera flash, wire, a wireless communication set, four rounds of ball ammunitions, banners, posters and literatures were seized. Mr. Chouhan said the evidences found from the spot linked Chasi Mulai Adivasi Sangh (CMAS) with the Maoists. Some of the arrested persons were also part of the CMAS.
The seizure of SMC guns from the naxal camp was a cause of concern as these guns are used for mass destruction, Mr. Chouhan said.

KORAPUT: Demographic dividend, which is regarded as the greatest tool for development, could turn out to be a demographic nightmare without educational empowerment of people at the grassroots, said Narendra Jadav, member, Planning Commission, at Koraput on Saturday.
While expressing concern over lack of adequate progress in the field of education at different levels in the State, he said that Government of India and the Planning Commission were keen on development of education in developing regions like Koraput and establishment of Central University of Orissa at Koraput was one of the many initiatives in this direction. The natural environment embedded with the progressive support of people, including representatives of the disadvantaged groups in the tribal dominated region of Koraput district, would facilitate the growth of this university to become a role model in the country for its integral approach in bringing development in a holistic manner, he added. Addressing students of the university, he said that it was the call of the inner consciousness that the students needed to follow in finding the true path in their life. While there was no limit to the growth that a student could achieve, seeking short cut ways to success was not !
desirable. Rather, a continuous effort to excel should become the aim of the students. Highlighting the importance of transformation from “why me” to “why not me” in the life of each student, he shared some valuable points that could be helpful for the students to progress in life.
Surabhi Banerjee, Vice-Chancellor of the university, while speaking on the status of the university in different sectors, starting from acquiring land to opening new courses in the near future, thanked the officials and people in the district for standing by the university from the beginning. The university would bring excellent opportunities for its students and the people of the region by inviting eminent people like Mr. Jadav, she added.

Distinguished career
Mr. Jadav, who was the former vice-chancellor of University of Pune, had served for 31 years in the RBI in the rank of Executive Director and four years in IMF. Apart from being a leading economist, Mr. Jadav was also a prolific writer with 11 books and 100 research papers to his credit. His family biography in English, -- Untouchables – was an international best seller and was translated into 17 languages. It had won several awards, including the coveted Sahitya Academy Award for the Punjabi version of the book, she said.
Among others, Collector Gadadhar Parida also spoke.

Police seize naxal camp

BERHAMPUR: A naxal camp was seized in the forest of Dammidivalasa in Bandhugaon block in Koraput district on Saturday.
This area borders the volatile Narayanpatna block. To curb the violent activities of the Maoists and the Chasi Mulia Adivasi Sangh (CMAS), security forces started intense combing operation in Narayanpatna and its adjoining areas. The naxal camp was seized during joint combing operation by personnel of Cobra battalion and the Orissa police.
Sub-Divisional Police Officer (SDPO) of Laxmipur Y.J. Rao said as per initial reports they had seized at least seven guns, eight claymore mines, wireless communication sets and about 150 sets of Maoist uniform from the camp. It hinted that it was a major secret camp of the Maoists in this region near Andhra-Orissa border. But the hardcore naxals managed to escape from the camp before the police force could reach the spot. Security forces detained around a dozen persons from the area for interrogation.
Efforts were also on to decrease the clout of CMAS and its militant frontal organization ‘Ghenua Bahini’ in Narayanpatna block. People of different villages of the block started to come out to proclaim that they would no more support the ‘violent’ activities of the CMAS.
Families and representatives of Oriya Pentha, Palaput, Bejiguda, Bikrampur and Indira Colony came to the Narayanpatna police station. They held discussions with the police officials there. They promised not to support the violent activities of CMAS any more.
They alleged that terror tactics of CMAS leaders and Ghenua Bahini had compelled them to support CMAS. According to Mr. Rao, it proved that the fear of CMAS and ‘Ghenua Bahini’ was diminishing.

‘CMAS activist held’
According to sources, an activist of the CMAS Tapan Mishra was arrested by the Andhra Pradesh police from Parvatipuram area. But the information could not be confirmed by the Orisas police.

Activists of several organisations staging a protest against Narayanpatna firing in Berhampur on Saturday.


BERHAMPUR: The dawn to dusk bandh call in South Orissa on Saturday did not hamper the day-to-day life in a big way. No untoward incident was reported.
The bandh call was given by CPI-ML (New Democracy), CPI-ML (Liberation), Chasi Mulia Adivasi Sangh (CMAS), Orissa Forest Mazdoor Union (OFMU) and Malkangiri Adivasi Sangh (MAS). It was in protest against the police firing at Narayanpatna in Koraput district, which killed two activists of the CMAS. Over the same issue, other organisations observed protest day in different parts of the State. In Berhampur, activists of the CPI-ML (New Democracy), OFMU and some other social activists took out a protest march. They burnt the effigy of Chief Minister Naveen Patnaik at the Old Bus Stand square. Business and official work was not affected in the city. Protesters came out and blocked roads for some time near Shergarh, Taptapani, Badagada and Dharakote in Ganjam district for sometime in the morning.
Vehicular traffic was affected in Gajapati district. Due to road blockades, no passenger vehicle could travel out from Parlakhemundi to any other place. A protest march was taken out at Parlakhemundi. It was led by tribal leaders Buddha Gamang and Jacob Raita. Protesters blocked roads at Gosani, Kasinagar, Panchamail, Gumma, Adaba and Mohana.
Two protesters involved in blocking the traffic were arrested at Parlakhmeundi. The markets remained closed at Adaba and Mohana.
Sixty activists involved in road blockade were arrested in Rayagada town. In Rayagada district, reports of road blockade came from Gunupur, Ramnaguda, Bisamkatak, Padmapur and Muniguda areas. The situation returned to normal by afternoon.
In Kandhamal district, the Daringbadi-Brahmanigaon Road and the Baliguda-Bhanjangar Road were blocked by protesters. The NH-217 was also blocked near Daringbadi. Protest demonstrations were held at K. Nuagaon and Brahmanigaon.
The bandh had no major impact in Koraput district, except for some demonstration in the Laxmipur area. Security had been tightened in the district. In Malkangiri district, activists of the MAS blocked the road and held a protest demonstration at Mathili.

Demands
Through this bandh, the organisations tried to highlight their major demands, which include legal action against erring police officials involved in firing on CMAS activists, removal of armed security forces from Narayanpatna block and end to alleged indiscriminate arrests in the area.

BERHAMPUR: Members of the Koraput chapter of the KBK Round Table on Thursday appealed to State Human Rights Commission to intervene and make an enquiry into the police firing at Narayanpatna on Nov 20, which killed two persons. They demanded that the Commission intervene so that the persons of Narayanpatna block injured could get proper treatment. They also wanted confidence building measures so that tribals of the block could harvest their annual food crops.

‘Police have prepared a list of 18 persons to be arrested’
KORAPUT: No shoot-at-sight orders were issued against anybody or group of people in Narayanpatna block, said SP Deepak Kumar.
Addressing a press along with district Collector Gadadhar Parida on Thursday, he said many people had fled into nearby forests after the attack on the police station by members of Chasi Mulia Adivasi Sangh. Police had prepared a list of 18 persons and only they would be arrested, he said.
Special mobile health units would now be available for people at their villages in the block from Friday to provide health care to ailing people, especially those injured in the firing, the Collector said. While members of the CMAS had grown paddy on about 2000 acres of occupied land, crop on only 500 acres was harvested before the recent firing. But as the land belonged to some one else in the official records, the crop may get wasted in the field. The administration could hardly do anything to save crop on a private land, he said.
The SP said while primarily police had reacted to the attack on the police station, there was sufficient police force compared to earlier days for carrying out such an operation in Narayanpatna block .While the police had opened 82 rounds of fire in retaliation to the attack on the police station, 57 persons were arrested in connection with the incident, he added. Rajesh Pravakar Patil, Sub-Collector, was also present at the press meet .

BERHAMPUR: Standing crop remains unattended on around 1,500 acres of disputed agricultural land taken over by the Chasi Mulia Adivasi Sangh (CMAS) in tense Narayanpatna block of Koraput district.
The CMAS activists had taken over around 2,000 acres of agricultural land from the possession of non-tribals during beginning of this year. The CMAS activists had alleged that these patches of ‘tribal’ land had been taken over by non-tribals by deceit. This land takeover and the violence that followed it had turned Narayanpatna block tense.
The CMAS activists had cultivated paddy on the seized agricultural land. According to sources the crop was above average in these fields. The CMAS activists had adopted organic farming on these fields. A few weeks ago they had ceremoniously started harvesting the bumper crop. The violent incident that led to police firing at Narayanpatna police station which killed two of its activists on Nov 20 disrupted the harvesting of this crop by the CMAS members, who have gone into hiding.

The irony
The non-tribals who had once claimed right over the land are also not available to claim stake on the harvest. Most of them have left their villages due to fear of attack by CMAS activists.
The irony is that the administration is also not in a position to interfere in this matter. Legalities become stumbling block. According to Koraput district Collector, Gadadhar Parida, till now no one has come over with a complaint regarding the ownership of the said land and its crop. The Revenue department can intervene and harvest the crop only if there is an unresolved documented dispute over the land. As per the norms the harvest could be sold and the amount would be handed over to the legal owner of the land once the dispute gets solved. But officially no such dispute has been reported by non-tribals who had earlier possessed the land.
Nihar Ranjan Patnaik, who has been appointed by the government as special advocate to look after the tribal land dispute cases of Narayanpatna area, said the administration should not let this standing crop rot in the fields when most areas of the State are reeling under drought. According to him this crop can be harvested and kept by the administration till the real ownership of the disputed land is decided.

Intellectuals and people from all walks of life condemn terrorism

BHUBANESWAR: Hundreds kilometres away from Mumbai, which was observing completion of a year of one of the deadliest terrorist attacks in India, rich tributes were paid to victims and brave policemen killed in the attack here on Thursday.
Mass candle lighting and signature campaign marked the day with intellectuals and general public from all walks of life coming forward to condemn the attack and resolve to stand up to evil design of terrorists.
Speaking at a seminar organised by Orissa chapter of Confederation of Indian Industry (CII), former Chief Secretary S. B. Mishra said terrorists had always the advantage of inflicting surprise while innocent people had the disadvantage of reacting to the situation.
India lacked professionalism to deal with terrorists and other extremist forces, which made it easier for terrorists to strike where and whenever they wanted, said Mr. Mishra.
He said however some positive changes including institution of National Investigation Agency (NIA) had taken place after the attack on Mumbai.
At DAV Public School, Chandrasekharpur in the city, students came up with giant picture of Hotel Taj, epicentre of terrorist attack, and the date 26/11. They paid floral tributes to the victims. Students in other prominent schools of capital city also paid their tributes in different ways.

Sand art
However, tourists and residents in Puri town woke up to a giant sand image of Hotel Taj on the occasion. Internationally acclaimed sand artist Sudarsan Pattnaik created the sand image and paid tribute to innocent people and the national heroes who lost their lives in the terrorist attack.
Mr. Pattnaik created a seven-foot-high sand sculpture of Taj Hotel by using six tons of sand. The sand art became the centre of attraction for tourists and local people who said it reminded them of the horror of terrorist attack on Mumbai.
KORAPUT: The 26/11 attack on Mumbai was remembered at the Central University of Orissa at Koraput on Thursday. While the students observed a two-minute silence in memory of those who had sacrificed their lives during the incidence , they took the pledge to promote peace in the country .

BHUBANESWAR: Leaders and activists of several political parties and mass organisations supporting the Chasi Mulia Adivasi Sangha (CMAS) agitation for land rights of tribals in Narayanpatna area of Koraput district on Wednesday said that the tribal organisation was not a Maoist outfit and condemned police action against its members.
At a press conference here, they demanded that the Koraput district administration should immediately make arrangement for the medical treatment of the eight CMAS activists who were injured in the police firing at Narayanpatna police station last week.
Speaking about the last Friday’s firing incident in which two CMAS activists were killed and many sustained injuries, they alleged that “the killing of the two activists was a well thought out murder executed by the State police with the help of the personnel of Indian Reserve Battalion and Central Reserve Police Force and not an act of self defence.” Those who addressed the press conference were Prafulla Samantara of Lok Shakti Abhiyan, Radhakant Sethi of CPI-ML Liberation, Budha Gamanga of Lok Sangram Manch and Sivaram of CPI-ML.

‘Democratic outfit’
The CMAS was a democratic mass organisation and existed much before the Maoists became an issue in Narayanpatna area, they said.
They further said that the land lords and traders were opposed to CMAS because the organised tribals had taken back the land that was forcibly occupied by them.
The land grabbers had come together in the form of peace committees with the active support of police and ruling party leaders, they alleged. The mining companies and their potential beneficiaries were also against the CMAS as the later had organised conventions declaring that no Mali (bauxite rich mountains) in the area shall be given for mining, they said.
The activists urged the State government to stop harassing tribal people in Narayanpatna and to fulfil its promise to settle the land disputes to restore peace in Koraput.

BERHAMPUR: ‘Ghenua’, a character in the famous short story ‘Shikar’, written by Bhagabati Charan Panigrahi, has become a headache for the police in Narayanpatna block of Koraput district in south Orissa.
Activists of the ‘Ghenua Bahini’, the frontal militant organisation of the Chasi Mulia Adivasi Sangh (CMAS) allegedly fired at the policemen involved in combing operation at Podapadar village of Narayanpatna block on Wednesday.
According to the Sub-Divisional Police Officer (SDPO) of Laxmipur, Y. Jagannath Rao, around ten rounds were fired from country guns at the police force. Police retaliated by lobbing teargas shells. No one was injured.
Twenty activists of CMAS and ‘Ghenua Bahini’ were arrested. It increased the total number of arrests following the incidents that led to police firing and killing of two CMAs activists at Narayanpatna on Friday last to 57. Mr. Rao said the members of ‘Ghenua Bahini’ had similarly fired from country guns at the police near Narikhelua village on Monday.

Main protagonist
Mrinal Sen had transformed the short story ‘Shikar’ into a critically acclaimed movie ‘Mrigaya’. The story portrayed the relationship between the British colonialists and native villagers, and their exploitation by Indian landlords in 1920s India. Ghenua, the main protagonist of the story was a poor peasant who chops off his exploitive landlord’s head and reports to the police hoping to be rewarded for his ‘noble deed’. Its writer Bhagabati Charan Panigrahi is said to be the founder of Marxist leftist movement in Orissa. He had used this story as a metaphor for tribal uprising against exploitation. Panigrahi is said to have taken the name ‘Ghenua’ from a tribal myth of Orissa. As per this myth, militant tribals named ‘Ghenua’ had helped Lord Ram Chandra in his fight against demons during his stay in Dandakaranya.
The CMAS had preferred to use the ‘Ghenua’ metaphor to build up its alleged militant wing ‘Ghenua Bahini’. Wadeka Singanna, who was among the two persons killed in police firing on Friday last, headed this wing. This wing had its uniform in the form of red shirt, red shorts and red bandanna.
According to police officials, the members of this wing had received arms and drill training. “We suspect Maoists may have got involved in the training process,” said Mr. Rao. This wing played a major role in the attacks on non-tribals for the take over of agricultural land by CMAS in Narayanpatna block.
They served as protective cover around the leaders of the CMAS and provided intelligence about police movement in the area. The members of the ‘Ghenua Bahini’ claimed to be maintainer of law and order in the rule of CMAS in Narayanpatna block, police officials alleged.

Communication to interior areas comes to a standstill due to road blockades
BERHAMPUR: Common people in Narayanpatna are getting affected by the tussle between the Chasi Mulia Adivasi Sangh (CMAS) and the police.
They are the worst sufferers after the police firing on CMAS activists on Friday last, which killed two persons. Communication to interior areas of the block has come to a standstill due to road blockades by CMAS. Massive police presence has also put tribals and dalits in a panicky state. According to sources there is a dearth of food material and other essential goods in interior areas. But fearing police action and arrest people are not coming out to Narayanpatna town to collect their essential commodities.
The basic survival needs for these tribals living in interiors of this block like the Public Distribution Syestem, NREGS, schools and health facility are affected.
Lack of communication has increased misinformation and gossips in the interiors of the block. The CMAS, administration and the police seem to have left the persons injured in the police firing to their own fate. Due to ample police deployment the CMAS leaders are also not mobbing around to take note of the injured.
A fact-finding team lead by senior scribe of Koraput district Sudhakar Patnaik pointed out that till now the exact number of persons injured in the police firing was not ascertained. The injured persons who have bullet injuries are not coming out fearing arrest. No attempts have been made to reach out these injured persons to provide them medical help. Nihar Ranjan Patnaik, who has been appointed by the government as special advocate to look after the tribal land dispute cases of Narayanpatna area said it was high time for the administration to use a mobile medical unit for the treatment of the victims.
Mr Patnaik said most villages are now inhabited by women and the diseased as the men hide in the jungles. Anganwadis and ASHA workers do not have medicines to treat the injured and the diseased.

KORAPUT: Genetically modified mosquitoes can make human synthesized antibody that block malaria parasite inside the mosquito gut, said Dr.Kailash Prasad Patra, scientist from Department of Medicine, University of California San Diego, USA ,while addressing the students of Talent’s College of Science & Technology at Koraput .
Highlighting the importance of hard work in achieving success, he said that he was working to develop a vaccine against malaria so as to prevent suffering and death due to malaria in developing countries like India. However he expressed his concern over the inadequate facilities for research available in the country forcing the researchers to go to other countries.
He took part in a seminar on bio-technology and health care at Damanjodi.

Naveen replies to a query on naxal violence in State
BHUBANESWAR: Even as approach of tackling naxal menace is widely debated in the country, the police have been suffering immensely in the hands of left wing extremists in Orissa since 2000.
In response to a query on confrontation between police and members of CPI (Maoist), Chief Minister Naveen Patnaik informed the State Assembly here on Monday that 145 police personnel have lost their lives in naxal violence.
He said police and Left rebels confronted exactly 100 times since 2000. While 61 left wing extremists were killed in police action, 97 general people became victim in the conflict, Mr. Patnaik said.
The intensity in exchange of fire has increased over the years. During the current year, police and naxalites are engaged in gun battle for 22 times while equal number of exchange of fires was recorded in the year 2006.
However, the gravity of the situation could be gauged from the fact that in 2000 police and rebels confronted only once and the number of incidents of exchange of fire had never gone beyond 10 till 2005. During past four years, the two sides confronted more than 15 times annually.
Malkanagiri, the southern Orissa district, is clearly far ahead of other district as far as witnessing confrontation between ultras and police is concerned. Casualties on part of CPI (Maoist) remained an issue of wild guess when clash between police and rebels takes place. Naxalites suffered highest casualties of four each in Gajapati and Koraput district in a single event when they mounted attack on camps of security personnel and got killed in retaliation.

Attack on Panchpatmali
About 300-armed Maoists had staged attack on Panchpatmali mines, Asia’s largest bauxite reserve, on the night of April 12 this year.

BERHAMPUR: Protest demonstrations will be staged all over the State on Saturday against the police firing at Narayanpatna in Koraput district in which two Chasi Mulia Adivasi Sangh (CMAS) activists were killed. This was decided at a rally held at Podapadar village of Narayanpatna block for the funeral of the two activists of the CMAS on Monday. The funeral of the CMAS activists -- Wadeka Singanna and Andrew Nachika -- was held amidst tight security. They died in police firing. Police alleged they had resorted to firing to avert arms loot by CMAS activists who broke through the locked gates of Narayanpatna police station. But the CMAS activists claimed they held a peaceful demonstration in front of the police station.
Around 40 platoons of police force were deployed in and around Narayanpatna block on Monday to avoid untoward incidents during the funeral of the killed CMAS activists. All vehicles entering the area were thoroughly checked.
Some 2,000 CMAS activists took part in the funeral with red flags in their hands. A rally and a public meeting were also held at Podapadar. The leader of the CMAS, Nachika Linga, who is wanted by the police, also appeared at the rally. But no efforts were made to arrest him. Apart from him, Bhala Chandra Sarangi of CPI-ML (New Democracy), Budha Gamang of tribal organisation Lok Sangram Manch (LSM), Sibaram of CPI-ML (Red flag), Tripati Gamang of CPI-ML (Liberation), Tapan Mishra of CMAS, Prafulla Samantra of Lokshakti Abhiyan, Dandapani Mohanty of Orissa Forest Mazdoor Union (OFMU) addressed the public meeting at Podapadar. Social activists from adjoining Andhra Pradesh like the State secretary of Andhra unit of AIKMS, K. Krishna Murty also came down to attend the rally.
They blamed the police force for the firing which according to them was a deliberate attempt to target the CMAS leaders. They decided to observe protest day on Saturday. On that day different organisations would take up different modes of protest like dharna and road blockade in different parts of the State.

Measures sought
They also demanded immediate measures like a mobile medical team for the treatment of the persons who were injured in the police firing. At least nine persons are suspected to have received bullet injuries on that day. The injured are not coming out for treatment to Narayanpatna Primary Health Centre (PHC) fearing arrest. Now they are being treated by Disaris, the traditional tribal healers.

Funeral of the two CMAS activists today
BERHAMPUR: Security has been tightened in and around Narayanpatna block of Koraput district of Orissa to check escalation of tension during the funeral of two Chasi Mulia Adivasi Sangh (CMAS) activists, who died in police firing on Friday. Seven persons were arrested in connection with the incidents that led to police firing. The arrested persons include the leader of the women’s wing of the CMAS, Kumudini Behera.
Around 40 platoons of police force have been deployed in Narayanpatna block and its adjoining areas in Laxmipur and Bandhugaon blocks. They include personnel of the Central Reserve Police Force (CRPF), India Reserve Battalion, CoBRA battalion, Orissa Special Strike Force and District Armed Police Reserve.
The CMAS members and activists from outside are planning a public meeting at Podapadar village on Monday. This meeting is to coincide with the funeral of two deceased -- Wadeka Singanna and Andrew Nachika. Police forces have almost fortified the block. Leader of the CPI-ML (Red Flag) Sibram, Radhakant Sethi of CPI-ML (Liberation), B.C. Sarangi of CPI-ML (New Democracy), Prafulla Samantra of Lokshakti Abhiyan and leaders of Orissa Forest Mazdoor Union (OFMU) are expected to attend the meeting to condemn the police firing. The security personnel are maintaining close watch on the situation. The office of the CMAS at Narayanpatna has been sealed off. Police is also keeping a close watch on the entry of outsiders into the Narayanpatna area. Security arrangements in Narayanpatna are being monitored by Koraput Superintendent of Police Deepak Kumar and Deputy Inspector General (DIG) of police, south-west range, Sanjeev Panda.

Roads still blocked
Even on Sunday, two out of three roads that connect Narayanpatna to outside world remained blocked. Only the Laxmipur-Naryanpatna road was open for traffic. The Bandhugaon-Narayanpatna and Damanjodi-Narayanpatna roads remained blocked. To prevent entry of security personnel to the villages, CMAS activists also blocked village roads in the interior areas.

They took part in International Children’s Film Festival
KORAPUT: Child artistes Dana Kirsani, Daimati Kirsani, Sunita Bhoi, Moti Bhoi, Kamala Bhoi, Gori Khora and Manima Khora and the accompanying musicians Sonu Khora, Purba Khosala, Somnath Khora and Madhav Jani, who were part of children’s dance group, were received with great honour at Koraput on Saturday for having given a spectacular performance at the 16th International Children’s Film Festival in Hyderabad.
The group representing various tribes in Koraput block was well received by the audience at the festival for performing Dhemsa, the tribal ballet, Sanjit Patnaik, secretary, SOVA, the organisation that supported their participation in the festival, said.

Traditional dance
Dhimsa or Dhemsa, an ancient traditional folk dance, is performed by the hill tribe of Orissa. Some 15 to 20 women form a chain and dance with immense joy.
Dhimsa is performed during festivals, marriages, rituals. It is primarily aimed at enhancing bonding and friendship among different tribal communities, who live in harmony with nature.
While the musical instruments are played by the dalit and tribal youth, the unique dance form in which the young and the old take part passionately symbolises diversity and unity, he added.
The dance form, which the group presented showcased five different rhythms followed by the same number of dance form known as Sailodi, Palanidhemsa, Khunda Dhemsa, Mandilochkani and Godi Beta, which described the amazing discipline, togetherness and orchestrated steps and body movement.
This even prompted Nandiata Das, Chairperson, Children’s Film Society of India (CFSI) to dance with the group, Daimati Kirsani said.
While the group of children could successfully spread the message of friendship, peace, harmony and a dream for a world where everyone were treated equally through their performance at Hyderabad, back home the tribal society needed utmost attention, care and support for preservation of its identity and environment, she added.

BERHAMPUR: Tension is expected to mount in Narayanpatna block in Koraput district following the death of two Chasi Mulia Adivasi Sangh (CMAS) activists in police firing on Friday.
No untoward incident was reported from Narayanpatna as yet though it continued to simmer.
Out of the three roads connecting Narayanpatna to the outside world, two were blocked by felling trees. Only the Laxmipur-Naryanpatna road was open for traffic. The Bandhugaon-Narayanpatna and Damanjodi-Narayanpatna roads remained blocked.
According to sources, tribal activists of the CMAS held a meeting under the chairmanship of their leader Nachika Linga at an undisclosed spot. At this meeting, they reportedly decided to oppose entry of police personnel into areas of Narayanpatna in future.
One of the major causes of aggravation of tension was that social activists as well as CMAS were unhappy with the cause of opening fire by the police. The administration, however, claimed that they had resorted to firing when a mob of CMAS activists tried to loot arms.

Charge against police
But CMAS activists allege that the police opened fire when they were holding a peaceful demonstration in front of the Narayanpatna police station.
They even charged the police with targeting their leaders, including their president. According to sources, Maoists had also started to encash the volatile situation in the block.
As per CMAS sources, seven persons were also injured in the police firing. The injured persons were also being treated in an undisclosed location. There were also unconfirmed reports about the death of one of the injured persons. The bodies of the victims – Wadeka Singanna and Andrew Nachika – were kept at the Narayanpatna police station after autopsy to enable the family members to claim them.
Koraput Bar Association president Nihar Ranjan Patnaik, who was appointed by the government as special advocate to look after the tribal land dispute cases of Narayanpatna area, was also critical of the police firing on CMAS activists. After his visit to Narayanpatna, he said the firing itself took place in the absence of a magistrate.
“I feel the police had fired upon CMAS activists who had come out for a peaceful demonstration,” he said. He had serious doubts on the police version of the incident.
CPI-ML (New Democracy) also condemned the police firing. Its spokesperson Bhala Chandra Sarangi said circumstantial evidence hinted that it was planned firing on peaceful activists. He felt it would aggravate the situation in the area. The Orissa Forest Mazdoor Union (OFMU) also condemned the firing. “Police fired at tribals without any provocation,” said Prafulla Samantara, convener of Lokshakti Abhiyan.
Koraput district Collector Gadadhar Parida also felt that the incident would hamper efforts to bring peace in the area.

BERHAMPUR: Land related tussle is brewing between tribals and non-tribals in Mathili block of Malkangiri district.
Like the Naryanpatna block of Koraput district here also members of a tribal organisation named ‘Adivasi Sangh’ has allegedly taken over patches of agricultural land earlier cultivated by non-tribals. The ‘Adivasi Sangh’ activists had taken over this land in Gadiali area of Mathili block. People opposing this forceful act have also formed an organisation ‘Shanti Committee’. Both the organisations are now at loggerheads. The tussle has been continuing for the lasttwo years.
But the now problem is aggravating as the ‘Adivasi Sangh’ activists have cultivated paddy on the land they had taken over and they are harvesting the produce from the land.
The activists of ‘Shanti Committee’ staged a road blockade at Govindpalli on Tuesday against the activities of the ‘Adivasi Sangh’.
Both the groups are using traditional arms during their agitations, which has increased chances of violent clash. According to sources around 1,000 armed tribals got together to harvest paddy from the land taken over by them. They have decided to keep the harvested paddy in their own store house for distribution among the tribals involved in the act.
The members of the ‘Shanti Committee’ however termed this act of the ‘Adivasi Sangh’ illegal and has urged the administration to intervene and settle the matter. People of Mathili and Khairaput blocks especially the non-tribals have got united under ‘Shanti Committee’ banner. They are also resorting to display of traditional arms during their demonstrations and recent road blockade. The area where this tension has emerged is a naxal-affected region. There are chances for the Maoists to misuse the matter for their gains.

KORAPUT: Teachers and staff of Jawahar Navodaya Vidyalaya went on a strike on Monday in response to the call given by the Navodaya Vidyalaya Samiti Employees Associations’ joint action committee demanding the sanction of G.O.I. pension scheme of 1972 and sanction of 10% special allowance to all non teaching staff of the vidyalaya .

BHUBANESWAR: Dance, song, drama and other competitions among students marked the Children’s Day celebrations in the State on Saturday even though scare of swine flu dampened the spirit at many places especially in Sundargarh district.
Governor Murlidhar Chandrakant Bhandare released an Oriya book “Sachitra Internet” written by former chief secretary of the State Sahadev Sahoo at Rajbhawan.
Mr. Bhandare cautioned on the disastrous impact on the young minds particularly of children to the negative effect of Internet. Every effort should be taken to protect children in cyber space by means of proper education and awareness to them and also to the parents, the Governor said on the occasion.
City-based DAV Public Schools also celebrated Children’s Day by performing a play to pay tribute to the country’s first Prime Minister Pandit Jawaharlal Nehru on his 120th birth anniversary.
Similarly, week-long Sisumela (Children Festival week) got underway here to promote the participation of children, highlight the issues relating them and provide a platform for wider section of the children for development of their inner qualities, creativeness, and facilitate cultural exchanges.
Organised by city-based voluntary organisation, PECUC, the 20th Sisumela witnessed students, non-school going children, child labourers and street children celebrating the occasion and it made the event a special one.
On Saturday, about 200 students from 20 junior colleges and higher secondary institutes participated in Youth Parliament. Assembly Speaker Pradip Kumar Amat inaugurated the function.
Kalinga Institute of Social Sciences arranged a meeting of Jayaprada, Samajwadi Party MP from Uttar Pradesh and Bollywood actress, with its students to mark the occasion.
However, swine flu scare had its impact in celebration in Sundargarh district. About nine students have so far tested positive of H1N1 virus in the district. Parents showed reluctance to send their children to crowded place.

Clothes distributed
KORAPUT: Every child has the ability to respond to kind gesture, love and care from the adults, said Gadadhar Parida, district Collector, while speaking at a meeting after distributing clothes to inmates of Manas, school for mentally challenged children, on the occasion of Children’s Day here on Saturday . He was overwhelmed with the response of gratitude shown to him from a mentally challenged child when he offered a rose to the child during the function. He appreciated the initiative by a group of people, who had come forward to support the school.

KORAPUT: Every language has its own strength and as a globally accepted language , English had occupied a leading position in the career of students, said Santosh Kumar, chief administrator of KBK, at Koraput on Saturday. He was speaking on the premises of Central University of Orissa while inaugurating the two-day workshop on English language skills.
The workshop was a part of the student support programme initiated by the university for upgrading different skills of the students, Surabhi Banerjee, Vice-Chancellor, said.
Among others Sujata Sen, Director (Eastern Zone), British Council and Gadadhar Parida, district Collector, also addressed the students on the occasion.
Later Arpita Banerjee, eminent resource person on English language, interacted with the students.

Sports meet inaugurated

KORAPUT: The district-level annual sports meet of Sri Aurobindo Integral Schools of Koraput district was inaugurated by Gadadhar Parida, district Collector, at Sri Aurobindo Bhavan here on Saturday.
While more than 300 children from different integral schools of the district took part in the festival, the students of the host school exhibited a spectacular PET display during the inauguration ceremony.

Only on Tuesday Maoists killed four persons including a Special Police Officer
BERHAMPUR: Maoists challenged the efforts of major operation against them in Orissa by killing three Central Reserve Police Force (CRPF) personnel in a landmine blast in Malkangiri district on Friday.
Union Home secretary G.K. Pillai was expected to visit Orissa on November 20 to hold discussions on law and order especially the naxal issue.
The proposed special operation against Maoists in the State was also to be discussed. Before the government could settle down the plans, the Maoists showed up their fangs. Maoists had shot dead four persons including a Special Police Officer (SPO) at Pandratala village in Rayagada district on Tuesday. Through killing of seven persons including three security personnel within three days, Maoists have dared the State government’s plans to seek a joint anti-naxal operation in consultation with the Centre.
Maoists targeted a large convoy of the CRPF personnel of the eighth battalion that had been posted in MV79 village camp about four months back. According to sources this battalion was being taken out of Malkangiri district in a short notice.
They had wound up their camp and were on their way to Jeypore in Koraput district via Malkangiri town.
It is alleged that although this large convoy of 21 vehicles was to be moved, the local police had not been properly alerted regarding this troop’s movement. It is obvious that due to their short stay the CRPF personnel from outside the State were also not proficient with the hilly jungle roads of the district.
It is suspected that the Maoists had however kept track of the activities of this CRPF camp at MV79 village. The packing loading of goods into the trucks at the camp few days ahead must have alerted the naxals to plan up an assault against them.
They had chosen a culvert near the MV23 village to plant their landmine aimed at the CRPF convoy. Initial investigation has revealed that Maoists must have waited overnight behind a bush around 30 meters away from the spot of blast to trigger the landmine when the convoy crossed the spot.
Usually a ‘road opening party’ precedes such a convoy to sanitise the road. But it was alleged that the convoy had reached the spot of blast before ‘road opening party’. Proper scrutiny of the culvert which had strategically located large bush nearby could have revealed the landmine which is suspected to be packed with 50 kilograms of explosives.
The intensity of the blast was so great that the targeted truck was thrown around 30 metres into the air.
The driver of the vehicle, Narendra Kumar was thrown out to a distance of 50 meters. The other victims were the deputy commandant Bhupinder Singh and a jawan Sunil Kumar.
The police and CRPF personnel paid last respects to the martyrs at the district headquarter town of Malkangiri. Arrangements are being made to transport their bodies to their homes.

KORAPUT: The Swarnjayanti Gram Swarozgar Yojana (SGSY), one of the major ongoing programme for the self-employment of rural poor may lose its momentum in Koraput district as officials at the grassroots have not been sensitive to the needs of villagers, said Kamli Gantha, secretary, Kaligai Mahila Sangh of Mugunaguda in Semiliguda block. While the basic objective of SGSY is to better the lot of the poor families by providing them income-generating assets through a mix of bank credit and governmental subsidy, the villagers of Mugunaguda had to run from pillar to post to get a loan, he alleged.
The villagers wanted to go for an autorickshaw or a luggage carrier van so that they can be used at times of emergency.
It will also enable them to send their vegetables to the nearby market using their own luggage carrier instead of hiring one from Semiliguda, Palo Hantal, president of the SHG said.
But surprisingly, the officials had insisted on purchasing a generator which was not desired by the villagers. Moreover, there was already one generator in the village, he added.
Instances of officials not going by the views of the villagers was not new. Earlier also, Indiramma Mahila Sangh of the village was forced to take a generator last year by officials in the block, as a part of their loan. While members of the SHG wanted to purchase a small generator out of the total sanctioned loan of Rs.3.4 lakh, a huge generator was dropped in the village by some businessman .
The villagers have now sought the intervention of higher officials, Ram Nayak, secretary, Laxman Nayak Gramya Unnayan Committee, said.

KORAPUT: Nihar Ranjan Patnaik, an eminent advocate from Koraput was appointed on Thursday as the special advocate to raise the claim and defend land related cases in favour of the tribals of Narayanpatna and Bandhugaon blocks in Koraput district. The appointment was given by Gadahdar Parida, district Collector , who is also the chairman of OTELP in the district and would bring an opportunity to safeguard the land interest of tribals, Nihar Patnaik, said. BERHAMPUR: After lull of a few months, Maoists struck in south Orissa on Tuesday night and killed four persons at Pandratala village under the Chandili police station in Rayagada district.
Around 50 armed Maoists were involved in the act. They called up their victims from their homes and shot them dead. The deceased were identified as Lanka Dharma Rao, Anand Mandangi, Prahlad Kondagiri and Dharmapani Kondagiri. They also critically injured P. Ramesh, who is undergoing treatment in the Rayagada district hospital. Dharma, Anand and Prahlad died at the village. Dharmapani and Ramesh were taken to the Rayagada hospital in a serious condition. Dharmapani succumbed to his injuries in the hospital. “As per information, a group of Maoists who were speaking in Telugu and Hindi killed four persons,” Rayagada Superintendent of Police Ashish Kumar Singh said.
Following this incident, police sounded red alert in the district and intensified combing operation.
It is said to be a retaliatory act of the Maoists against the series of arrests and surrender of their cadre in the district during the past few months.

Terror tactics
The Maoists branded their victims as police informers. Through these murders they had tried to terrorise the newly- recruited ‘Special Police Officers (SPO)’ in the district as well as the persons opposed to them in remote areas. One of their victims, Anand was an SPO, who had come over to his in-laws’ house at Pandratala. Dharma had faced their attack in 2002. Prahlad’s brother, Anant Kondagiri, who was the sarpanch of Rekhapadar was killed by Maoists in 2007. The Maoists left posters in Telugu and Oriya threatening people to refrain from joining the police force.
According to sources, the Maoists first rounded up the village. Their first target was Anand. He was dragged out of the house while his wife and in-laws wailed to pray for his life. But Anand was shot dead from close range. Next was the turn of Dharma’s family. His house was totally ransacked.
His family members were locked up while he was dragged out to be shot dead. Similar was the fate of Prahlad, Dandapani and Suresh.
Through a series of arrests and surrenders, the security forces had tried to root out the ‘shells’ and strategic contact points of Maoists in remote areas in Rayagada district. Since May, some 27 active Maoists were arrested in the district. Seven Maoists, including two couples, have surrendered. Maoists had tried to retaliate in August. They had tried to rebuild their lost ground through a few acts of violence. They had murdered a person at Gurukul village in August and through a press release had also threatened to kill the Rayagada SP.
Police officials feel the recent murder of innocents is part of their strategy to regain support of localites of remote areas through terror tactics.

KORAPUT: District Collector Gadadhar Parida, who has visited the mining areas of Maliparvat in Semiliguda block, interacted with officials from Hindalco.
According to company sources, he has advised B.R.K. Padhi, deputy general manager (mines) to expedite mining activities so as to meet the targeted quantity during this financial year.

KORAPUT: The ambience of Central University of Orissa at Koraput could be comparable to many prominent institutions in the country and the students need to take the benefit of the opportunities available with the university, according to Sub-collector Rajesh Pravakar Patil. He was speaking at the National Education Day programme held on the campus of the university here on Wednesday.
While it was easy for the youth to get trapped into the agitation mood for each and every small unhappiness, students of the university should not waste their time by losing their precious academic opportunities, he said. While Umakant Das, retired teacher, highlighting the salient features of the revised education policies that were brought out from time to time, asked the students to prepare themselves to face challenges.
Among others N.N. Panigrahy, an educationist from Koraput and Ajit Patro, advocate, also spoke.
A blood donation camp was organised on the premises where 26 students donated blood. Sanjiv Kumar, president, Koraput District Blood Donors Forum, was present.

BERHAMPUR: Maoists ransacked the rest shed of a construction company near MV77 village of Telarai panchayat under Kalimela police station in Malkangiri district in the wee hours on Tuesday. The construction company was involved in construction of rural roads in the area. They did not injure any worker. It was an effort of the naxals to hinder the construction roads to hinterland, police source said.

CMAS holds review meet on education

KORAPUT: Chasi Mulia Adivasi Sangh (CMAS), Narayanpatna reviewed the status of education in Narayanpatna block by inviting the district-level officials to its base camp at Narayanpatna in Koraput district. According to sources Nachika Linga, president of the CMAS urged Subhash Chandra Choudhury, DI of schools, to take action against teachers, whose performance was not satisfactory. He also demanded the teachers to pay back part of their salaries to the volunteers, who were teaching in the remote corners of the block without getting any pay packages. .

KORAPUT: Adherence to ethical practices over the years by companies like ‘JK group of companies has brought sustainable development for the firms as well as the country, Ajit Kumar Tripathy, State Election Commissioner, said at Jaykaypur in Rayagada on Sunday.
He was speaking at a meeting held by JK Paper Mills to celebrate the 125th birth anniversary of its founder Lala Kamlapat Singhania. While there were many companies that had come and gone from Orissa after utilising the resources and incentives provided by the State, JK Paper Mills had been helpful to the region by carrying out different activities for the common people of the region under its corporate social responsibility, he said.

Sustainable growth
However for meeting the requirement of global standards with a sustainable growth, the company had to equip itself with modern technologies, he added.
M.C. Goel, Executive vice-president (works) of the company, while briefing the achievement of the group in maintaining its work for realising the dreams and aspirations of its founder, said that the company was going ahead with a massive expansion plan at JK Paper Mills with a capital outlay of Rs.1,500 crores and thereby doubling the company’s capacity to 2.5 lakh MT per annum.

Bags several awards
While highlighting the concern of the company for the betterment of the people living in and around the company , M. Ramesh Kumar, vice-president (P&A), said that the company received several awards like ‘National Ground Water Augmentation Awardand Certificate of Appreciation for Excellence in Energy Management by Bureau of Energy, Government of India, appreciating the efforts of the company in resource conservation in pulp & paper sector in 2008 and it was committed to maintain its commitment for the safety and promotion of the resources.
As a part of the practice of the company, 44 employees of the company, who had served more than 25 years, were honoured with Long Service Awards by the chief guest.

BERHAMPUR: A hardcore naxalite Muda Kabasi was arrested during combing operation by security forces in Motu police station area of Malkangiri district on Saturday morning.
According to police sources, Kabasi was a resident of Lachhipuram village.
He was an active member of the Motu Dalam of the banned Maoist outfit. Several cases of violence, including a murder case, were pending against him.

BERHAMPUR: Narayanpatna block in Koraput district of south Orissa remains under seize of Maoists and their supporters who have cut off all road communication to the area since Sunday.
Maoists have resorted to such act in Narayanpatna area for the third time during the past six months. The State government has not yet resorted to any strict measure to curb the menace. It is feared that Maoists and their supporters may be experimenting to repeat ‘Lalgarh’ in Narayanpatna by detaching the area from the outside world. It may be noted that a violent tribal group Chasi Mulia Adivasi Sangh (CMAS) has already taken over non-tribal land by force and started cultivating the land. The recent road blockade coincided with the harvesting from the agricultural land occupied by the organisation.

Lack of coordination
Maoists and their supporters are cutting down trees to block the roads. Lack of coordination among the police, administration and the Forest Department has posed to be a major hindrance in the path of speedy clearance of road blocks put by Maoist vagrants.
Speaking to The Hindu, Koraput Superintendent of Police Deepak Kumar said the police were ready to provide all possible security and the services of bomb disposal squad for the clearance of road blockades put by Maoists to Narayanpatna. But the Public Works Department (PWD) is yet to provide labourers for the clearance work. The PWD officials say due to Maoist threat they are unable to gather labourers for the purpose.
‘Callousness’ of the Forest Department is also helping the Maoists. Despite several requests of the police force, the Forest Department has not transported the trees that had been cut down for road blockades in the past from the sides of roads.
The logs of cut down trees left by the side of the road by the teams that cleared the road have become easy means of repeat of road blockade.
Narayanpatna block is connected from outside by three roads from Bandhugaon, Laxmipur and Parvatipuram. All these roads have been blocked. These blockades came up three days before the two-day bandh call by Maoists in south Orissa.
It may be noted that in August, similar road blockade by Maoists had kept Narayanpatna block cut off from outside world for more than a week. In June, this block remained cut off from outside world for 12 days. On June 18, eight members of the Orissa Special Striking Force (OSSF) and the driver of their vehicle were killed in a landmine blast while they were on their way to clear road blockades.
