KORAPUT: Orissa Chief Minister and BJD supremo Naveen Patnaik took part in a large public meeting at Nabarangpur on Saturday as a show of strength of the ruling party in the KBK districts.
The meeting was named Vikas Samavesh and thousands of BJD workers from Koraput, Malkangiri, Rayagada and Nabarangpur districts took part in it.
The venue of the meet was strategically chosen to be the Biju Patnaik stadium at Nabarangpur. For the BJD activists it was their display of vigour in the Congress bastion of south Orissa.
The Nabarangpur Lok Sabha seat had been won by Congress candidate Pradeep Majhi in the last elections. Mr Majhi has now been put in the post of Youth Congress president of the State to rebuild the image of the party to be close to tribals and dalits. Through Saturday’s rally the BJD think-tank tried to counter this effort of the Congress.
It may be recalled that the BJD had launched its poll campaign from Jeypore, one of the political centres of KBK region. Mr. Patnaik was joined by seven ministers from his Cabinet along with key stalwart of the party Pyarimohan Mahapatra, a Rajya Sabha member, and Jayaram Pangi, MP of Koraput.
Several MLAs and other prominent leaders of the party also attended the rally. At least 20 leaders from other parties joined BJD during the rally.

Economic growth


In this speech, Mr Patnaik reiterated that Orissa’s economic growth was higher than national growth rate. His government had come up with one thousand hostels for supporting the education of around one lakh tribal girls . This would be increased to five thousand hostels to accommodate five lakh tribal girls in the State in next five years.
He said that at least 5.6 lakh hectares of agricultural land would be irrigated in coming days to increase the agricultural output.
More than 25 per cent people in the State were tribals and the percentage was more in Koraput region, who were the targeted lot for development of his government.

Women empowerment


According to him one lakh forest dwellers have already been provided pattas for the land on which they lived. He claimed that women empowerment through the SHG movement was the flagship initiative of his government.
He criticised the Congress-led union government for alleged apathy towards the State. Indian railways gets revenue of about Rs 5000 crores from Orissa.
But in return Orissa was often neglected in the Railway budget. Due to lack of concern of the Central government, projects like the proposed Vijayawada -Ranchi national highway through Koraput region were delayed, he alleged.

BERHAMPUR: The agitating tribals from cut-off areas of Balimela reservoir suddenly called off their agitation on Friday after four-day of protest demonstration. Meanwhile, 16 elected members of panchayats of cut-off areas resigned. According to tehsildar of Chitrakonda D.Goplakrishna, the elected representatives, including eight sarpanches and panchyat samiti members, handed over their resignation letters to the Additional Block Development Officer of Kudumulguma.
In their resignation letter these elected representatives stated that they resigned as they had failed to fulfil the demands of their people and despite their request and agitation the Malkangiri district collector had not preferred to come to Chitrakonda to hold discussions with them.
But according to sources, threat of naxals may be reason behind submission of resignation letters by these elected representatives. It is also suspected that Maoists had a role in instigating the tribals of cut-off area to come out for the agitation and end it abruptly. The issues raised by the tribals of cut-off area are quite genuine. The cut-off area has remained a safe haven for the Maoists operating in Orissa-Andhra border region. These tribals were first displaced by Machkund Hydel Project, which got completed in 1948. They were then settled in Chitrakonda area. Then the Balimela Hydel project was taken up in 1964. The same tribal families were again shifted further downstream. Since then these villages have remained water locked by the Balimela reservoir. They do not have even basic amenities like electricity, health facility, communication etc till now.
It may be noted that the tribals of cut off area had taken up a similar long indefinite stir at Chitrakonda in July last. It had continued for 10 days. The tribals had called off their agitation following a long list of promises from the then collector of the district. This time also more than 5,000 tribals had come to Chitrakonda crossing the reservoir on Feb 15 to put the tehsil town under seize.
The district collector had held discussions with leaders of agitators over phone regarding the measures being initiated for improvement in facilities in cut-off area.

BERHAMPUR: Maoist posters threatening some police officials to leave police force or to depart from the area have appeared in Kashipur area of naxal infested Rayagada district of south Orissa on Thursday.
According to sources these posters were found near the block office square of Kashipur. The posters targeted at the Inspector incharge (IIC) of Kashipur police station P.C.Mohanty, a home guard Somanath Nayak and a gramrakshi Ganapati Nayak. The Maoists intimidated the IIC to leave Kashipur area and the other two subordinates were threatened to leave the police force within next 15 days. The Maoists threatened of dire consequences if the policemen failed to obey them.

Anti-naxal operation


These threats come at a time when the State government is thinking of starting strong anti-naxal operation in the State from south Orissa. The Centre has agreed to provide an additional eight battalions of central paramilitary forces for the joint operation against the Left-wing extremists. While five battalions of paramilitary forces will be deployed in south Orissa, another three battalions will be allotted for northern and western parts of the State.
When contacted the Additional Superintendent of Police (ASP) of Rayagada, P.K.Bhoi said investigation was on regarding the origin of these posters.
It may be noted that for the first time Maoists have claimed their presence in Kashipur block of Rayagada district through these posters. Kashipur block is known for the continuing anti-alumina project protests. It is felt that naxals may try to use this anti-industrialisation agitation for their gains. They have already tried it in Kalinganagar area.
Naxal threats to policemen are not new to Rayagada district. In November 2009, naxals had murdered four persons at Pandratala village under Chandili police station area. One of them was Anand Mandangi a newly appointed Special Police Officer (SPO) for the anti-naxal operations. The Maoists had left posters in Telugu and Oriya threatening people to refrain from joining police force or to have any links with police and administration.
During his tenure in Rayagada district the former SP of the district, Ashis Kumar Singh had also received threats from Maoists through a press release after a series of arrests and surrenders of Maoist cadres in the area. In 2006, the leftist vagrants had killed a homeguard at Gudari.

BERHAMPUR: The Malkangiri district administration started efforts to pacify the agitating tribals from cut-off areas of Balimela reservoir, who continued their agitation at Chitrakonda on Wednesday also. More than 5,000 tribals from cut off areas of the reservoir with their traditional arms are camping in Chitrakonda town since Monday to stall work at all government offices as a mark of protest. The armed tribals have also blocked the road to Chitrakonda. The administration and police are also cautious about this agitation as the tribals come from one of the most Maoist dominated area of the district. Politicians have also started taking interest in this tribal agitation. Nabarangpur MP Pradip Majhi, who represents this area and has recently been appointed president of the state Youth Congress, met the agitating tribals to show up his solidarity to the agitation.
Speaking to The Hindu, Malkangiri district Collector R.Vineel Krishna said he had held telephonic discussion with the leaders of agitating tribals. A team of administrative officials is also holding direct talks with the agitators. Mr Krishna said they were making all efforts to fulfil all major demands of the tribals of cut off area, which according to him were genuine.
As immediate measure the administration has decided to hold camp office of the Chitrakonda block at Chitrakonda town every week. The tribals were demanding the block headquarters to be shifted from Gumma to Chitrakonda. The Collector said recommendation for it has been made in 2007 but the block headquarters can only be changed after the completion of the coming census. Regarding the demand for Indira Awas Yojana (IAY) houses, the administration declared that they have decided to provide IAY houses to tribals of cut off areas on priority basis, which has also been endorsed by the Zilla Parishad. About issue of BPL cards, the administration has decided to provide food security to all tribal families of the area through different schemes till the BPL survey is done this year.

Major demand


Speaking on the major demand of the tribals about deployment of more motor launches for their transportation across the reservoir, Mr Krishna said all arrangements are being made so that five more motorboats are available by the end of March. The defunct boats are being repaired on war-footing. Apart from these motor launches, nine power boats are to be provided to panchyats of cut off area for emergency needs. A large ferry is also being procured for transportation of vehicles and heavy instruments needed for developmental projects in the cut off area. Some motor vehicles would also be transported to cut off area for better transportation in the region. It has also been decided to increase frequency of mobile medical units to the cut off villages. Every village in cut off area is to be visited at least twice by medical team. The tribals had demanded opening of health centres in every panchayat of cut off area. The administration has also declared opening of four hostels for!
tribal students in different schools of the area. It may be noted that 151 tribal villages of seven panchayats remain cut off from the main land of Orissa due to the Balimela reservoir.

KORAPUT: Timely action by a conscious citizen and the media could save five young boys from slipping into an unknown world of labour at Bangalore, far away from their native in Rayagada district in Orissa. The five boys, all in the age group of 10-13, will be sent back to their home by the Bangalore police, according to Kamakhi Prasad Panda, a native of Koraput living in Bangalore who facilitated as the interpreter on behalf of the children.
Mr. Panda said that all the children were from Mardijhoola and Hikkiriguda villages of Dombernalli panchayat under Bissamcuttack block of Rayagada district and spoke in Kui language. While quoting the statements given by the children to the police, he said that Madhav, a labour dalal had carried all of them on a truck from Bissamcuttack to Rayagada and then to Balugaon by train. The children were handed over to another person Gandhi at Balugaon who got the children boarded in Prashanti Express to Bangalore.
While the children were waiting for meeting their destiny, the city railway police of Bangalore on their enquiry could find that they were the victims of child trafficking. The police then handed over the children to the child welfare committee of Government of Karnataka. However it was not an easy task to learn the whereabouts of the children as they could neither speak nor understand any language other than their mother tongue.
While the children stayed in Balamandir, the children’s home at Madiwala in Bangalore, news was appeared in the Bangalore edition of The Hindu on February 13. Getting the news in the internet edition of the paper, U. Daniel of Migration Information & Resources Centre, Bhubaneswar, circulated the information in all the e-discussion forums in Orissa. And here, Mr. Panda got in touch with Mr. Daniel.

Parents informed


Following their interaction, Mr. Panda extended his support to Manjunath, an activist from Concern for Working Children, Bangalore, in translating the message of the children. While the parents of the children were reaching Bangalore after getting information on the rescue operation, action by the district administration at Rayagada was needed to facilitate the return of the children to their home, Mr. Daniel said.

KORAPUT: It was the ‘dasavatar’ on the stage by the little prince group from Sri Aurobindo Purnango Sikhya Kendra that kept the audience spellbound during the ninth annual function of Koraput Khabar, the cable weekly news channel of the district here.
The students, who were inspired by the spectacular show of the prince group of Berhampur in television show a few months ago, had worked hard to exhibit their performance on a recognised platform and the day had come, according to Pritidhara Samal, principal of the school.
While the channel has all the reasons to cheer about for its successful journey over the years to reach their distinction, children from KGBV and SVBVP in the town thrilled everyone with their spectacular cultural shows. Maoists torch mobile tower battery house

KORAPUT: Maoists torched the battery house of a mobile telephone tower at Padarguda near Ramgiri in Boipariguda block of Koraput district in the early hours of Sunday.
According to Gangadhar Pujari, the watchman of the tower, about 20 Maoists, including three women members, were involved in it. The Maoists asked him to leave the place before they torched the battery house and the rest shed, he said. They also left two handwritten posters on the spot asking people to revolt against the move by the police against the naxals like the operation Godavari in the region. It may be recalled that Boipariguda block has become a soft target of Maoists for the last few months, the major incident being the blasting of the police station.

KORAPUT: Innovations such as SHG bank linkage programme proved to be successful in providing financial services to the poor in Koraput district, said A.K. Parhee, AGM of NABARD, here on Thursday.
He was speaking at a meeting held to promote joint liability groups (JLG). While highlighting the background of the programme, he said that in order to develop effective credit products for mid segment clients having access to productive assets, NABARD had piloted the project during 2004-05 in eight States through 13 RRBs. The results proved that the JLG approach could successfully be adopted by banks to reach out to clients like tenant farmers, share croppers, oral leasees and farmers with small land holdings without proper land records, he added. District Collector Rajesh Pravakar Patil emphasised the need to provide loans to the needy.

KORAPUT: “There is no reason why children with special needs should not be taught along with us in our regular schools,” said Lingaraj Goudo, a child reporter from Randhapali UP School in Jeypore block of Koraput district on Wednesday. He was one among the team of 12 child reporters from Jeypore block who were on a visit to the schools and other institutions here. Children had a different perception on the capabilities of the visually-challenged children. But the visit had brought about changes in their perception, Lingaraj said.
These children have played at national level bringing pride for the district and possess many talents like singing, playing musical instruments that many normal children dream of. Normal children would be benefited by having these children amid them rather than meeting them at some special schools. While the children in the school for the blind were using special tools to learn that could be made available even in the schools where normal children study. Teachers trained on the skills required for their education could also be appointed in all the schools, Sibani Bagh, a child reporter from Nodal UP School, Ambaguda felt. “They are even better informed in some sectors of knowledge than us,” admits Debasis Goudo, another child reporter.

Workshop on electronic media

KORAPUT: Workshop on the impact of electronic media as a catalyst for cultural intrusion in society was held on the premises of Central University of Orissa here on Monday. While some sections of students participating in the discussion had the opinion that electronic media was responsible for cultural exchange rather than cultural intrusion, there were some voices heard in favour of the topic.
The students and staff of the university also welcomed the three newly-joined lecturers in Journalism & Mass Communication and Sociology Departments who took charge on Monday.

KORAPUT: Posters of Chasi Mulia Adivasi Sangh (CMAS) appeared once again in Narayanpatna region on Monday asking people not to leave their struggle. Posters and banners used to appear frequently in the region in the later half of 2009 when CMAS was at its height of activities.
However, with the increased presence of police forces in the region and more particularly after the death of two members of CMAS in police firing towards the end of last year, things had begun changing in the block.
With the leaders of CMAS either getting arrested or going into hiding, the strength of the group was overshadowed with the police forces moving into the interior pockets of the block.
There were a very few people in the block who dared to identify themselves as members of the group even though it was not banned officially by the State.

CMAS leader case hearing on Feb. 22

BERHAMPUR: The arrested adviser of the controversial organisation Chasi Mulia Adivasi Sangh (CMAS), Gananath Patra, could not be produced in court on Monday on health grounds. He was to be produced before the Judicial Magistrate First Class (JMFC) court at Laxmipur in Koraput district. The court set February 22 as the next date for the hearing of cases against him. He is now lodged in the Koraput jail. He has six cases pending against him including a case of murder.

They are charged with killing Greyhounds jawans in Chitrakonda reservoir


BERHAMPUR: Two hardcore Maoists, who were allegedly involved in the killing of 38 persons, including 35 Greyhounds jawans from Andhra Pradesh in the Chitrakonda reservoir, were arrested by security personnel in Malkangiri district of South Orissa on Friday night.
They were arrested during a combing operation inside Sudakonda jungles under Kalimela police station limits. The arrested naxals were identified as Bhima Padiani alias Nanda (28) of Turkumela and Deba Madhi (25) of Kanhaguda.
Police sources said they were part of the Kalimela Dalam of the banned CPI (Maoist), which was active in Malkangiri district.
Personnel of the Special Operation Group (SOG) and the Central Reserve Police Force (CRPF) took part in the operation, which resulted in the arrest of these two militias. The security personnel had raided a secret hideout of the naxals. It was suspected that some others who were also in the camp managed to escape. Police officials felt that the arrest of these two was a prize catch, as their interrogation was expected to reveal more about Maoist activity in the area.
They were involved in some major operations, including the attack on a boat carrying Greyhounds jawans in Chitrakonda reservoir on June 29, 2008. They were also among the hardcore naxals who targeted a anti-landmine vehicle in July 2008 to kill 17 SOG jawans. In March 2009, they killed former Zilla Parishad president and tribal leader Nanda Kartami at Sikhapalli village.
During interrogation, the arrested revealed that the naxals used to provide them guns and pistols when they were assigned to murder somebody like Kartami, which they were returning to escape suspicion. They were also involved in several incidents of damage and destruction of mobile communication towers in Malkangiri district.

Tributes paid to slain constable

KORAPUT: District SP Anup Sahoo on Saturday paid rich tributes to Nrusingha Nayak, a police constable who was killed in naxal attack in the year 2004. He garlanded the statue of the slain constable at Old Koraput colony.
It may be recalled that naxals attacked the district armoury here on February 6, 2004, and looted arms and ammunition.

YRC training camp concludes

KORAPUT: The three-day district-level training camp of the Youth Red Cross (YRC) came to an end at S.D. Mahavidyalaya, Nandapur, on Saturday.
Awareness programmes on RTI Act, HIV/AIDS, etc. were held.
Some 70 students from 12 colleges took part, said Youth Red Cross district coordinator Nityananada Pradhan.
The participants also took to adventure tourism by undertaking a trek to Rani Duduma.
Zilla Parishad president Ashok Kumar Pangi attended the valedictory as chief guest and Koraput MLA Raghuram Padal, who was the guest of honour, also addressed the students.

BERHAMPUR: A hardcore Maoist Ramesh Mabalaka (34), who was part of the naxal attack on Nayagarh in 2008, was arrested from Gudari block of Rayagada district on Wednesday.
Police seized five guns, five landmines or carrier bombs and a large amount of explosive material from him. According to Rayagada Superintendent of Police (SP), Anup Krishna, the arrested person was using alibis to provide logistic support to the Maoists operating in Rayagada district. He was also a man used by Maoists to dump the explosives, landmines and guns in different places of the district.
Police had received some reliable intelligence regarding his movement along with arms and explosives on Tuesday. Personnel of Orissa police and three platoons of Central Reserve Police Force (CRPF) personnel took part in this operation. The jungles near Tubuni, Bandangi and Katraguda villages under Gudari police station limits were cordoned off and intensive search operation was started. The Maoist was found to be hiding in the Tubuni village. He is being interrogated to unearth data regarding activities of naxals in Rayagada district and adjoining areas.
According to police sources apart from being part of the Nayagarh attack, Ramesh was involved in the murder of a goldsmith at Tembaguda village in 2004. He was also behind several landmine blasts like the blasts near Dhepaguda and Dahani villages in 2007. He was also involved in extortion and was part of the naxal group that blasted a mechanical excavator of a construction firm near Kadama village in 2009.

BHUBANESWAR: Founder Vice-Chancellor of Central University of Orissa Surabhi Banarjee here on Wednesday said despite several infrastructural bottlenecks at Koraput the progress in setting up of a full-fledged central university was satisfactory.
Addressing a press conference here on Wednesday, Ms Banarjee said housing and drinking water connection was major problems at Koraput but CUO authorities were sorting them out. “CUO, Koraput stands out among other central universities being simultaneously set up in terms of their progress,” she claimed.
Talks were on with a nearby private college to use their buildings for hostel facilities, Ms. Banarjee said. CUO was using buildings acquired from central silk board in Koraput.
On permanent infrastructure, CUO Vice Chancellor said construction of boundary wall on site allotted to universities was on and the master plan was being drafted by architects with green-campus expertises.
She said the CUO instituted several memorial and endowment lectures .

Central University proposes medical college at Koraput

KORAPUT: Central University of Orissa is coming up with a medical college and hospital at Koraput.
The university is in the process of submitting the detailed project report (DPR) to the appropriate authorities, according to a press release by M.M. Patra, OSD (administration) of the university.
While highlighting the proposals and projects, he further said that the university was going to start the school for bio-diversity and conservation of natural resources in collaboration with M.S. Swaminathan Research Foundation (MSSRF), Chennai.
The authorities of MSSRF agreed to provide all support in establishing this school and run collaborative post- graduate programmes with the university. MoU would be signed in this regard soon so as to start classes from the next academic session. The proposal of establishing a community radio station at Koraput was also submitted.

Community welfare


The centre for community welfare of the university would be operational soon and bring benefit to the under- developed and members of the marginalised society in a district like Koraput.
Further considering the need of proper health facilities at the grassroots, there was an urgent requirement of technical persons in the region. For this, the university would sign an MoU with Jamia Hamdard University, New Delhi, for opening a school of health sciences for nursing, public health and community health at Koraput, he said.

Laxmipur court rejects his bail plea again


BERHAMPUR: The Judicial Magistrate First Class (JMFC) court at Laxmipur in Koraput district on Monday again rejected the bail plea of the arrested adviser of the alleged Maoist-backed Chasi Mulia Adivasi Sangh (CMAS), Gananath Patra. He was, however, sent to judicial custody till February 8. On Friday the same court remanded him to police custody till Sunday. He had been arrested in Bhubaneswar on Wednesday. After interrogating for two days, the police produced him in court on Monday. It may be noted that Patra has six serious cases against him in police stations of Koraput district including an allegation of murder.
Under tight security he was transported to the Koraput jail. While in police custody, he was interrogated regarding the links of the CMAS and the Maoists, whereabouts of the absconding president of the organisation Nachika Linga, funding sources of the CMAS and its militant outfit ‘Ghenua Bahini’ etc.

‘Not revealed much’


Speaking to The Hindu, Koraput Superintendent of Police Anup Sahu said as expected the activist did not reveal much. He talked a lot about high sounding ideologies during interrogation, the SP added. But the interrogation surely revealed that he had tacit link with the Maoists. Mr. Sahu said the CMAS was not violent till it worked on its own in Koraput district. But its gradual criminalisation and increase in violent activities coincided with the link up of outsiders like arrested Patra and the Maoists with the organisation. Police alleged that at several places presence and instigation of Patra had led to large-scale arson and violence. It may be noted that the violent activities and link with Maoists had brought in division in the CMAS. The activities of the CMAS in Bandhugaon block of Koraput district had distanced themselves and become a separate entity when the Narayanpatna CMAS group led by Nachika Linga got influenced by the violent ideology of Patra and Maoists, the !
SP said.
According to him at present they do not have any need to interrogate Patra any more. But if needed police may demand for his custody for more interrogation and investigation.

Koraput gets Food and Agriculture Organisation nodThe region has rich diversity of flora and fauna


BHUBANESWAR: After the famous sun temple of Konark and biodiversity hotspot of Similipal have catapulted Orissa to world’s heritage map, Koraput region has started evoking similar feelings among agriculturists, conservationists and agronomists for its unique blend of biodiversity with cultural wisdom.
Koraput has been identified by Food and Agriculture Organisation (FAO) as the global agricultural heritage site, which has been a rare distinction as there are only four agricultural heritage sites in whole world. Others are in Peru, China and Philippines.
No other site from India has so far been qualified into the category.
Now about applications for 20 sites from different parts of the globe are pending with FAO which is reviewing their agricultural biodiversity.
“Koraput will soon be recognized as globally important agriculture heritage site. It will be on the lines of world heritage sites declared by UNESCO,” said renowned scientist and father of green revolution M. S. Swaminathan addressing consultation on “Effective community management of biodiversity in an era of climate change” here on Saturday.
Executive Director of M. S. Swaminathan Research Foundation (MSSRF) Ajay Parida said, “after Koraput’s inclusion in globally important agricultural heritage system, its every biological aspects would be studied in detail and crop varieties would be documented thoroughly.”
He said more than 70 per cent of the total population of Koraput belonged to 52 ethnic groups such as Khond, Bhatada, Paroja, Bhumia and Bondas.
As per the MSSRF’s research, rice is predominant crop in the Jeypore area – both in terms of the land as well as in terms of production. More than 40 per cent of the land is under paddy cultivation.
Koraput region has rich assembly of unique floral and faunal diversity. The genetic repository of the region is of great significance in the global context. The region is a reservoir of rich floristic diversity consisting of about 2500 species of flowering plants, angiosperms, well known gymnosperms and 30 species of ferns.
The Jeypore tract (undivided Koraput district) is conceived by rice researches as centre of genetic diversity and secondary center of origin of rice.
Mr. Swaminathan said the recognition would encourage them to carry forward the rich agricultural practices.
“The Kalajeera, a lowland scented rice variety, has been conserved by tribal community for years. Now it has become Kalinga Kalajeera,” he said.
