United forum of Koraput raises demand for separate State

Koraputia Jana Surakhya Sangh, a united forum of Koraput district indigenous societies, raised a demand for a separate state or a union territory comprising all the tribal dominated districts of the region on Wednesday . In a memorandum to the President of India with copies to the Governor and Chief Minister, the forum alleged that the State government had betrayed the indigenous people living peacefully in the region by giving false promises for a better life over the last many years. While people who were displaced for construction of water reservoirs and companies suffered for the inadequate compensation many of them were struggling for existence in the deep forests in the neighbouring states where they had to take shelter on the face of poverty, Dambarudhar Khilo, president of the combined forum alleged .

Further taking advantage of the innocence, illiteracy and poverty of the residents, some industrialists were pressurizing the government to allow them to grab mineral resources by acquiring the landed properties of tribal people in the name of national development, he added. The government, apart from implementing the PESA Act in its true spirit, land that was un-utilised out of the land which was acquired for the factories and projects in the district be returned back to the previous land owner and lands grabbed by the outsiders with vested interest be distributed among the indigenous people of the land , the forum demanded .

While there were good number of water reservoirs and dams on rivers like Kolab, Duduma and Indravati , producing electricity in the region, most of the villages still remained in the dark for the lack of accessibility to electricity supply. Water in these dams was used more for the interest of industries than for the farmers in the region, the forum alleged. Demanding priority in filling vacancies in the Central University of Orissa, HAL, Nalco and other establishments by maintaining a minimum level of reservation for the permanent residents of the region, the members of the forum had placed demands for proper utilization of funds under corporate social responsibility of all the companies in its peripheral area .

Prafulla Samantray, leading environmentalist from Bhubaneswar, said that while the people were staging a peaceful rally to press their demands, thousands of people were forced to stop at Damanjodi, Semiliguda, Laxmipur and several other places by the police, preventing them from entering the district headquarters.

Maoists target panchayat bodies in south Orissa

Security personnel and panchayat bodies are facing severe Maoist threat

BERHAMPUR: Maoists have started to use terror tactics to hamper the functioning of panchayat bodies in remote areas of south Orissa.
Through this they want to stall the pro-poor developmental projects and subsidised Public Distribution System (PDS) in underdeveloped remote areas. For it they have started terrorising the elected members of panchayat bodies. Maoists are damaging the panchayat offices and panchayat warehouses meant for storing PDS supplies.
In Rayagada district, the vice chairman of Chandrapur block panchayat samity S.Iswar Rao, panchyat samity member of Budubali panchayat Narasi Gangaranga, female nayab sarpanch of the same panchayat K.Mutika have rendered their resignation at the Chandrapur block office.
It was alleged that recently these elected representatives had received threats from leader of the Basadara Divisional Committee of the banned CPI (Maoist) organisation to resign or face dire consequences.
The elected representatives are mum about the reason behind their sudden resignation. In Feb. 2009 a sarpanch and seven ward members of Rasakola panchayat of Bisamkatak block in Rayagada district had resigned following naxal threats.
Along with it there were reports of resignations of some Special Police Officers (SPO) in same Chandrapur block. It may be noted that SPOs and village guards play a major role in maintenance of security in remote rural areas.
The Chief Minister Naveen Patnaik had directed the Rayagada district Collector Nitin Bhanudas Jawale to investigate and report about these resignations. Speaking to The Hindu the Rayagada district collector confirmed the resignation of three elected members of local bodies. “But in their resignation letters they have either cited their personal or health problems or their agony against functioning of the local Block Development Officer”, he said. Regarding the resignation of SPOs he said no resignation of any SPO had reached any police station or district police headquarter.
But at the grass root level security personnel and panchayat bodies are facing severe Maoist threat. Maoists blew up buildings of a panchayat offices and warehouses attached to them at Kangurkonda,
Telarai and Bodigata villages in Malkangiri district in May.
On May 6 night Maoists had damaged the Integrated Child Development Scheme (ICDS) office at remote Kudumuluguma under Orkel police station in Malkangiri district. In February eleven elected members of panchayats of cut off areas of Balimela reservoir in Malkangiri district had resigned. According to intelligence sources, the threat of Maoists was a major cause behind their resignation.
The Maoists claim they are damaging panchayat buildings so that they may not be used as camps by security forces during anti-Maoist operations. But as per police and administrative officials by keeping the elected panchayat bodies under the shroud of their terror and damaging the PDS storage units they want to keep people living in remote areas away from the pro-poor developmental programmes like MGNREGS. It is alleged to be part of their strategy to strengthen their base and ant-government propaganda in remote areas.
Added to it they have also started to create terror in the minds of grass root level policemen. They shot dead a police constable at a crowded village market at Padia under Kalimela police station in Malkangiri on May 16.
On May 11 night Maoists murdered two village guards at Katama village in Gajapati district.

Maoists blast government building in Rayagada

BERHAMPUR: Maoists blasted a government building and a mobile communication tower at Chandrapur in Rayagada district on Thursday night.
It was their effort to show up their presence during their bandh call in Rayagada, Gajapati and Kandhamal districts of south Orissa on Friday to oppose ‘Operation Green Hunt'.
Vehicular traffic in these three districts was affected by the bandh call. This bandh call was given by the Basadara Divisional Committee of the outlawed CPI (Maoist) organisation, which is active in these areas. Earlier the Basadara group had also included Koraput district in their bandh call but later they preferred to exclude it as it was not part of their operational area.
A strike by the Orissa State Road Transport Corporation (OSRTC) staff federation in support of their six-point demands on Thursday helped the bandh call.
According to the Deputy Inspector General (DIG) of Police, Sanjeev Panda targeted the two soft targets at Chandrapur. It may be noted that Basadara Division has support base in Chandrapur and Gudari blocks of Rayagada district.
A group of armed Maoists reached the Chandrapur village on Thursday night. They planted landmines in the unused building of block level ‘Cluster Research Centre' and the room containing equipments of the BSNL mobile communication tower at Chandrapur. The Maoists preferred to escape into the near by jungle after the blast to avoid any encounter with security forces deployed in the area.
They left posters at the spot in which they protested against any proposed joint operation against Maoists. They also demanded action against police personnel allegedly involved in the rape of a woman in Khajuripada area.
In Rayagada district, vehicular traffic remained standstill due to fear of Maoists. No buses travelled from Rayagada to any other parts of the State. Shops and business establishments remained closed in Gudari and Chandrapur areas, while they remained open in other parts of the district.
Road blockade
Maoist and their supporters put up a road blockade at Pangalighati, near Daringbadi in Kandhamal district. Trees were also cut down in Kotgarh area to block roads. In adjoining Gajapati district, the effect of the naxal bandh was most evident in R.Udaygiri and Mohana blocks. Maoists hampered vehicular traffic by felling trees at Nalaghat near Mandimera in Gajapati district.
The road communication between Berhampur and Rayagada was snapped as road was blocked by boulders and trees near Raipanka in Gajapati district. No buses travelled from Paralekhemundi to R.Udaygiri and Mohana blocks but passenger vehicles made their journey to other parts of the district and Berhampur via Andhra Pradesh. Shops remained closed in naxal infested areas like Mohana, Adaba and R.Udaygiri but in other parts of the district the bandh call had low impact.
While the traffic was cleared at Nalaghat by the security forces, efforts were on to clear the road between Bramhanigaon and Daringibadi in Kandhamal district. Police recovered Maoist posters from Daringbadi, Kotagada and Tumudibandh areas in Kandhamal district. In the posters, the Maoists had appealed to the people to observe bandh.

BERHAMPUR/HYDERABAD: Security forces on Sunday morning repulsed a Maoist attack in the forests near Podapadar village in Narayanpatna block of Orissa bordering Andhra Pradesh. A company of the People's Liberation Guerrilla Army (PLGA), which was ambushed by the security forces on Saturday evening, was involved. No casualties were reported.
Police in Orissa said some rebels were certainly injured in the ambush by the Special Operation Group with assistance from the Grey Hounds of Andhra Pradesh. Eight Improvised Explosive Devices (IEDs) and a dozen kit bags of the rebels were seized from the scene of the first armed conflict.
The raid in Narayanpatna block, a stronghold of the Maoists, comes as a shot in the arm of the police forces, which have been targeted successfully by the Maoists in their recently launched nation-wide Tactical Counter Offensive Campaign (TCOC).
Police sources in Hyderabad said Grey Hounds guided by the SOG teams moved into the difficult terrain with precise inputs about the presence of the PLGA company of 100 fighters. Over 150 People's Militiamen were also with them.
With the surprise element on the side of the police forces, the rebels who offered some resistance had to retreat into the forests. They regrouped and launched the Sunday morning attack, officers monitoring the raid from Hyderabad told The Hindu.
Since the rebels were equipped with automatic weapons and ‘matched the strength' of the police forces, the teams were moving slowly. “We have to take maximum precautions,” police officers said.
Were plotting
major attack?
The presence of the PLGA company, Orissa police suspect, was meant for a major attack on police installations, possibly the Narayanpatna station in Koraput district.
According to DIG Sanjeev Panda the “signs of heavy bleeding and dragging of bodies at the spot of encounter hint at casualties and injuries.” However, police were unwilling to hazard any guess on the number of casualties.
“As we have not recovered any bodies, nothing can be said for sure about the number of Maoists who may have got hit by police bullets,” Mr. Panda said.
Chief Minister Naveen Patnaik told newsmen in Bhubaneswar that some Maoists were injured during the encounter in Koraput district.
Koraput SP Anup Sahu also felt that the presence of a large number of Maoists hinted at plotting for a major attack.
There are two camps of the Border Security Force (BSF) near Narayanpatna town.

Lack of amenities in residential schools in South Orissa

Acute water crisis in 560 schoolsThe schools are managed by the ITDA

BERHAMPUR: The amenities and standard of education in the schools meant for tribals and dalits in South Orissa need much improvement.
As per reports furnished at a review meeting chaired by the Revenue Divisional Commissioner (RDC), southern division, Chandrasekhar Kumar, the state of schools in remote areas of south Orissa needed much improvement.
Till now 337 schools in south Orissa did not have any electricity connection. The RDC directed the authorities to initiate measure so that these schools could be electrified either under the Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) of Central government or Biju Gramin Jyoti Yojana (BGJY) of State government. It was also found that 560 schools were reeling under water crisis as they did not have proper drinking water facility.
Although sanitation is said to be a major point in school education process, 6011 schools in south Orissa did not have any toilets in them. It is an irony that every year gastro epidemics recur in remote areas of south Orissa due to lack of sanitation and contamination of water sources .
In south Orissa 585 new residential schools for SC & ST are to be constructed. Work of 162 was complete and out of them 17 was in Ganjam district.
The residential schools and general schools for SC & ST students are managed by the Integrated Tribal Development Agency (ITDA) and the Scheduled Caste (SC) and Scheduled Tribe (ST) development department of the State government. In recent past irregularities in some of these schools in parts of south Orissa had made headlines. There were frequent cases of elopement of students from hostels who alleged lack of proper amenities and teaching. There were also allegations of harassment of students by the teachers. Even some girl students were sexually exploited in a school by teachers and staff in Nabarangpur district. The result of students of these schools was also abysmal. It had led the administration review the state of these schools.
Mr. Kumar advised the officials of the Education department to stress on the improvement in the study of Mathematics, Science and English which would enable these students from remote areas to take up professional courses in future. He came up with plan to select five good students in each school and provide them special coaching to excel.

Tribals take out rally opposing Operation Green Hunt'

Some 5,000 tribals participate in the rally

BERHAMPUR: Armed tribals on Saturday took out a rally at Malkangiri town protesting against the ‘Operation Greenhunt', the proposed joint operation against Maoists parts of south Orissa, adjoining Chhattisgarh and Andhra Pradesh.
This rally came up a day after the week-long ‘bandh' call by Maoists in south Orissa against ‘Operation Greenhunt', which ended on Friday. Around 5,000 tribals with their traditional arms like bows and arrows, axes, swords etc took part in this rally under the banner of ‘Malkangiri Zilla Adivasi Sangh'. These tribals were from remote naxal infested pockets of Malkangiri district. Armed security forces were deployed at Malkangiri town for the rally. But no untoward incidents were reported.
The tribals handed over a memorandum addressed to the Chief Minister of Orissa to the Collector of Malkangiri. They demanded the ‘Operation Greenhunt' to be stopped as according to them it would lead to exploitation of tribals living in remote areas at the hands of security forces and their loss of livelihood. They also added up demands like provision of basic amenities in remote areas and tribal right over land on which they live.
Recently under different banners demonstrations are being taken up in naxal infested areas against any major joint operation against Maoists. On April 2, a large number of tribals, under the banner of Konda Reddy Unnayan Sangha (KRUS) made a demonstration at Malkangiri town opposing any major action against naxals to be taken up in their area. On April 15, a new outfit of tribal women named Biplabi Adivasi Mahila Sangh (BAMS) took out a rally in Maoist-hit Narayanpatna to protest against proposed special joint anti-Maoist operations in the area. The tribals also put up posters at several places in the district urging the State administration to refrain from such operation. It may be noted that Malkangiri and Koraput district of south Orissa adjoining Dantewada district of Chhattisgarh and naxal-infested areas of Andhra Pradesh are key areas of proposed anti-Maoist operation. It was suspected that Maoists involved in the carnage of 76 Central Reserve Police Force personnel in!
Dantewada district may have slipped into these districts of Orissa. Already Border Security Force personnel are deployed in these districts.

BERHAMPUR: Maoists shot dead a road contractor in broad daylight in Malkangiri district of south Orissa on Friday.
The victim was alleged to be a police informer. Naxals resorted to this act on the last day of their week-long bandh call in south Orissa against the ‘Operation Greenhunt'. The incident occurred at MV-69 village under Kalimela police station at around 10 a.m. The victim was Chitta Ray, a construction contractor. He was shot dead in front of his son and labourers.
According to sources around 15 armed naxals, who were mostly dressed in plain clothes reached the village and searched for Ray. He was located near the construction site of a road near the village. He was monitoring the construction of road undertaken under the rural development project. Around 20 labourers were working at the spot. They were threatened not to oppose. The Maoists overpowered the opposition of Ray's son Chandan. Ray was dragged away and shot dead from close range. Bullets pierced his head and abdomen. To make the killing more gruesome, the naxals also smashed the head of the victim with a shovel from the construction site.
Maoists left two handwritten posters at the spot, through which they alleged that Ray was a police informer and locals had complained to Maoists about it. This killing came a day after Maoists killed a forester in Nuapada district of the State. Malkangiri SP Aniruddha Singh said extra security forces had been sent to the area.
The incident occurred at a distance of around four kilometers from the Kalimela police station, where at present the Border Security Forces (BSF) personnel are camping. In a way it was a direct challenge of the Maoists to the proposed joint operation against them in the area. Through this murder they also created panic in the minds of people living in remote areas who have links with police and administration.
They also continued their act of terrorisation of contractors involved in road construction work in remote naxal infested areas of Malkangiri district which also borders Dantewada district of Chhattisgarh and naxal infested areas of Andhra Pradesh. In the past several contractors involved in road construction in the district and their machineries have fallen prey to Maoist violence.
The recent week-long economic blockade by Maoists in south Orissa proved that they now have the power to paralyse life in districts of south Orissa at any time. Vehicular movement was almost stopped in south Orissa in the wake of the bandh call from April 24.
This bandh call was against the paramilitary force mobilisation for a proposed special joint anti-Maoist operation in south Orissa. Despite the presence of BSF and Special Operation Group of Orissa Police, the security personnel could not clear up blockades put by Maoists in Koraput and Malkangiri districts. Most areas of Malkangiri district remained cut off from outside world due to threat of Maoists and their road blockades.

Roads to Narayanpatna blocked again

Efforts on to clear road blockades, says SP

BERHAMPUR: Maoists have again cut off Narayanpatna block in Koraput district from outside world.
On Monday night they cut down trees near Palur to block the Narayanpatna-Laxmipur road. It may be noted that on Friday night Maoists had dug up the road and cut down trees to block the Narayanpatna-Bandhugaon road. A road leading to Narayanpatna via Damanjodi has also been dug up at several places.
Maoists have tried to cut off road communication to the area as part of their week-long bandh call in south Orissa against the proposed ‘Operation Greenhunt' against them to be taken up in the area.
The Koraput Superintendent of Police (SP), Anup Sahu said efforts were being made to clear up the road blockades on the roads to Narayanpatna. It may be noted that Border Security Force (BSF) personnel have been deployed in this area, which is said to be one of the major strongholds of Maoists in the the State .
On Monday the Deputy Inspector General (DIG), south-west range, Sanjeev Panda, Koraput SP and Collector had reached Narayanpatna block headquarter by helicopter to take note of the situation.
They surveyed the deployment of Central forces in the area and the camps of the BSF. It may be noted that air surveillance by helicopters is continuing in the area against the Maoists.
Narayanpatna block is facing regular road blockades and disruption of telecommunication by the naxals. Earlier this month Maoists had blocked the roads leading to Narayanpatna.
They have again resorted to same antic a few days after the security forces opened up the roads for traffic.
It is alleged most of the time the road clearance work is delayed due to lack of proper cooperation from the Public Works Department and administration to the police for the road clearance work.
The Koraput SP Mr. Sahu said they were providing all possible security cover and the services of bomb disposal squad for the clearance of road blockades, yet the Public Works Department (PWD) was not taking up road clearance work.
The police officials working in the area said with proper cooperation from other departments they could succeed in curbing this continuing menace of road blockades by Maoists in Narayanpatna area.
But they are yet to get that timely cooperation from the public works department.
It was alleged that engineers of the department were reluctant to reach out to the area due to threat of Maoists.

BERHAMPUR: Maoists tried to show up their presence through road blockades, posters and banners on Sunday, the second day of their week-long bandh call in south Orissa against the ‘operation green hunt' against them.
No major incidents of violence were reported. Yet the panic of Maoists disrupted normal life in areas of Malkangiri, Koraput and Rayagada districts. The Koraput-Bhubaneswar Hirakhand express had to be stopped at Laxmipur station and a suspicious briefcase was checked up by the bomb squad due to panic caused by the unclaimed luggage. But the briefcase was found to be packed with dresses.
Road communication was completely disrupted in Malkangiri district which remained cut off from other parts of the State due to road blockades put by naxals at Govindpalli ghat road. There were no vehicles plying between district headquarters town of Malkangiri to places like Chitrakonda, Kalimela, Motu and Padia. Maoists cut down trees to block the Chitrakonda-Janabai road and also the road communication between Chitrakonda and adjoining Andhra Pradesh. Police sources said naxals had resorted to this to keep the cut off areas of Chitrakonda reservoir under their hold. In Koraput district some more roads of the district apart from the ones in Narayanpatna block faced naxals wrath. The Ankadili-Machhkund road was blocked by felling trees, disrupting the road traffic to the hydel power production unit at Machhkund. The road communication between Ankadili and Jeypore was also disrupted.
Maoists blocked the road communication between Bandhugaon and Almanda so that no vehicle from Bandhugaon could travel to Parvatipuram in Andhra Pradesh. Naxal posters against ‘operation green hunt' also appeared at several new places in the district including Lubaba village of Nandapur block. Vehicular traffic was also disrupted to large extent in the district.
Vehicular traffic
In Rayagada district vehicular traffic was hit by the Maoist terror in most places except Rayagada town and Gunupur. No buses entered the Chandrapur block. It may be noted that the Orissa State Road Transport Corporation (OSRTC) has stopped plying buses to naxal-affected areas. Most offices in these naxal-hit districts had thin attendance. The train services continued amidst tight security. The drivers, guards and station superintendents have been instructed by the East Coast Railway authorities to take extreme precautions.

BERHAMPUR: Maoists blasted a mobile communication tower and ransacked an Indian Made Foreign Liquor (IMFL) shop at the block headquarters town of Kudumulgumma in Malkangiri district of south Orissa on Thursday midnight.
The attack came a day before the week-long bandh call given by Maoists from Saturday in the areas of south Orissa, bordering Chhattisgarh and Andhra Pradesh. It is also seen as a challenge to the Border Security Force (BSF) personnel now posted in Malkangiri and Koraput districts for a proposed major joint operation against naxalites.
They left posters at Kudumulgumma after their attack. They called upon inhabitants to observe the bandh against the ‘operation green hunt'. They warned the government of facing dire consequence if the ‘operation green hunt' was taken up against them.
According to the police sources, around 50 armed Maoists reached Kudumulgumma town at around 11 p.m. First they targeted the IMFL shop. Some local sympathisers also accompanied them.
Later, their target was the mobile communication tower of Airtel. They threatened the watchman to leave the place and set afire the tower and the gadgets after attempts to trigger an explosion failed. The generator room and some equipment of the tower were damaged. Later, they escaped into the nearby jungle.
On January 20 night, Maoists destroyed an IMFL shop and targeted a mobile communication tower at Kudumulgumma. They used those violent means to publicise their economic blockade and bandh call on January 25 and 26. They again resorted to similar action before their week-long bandh call from Saturday.
Borders sealed
Meanwhile, the BSF personnel posted in Malkangiri and Koraput districts have started their anti-naxal operation. The remote villages are being searched for suspicious outsiders. Aerial survey is also being done over forests prior to launch of the proposed anti-Maoist operations in Koraput and Malkangiri districts which are adjacent to Dantewada district of Chhattisgarh where the naxalites massacred 76 CRPF personnel on April 6. Some of the Maoists involved in the gruesome ambush are suspected to have migrated to remote areas of Koraput and Malkangiri districts. The borders of these two districts with Andhra and Chhattisgarh have been sealed to check entry of ultras before the week-long bandh call.

BERHAMPUR: Suspected Maoists killed a trader, Mandia Loknath Sahu, at Nilabadi village in Bandhugaon block of Koraput district on Wednesday. The murder occurred in a broad daylight. The victim was shot at from close range and the assailants also slit his throat with sharp weapons to confirm his death. All this occurred in the heart of the village.
According to sources, the attackers were four in number and they came in a four wheeler. Loknath was in the village market. The assailants called him to the middle of the road to murder him in front of villagers.
Koraput Superintendent of Police Anup Kumar Sahu said the modus operandi of the act hinted that it may be an act of Maoists. This suspicion is strengthened as no localite could identify the assailants, who seemed to be from outside the area. A manhunt was started in the area following the murder to nab the culprits.
The reason behind the murder is yet to be ascertained. But tension mounted in the area as the deceased was being opposed by the Bandhugaon group of the Chasi Mulia Adivasi Sangh (CMAS). The group was to hold a women's rally at Nalabadi on Wednesday. In the past the deceased had faced the ire of Bandhugaon group of the CMAS as the organisation alleged him to be involved in a gang rape. His patches of land had been taken over by the supporters of the organisation and he had to leave his parental home at Jabada village to live at Nalabadi. Loknath's family members pointed fingers at the activists of the organization.
CMAS denies charge
But the adviser of the Bandhugaon group of the CMAS, Srikant Mohanty, denied the allegation. Mr. Mohanty said although they were protesting against the activities of Loknath, they were in support of mass movement and did not believe in individual annihilation. It may be noted that this group had parted ways with its Narayanpatna counterpart due to difference over use of violence against individuals in the name of mass movement. It was always alleged that the CMAS of Narayanpatna led by Nachika Linga had Maoist links. In recent past Maoists had also pasted posters at Kendruka against some activists of the Bandhugaon CMAS.
Mr. Sahu said the Maoists may be making efforts to unite the Narayanpatna and Bandhugaon CMAS groups and the murder of a man opposed by the Bandhugaon group may be a step towards it. During his speech in the State Assembly, Governor Murlidhar Chandrakant Bhandare had also commented that “attempts by Maoists to replicate a Lalgarh type campaign in Narayanpatna area in Koraput district has been dealt with firmly.”

BERHAMPUR: Four girls of a residential Sevashram School at Badaambada village in Nabarangpur district of south Orissa were allegedly sexually exploited on the campus by their teachers.
According to sources one of the victims was found to be pregnant during medical tests done at Nabarangpur district hospital on Wednesday. The victims were students of Class VII and Class VIII. The authorities were dumb found when fingers were pointed at two teachers including the headmaster and the husband of a cook posted in the school. The headmaster of the school, Pradipta Sahu, a contractual teacher Iswar Bhatra and Padman Bhatra, the husband of the cook of the school have been taken into custody by the police for questioning. The Nabarangpur district Collector Rupa Mishra has suspended the headmaster and removed the contractual teacher and the cook from the school. She has also issued show cause notice to the Welfare Extension Officer (WEO) of Kosagumuda block of the district.
The State Mass Education Department and the Scheduled Caste and Scheduled Tribe Development Department have asked the Collector to submit report about this grave incident.
This sex scandal came to the fore due to a lady assistant teacher of the school, Kanchan Prabha Nayak, who dared to bring it to the notice of administrative officials few days back. The District Welfare Officer (DWO) Mukund Nihal was assigned to investigate into the allegations.
The DWO had reached the Sevashram school with an Auxiliary Nurse and Midwife (ANM) on Tuesday evening to enquire into the allegations. The initial investigation hinted at sexual exploitation of four girls. So, these girls were brought to the district headquarter hospital at Nabarangpur town for further medical investigation. The medical investigation confirmed their sexual exploitation and one of them was found to be pregnant.
The DWO said a medical team would be sent to the school for check up of other girls of the school. In place of the suspended headmaster and the removed contractual teacher, arrangements are being made to post new teachers to the school.
At present there are only two teachers in this school. A new cook is also to be appointed. But the parents of the girls studying in this school are now a worried lot. Several of them rushed to the school on Wednesday to collect their wards.
They alleged that this shameful incident has been a major set back for education of girls in this tribal dominated remote district.

‘Professors contacted to support teaching-learning process'

KORAPUT: Appointment of the first registrar and finance officer of Central University of Orissa at Koraput has been granted by the President. They would join the university shortly, Surabhi Banerjee ,Vice-Chancellor of the university, said in a press meet here. While it would take some more months to get regular teaching faculty for the university, eminent professors and other experts in their subjects were contacted to support the teaching-learning process in the university by taking classes as visiting faculty on the campus. In addition to this there were a good number of MOU to be signed in the next few months by the university with institutions of repute like M.S. Swaminathan Research Centre, Jamia Hamdard University and British Council for developing the scope and opportunities for integral development of students, she added.
While the university had plans to shift the campus from the existing COATS premises to the newly acquired building of Central Silk Board at Landiguda near here, she expressed gratitude to the people and institutions for providing the required infrastructure for launching the classes of the university in its formative stage. The university wishes to clear all the pending payments in connection with the rent of the building on COATS premises before the shifting takes place. But lack of clarity on the ownership of the building was causing problem for the release of the funds from the university accounts . Intervention of Rajesh Pravakar Patil, district Collector was sought in this regard and on the expenditure incurred by the district administration for organising the inaugural function of the university last year , she said .
While briefing the media on the plans and proposals of the university, she said that nine out of 39 Central universities in the country were selected to have medical colleges and hospitals. Construction work for the university had begun at Sunabeda and discussions were held with chief officers of HAL, NAD, CPWD and the district administration for making plans for construction work in addition to laying proper road links to the prime site in between HAL and NAD .
The executive council at a recent meeting in New Delhi had approved the proposal to provide free education in the university to economically backward students under its community welfare initiatives from next academic session, she added.

KORAPUT: Orissa Chief Minister and BJD supremo Naveen Patnaik took part in a large public meeting at Nabarangpur on Saturday as a show of strength of the ruling party in the KBK districts.
The meeting was named Vikas Samavesh and thousands of BJD workers from Koraput, Malkangiri, Rayagada and Nabarangpur districts took part in it.
The venue of the meet was strategically chosen to be the Biju Patnaik stadium at Nabarangpur. For the BJD activists it was their display of vigour in the Congress bastion of south Orissa.
The Nabarangpur Lok Sabha seat had been won by Congress candidate Pradeep Majhi in the last elections. Mr Majhi has now been put in the post of Youth Congress president of the State to rebuild the image of the party to be close to tribals and dalits. Through Saturday’s rally the BJD think-tank tried to counter this effort of the Congress.
It may be recalled that the BJD had launched its poll campaign from Jeypore, one of the political centres of KBK region. Mr. Patnaik was joined by seven ministers from his Cabinet along with key stalwart of the party Pyarimohan Mahapatra, a Rajya Sabha member, and Jayaram Pangi, MP of Koraput.
Several MLAs and other prominent leaders of the party also attended the rally. At least 20 leaders from other parties joined BJD during the rally.

Economic growth

In this speech, Mr Patnaik reiterated that Orissa’s economic growth was higher than national growth rate. His government had come up with one thousand hostels for supporting the education of around one lakh tribal girls . This would be increased to five thousand hostels to accommodate five lakh tribal girls in the State in next five years.
He said that at least 5.6 lakh hectares of agricultural land would be irrigated in coming days to increase the agricultural output.
More than 25 per cent people in the State were tribals and the percentage was more in Koraput region, who were the targeted lot for development of his government.

Women empowerment

According to him one lakh forest dwellers have already been provided pattas for the land on which they lived. He claimed that women empowerment through the SHG movement was the flagship initiative of his government.
He criticised the Congress-led union government for alleged apathy towards the State. Indian railways gets revenue of about Rs 5000 crores from Orissa.
But in return Orissa was often neglected in the Railway budget. Due to lack of concern of the Central government, projects like the proposed Vijayawada -Ranchi national highway through Koraput region were delayed, he alleged.

Maoists threaten police officials in Kashipur

BERHAMPUR: Maoist posters threatening some police officials to leave police force or to depart from the area have appeared in Kashipur area of naxal infested Rayagada district of south Orissa on Thursday.
According to sources these posters were found near the block office square of Kashipur. The posters targeted at the Inspector incharge (IIC) of Kashipur police station P.C.Mohanty, a home guard Somanath Nayak and a gramrakshi Ganapati Nayak. The Maoists intimidated the IIC to leave Kashipur area and the other two subordinates were threatened to leave the police force within next 15 days. The Maoists threatened of dire consequences if the policemen failed to obey them.

Anti-naxal operation

These threats come at a time when the State government is thinking of starting strong anti-naxal operation in the State from south Orissa. The Centre has agreed to provide an additional eight battalions of central paramilitary forces for the joint operation against the Left-wing extremists. While five battalions of paramilitary forces will be deployed in south Orissa, another three battalions will be allotted for northern and western parts of the State.
When contacted the Additional Superintendent of Police (ASP) of Rayagada, P.K.Bhoi said investigation was on regarding the origin of these posters.
It may be noted that for the first time Maoists have claimed their presence in Kashipur block of Rayagada district through these posters. Kashipur block is known for the continuing anti-alumina project protests. It is felt that naxals may try to use this anti-industrialisation agitation for their gains. They have already tried it in Kalinganagar area.
Naxal threats to policemen are not new to Rayagada district. In November 2009, naxals had murdered four persons at Pandratala village under Chandili police station area. One of them was Anand Mandangi a newly appointed Special Police Officer (SPO) for the anti-naxal operations. The Maoists had left posters in Telugu and Oriya threatening people to refrain from joining police force or to have any links with police and administration.
During his tenure in Rayagada district the former SP of the district, Ashis Kumar Singh had also received threats from Maoists through a press release after a series of arrests and surrenders of Maoist cadres in the area. In 2006, the leftist vagrants had killed a homeguard at Gudari.

BERHAMPUR: The Malkangiri district administration started efforts to pacify the agitating tribals from cut-off areas of Balimela reservoir, who continued their agitation at Chitrakonda on Wednesday also. More than 5,000 tribals from cut off areas of the reservoir with their traditional arms are camping in Chitrakonda town since Monday to stall work at all government offices as a mark of protest. The armed tribals have also blocked the road to Chitrakonda. The administration and police are also cautious about this agitation as the tribals come from one of the most Maoist dominated area of the district. Politicians have also started taking interest in this tribal agitation. Nabarangpur MP Pradip Majhi, who represents this area and has recently been appointed president of the state Youth Congress, met the agitating tribals to show up his solidarity to the agitation.
Speaking to The Hindu, Malkangiri district Collector R.Vineel Krishna said he had held telephonic discussion with the leaders of agitating tribals. A team of administrative officials is also holding direct talks with the agitators. Mr Krishna said they were making all efforts to fulfil all major demands of the tribals of cut off area, which according to him were genuine.
As immediate measure the administration has decided to hold camp office of the Chitrakonda block at Chitrakonda town every week. The tribals were demanding the block headquarters to be shifted from Gumma to Chitrakonda. The Collector said recommendation for it has been made in 2007 but the block headquarters can only be changed after the completion of the coming census. Regarding the demand for Indira Awas Yojana (IAY) houses, the administration declared that they have decided to provide IAY houses to tribals of cut off areas on priority basis, which has also been endorsed by the Zilla Parishad. About issue of BPL cards, the administration has decided to provide food security to all tribal families of the area through different schemes till the BPL survey is done this year.

Major demand

Speaking on the major demand of the tribals about deployment of more motor launches for their transportation across the reservoir, Mr Krishna said all arrangements are being made so that five more motorboats are available by the end of March. The defunct boats are being repaired on war-footing. Apart from these motor launches, nine power boats are to be provided to panchyats of cut off area for emergency needs. A large ferry is also being procured for transportation of vehicles and heavy instruments needed for developmental projects in the cut off area. Some motor vehicles would also be transported to cut off area for better transportation in the region. It has also been decided to increase frequency of mobile medical units to the cut off villages. Every village in cut off area is to be visited at least twice by medical team. The tribals had demanded opening of health centres in every panchayat of cut off area. The administration has also declared opening of four hostels for!
tribal students in different schools of the area. It may be noted that 151 tribal villages of seven panchayats remain cut off from the main land of Orissa due to the Balimela reservoir.

BHUBANESWAR: After the famous sun temple of Konark and biodiversity hotspot of Similipal have catapulted Orissa to world’s heritage map, Koraput region has started evoking similar feelings among agriculturists, conservationists and agronomists for its unique blend of biodiversity with cultural wisdom.
Koraput has been identified by Food and Agriculture Organisation (FAO) as the global agricultural heritage site, which has been a rare distinction as there are only four agricultural heritage sites in whole world. Others are in Peru, China and Philippines.
No other site from India has so far been qualified into the category.
Now about applications for 20 sites from different parts of the globe are pending with FAO which is reviewing their agricultural biodiversity.
“Koraput will soon be recognized as globally important agriculture heritage site. It will be on the lines of world heritage sites declared by UNESCO,” said renowned scientist and father of green revolution M. S. Swaminathan addressing consultation on “Effective community management of biodiversity in an era of climate change” here on Saturday.

He said more than 70 per cent of the total population of Koraput belonged to 52 ethnic groups such as Khond, Bhatada, Paroja, Bhumia and Bondas.
As per the MSSRF’s research, rice is predominant crop in the Jeypore area – both in terms of the land as well as in terms of production. More than 40 per cent of the land is under paddy cultivation.
Koraput region has rich assembly of unique floral and faunal diversity. The genetic repository of the region is of great significance in the global context. The region is a reservoir of rich floristic diversity consisting of about 2500 species of flowering plants, angiosperms, well known gymnosperms and 30 species of ferns.
The Jeypore tract (undivided Koraput district) is conceived by rice researches as centre of genetic diversity and secondary center of origin of rice.
Mr. Swaminathan said the recognition would encourage them to carry forward the rich agricultural practices.
“The Kalajeera, a lowland scented rice variety, has been conserved by tribal community for years. Now it has become Kalinga Kalajeera,” he said.

Agricultural heritage status for Koraput?

BHUBANESWAR: After the famous sun temple of Konark and biodiversity hotspot of Similipal have catapulted Orissa to world’s heritage map, Koraput region has started evoking similar feelings among agriculturists, conservationists and agronomists for its unique blend of biodiversity with cultural wisdom.
Koraput has been identified by Food and Agriculture Organisation (FAO) as the global agricultural heritage site, which has been a rare distinction as there are only four agricultural heritage sites in whole world. Others are in Peru, China and Philippines. No other site from India has so far been qualified into the category.
Now about applications for 20 sites from different parts of the globe are pending with FAO which is reviewing their agricultural biodiversity.
“Koraput will soon be recognized as globally important agriculture heritage site. It will be on the lines of world heritage sites declared by UNESCO,” said renowned scientist and father of green revolution M. S. Swaminathan addressing consultation on “Effective community management of biodiversity in an era of climate change” here on Saturday.

Security tightened in Narayanpatna

Police on alert after the arrest of Gananath Patra

BERHAMPUR: Security was intensified in Narayanpatna block of Koraput district following the arrest of Gananath Patra, the adviser of controversial Chasi Mulia Adivasi Sangh (CMAS).
Mr. Patra was arrested in Bhubaneswar on Wednesday. He was taken in remand from the Bhubaneswar court by the Koraput police on Thursday. Police is cautious in Narayanpatna block, the active zone of CMAS as police alleges that this organisation has backing of the Maoists. The Koraput Superintendent of Police (SP), Anup Sahu said Mr. Patra has at least six serious cases pending against him in Koraput district which includes a case of murder and two cases of attempted murder. Patra is also alleged to be having Maoist links. So, security forces are on their toes in Narayanpatna area.
It may be noted that communication remains disrupted in Narayanpatna block since past one week. The calls for economic blockade on two days and bandh on Republic Day were the reason behind it. Although most roads of the block have been cleared of obstacles, yet the Narayanpatna-Laxmipur road still remains cut off. Mr. Sahu said. Maoists had dug up the road at two places and had cut down trees at seven places. The road is being cleared with the help of bomb disposal squads.
Two landmine blasts had occurred on the same road during past week. Four civilians including two women had been killed by Maoists in a landmine blast as they had given lift to policemen in their vehicle.
Along with the road Maoists had also cut down the underground optical fibres at several places to disrupt the communication network completely in the block. Their landmine blasts had also destroyed optical fibres of the communication network. Telecommunication in the area remains disrupted till now. In this situation the security personnel are extra cautious as they feel arrest of Patra may lead to some mischief by his alleged Maoist supporters. It may be noted that there was a spurt of Maoist violence in the State during past week following the arrest of Subhashree alias Mili Panda, the wife of top Maoist leader of Orissa, Sabyasachi Panda.
According to Mr. Sahu all roads in Narayanpatna block are under constant vigil and all villages where CMAS was active are being regularly patrolled by security personnel to avoid reorganisation of the ‘Ghenua Bahini’ the militant wing of the CMAS following the arrest of Mr. Patra. It may be noted that the chief of CMAS Nachika Linga is still absconding.

Naxal threat casts shadow on celebrations at several places

BERHAMPUR: Republic Day was celebrated under the cloud of panic of Maoists in south Orissa on Tuesday.
The bandh call by Maoists and their spurt of violence kept the south Orisas districts in a panicked state. It affected the Republic Day celebrations. The official functions at district headquarters like Koraput, Malkangiri, Rayagada, Paralakhemundi were held amid tight security. The ministers flew down by helicopter to attend these functions to dodge security threat of the Maoists.
Despite tight security, Maoists resorted to arson near Dudhari in Semiliguda block in Koraput district. They burnt down vehicles and machines of a private construction company on Monday night. Nine workers of the company were abducted and taken to jungle. They were later released. Panic of naxals reigned in volatile naxal-prone Narayanpatna block. General public could not dare to celebrate Republic Day daring the threat of Maoists. National flag was hoisted in the police station of Narayanpatna amidst tight security.
State Minister Sarada Nayak hoisted the national flag at Koraput town. Another Minister Puspendra Singh Deo was the guest in district-level function at Malkangiri town and Minister Anjali Behera took the salute at Rayagada town. In several interior areas, flags were not hoisted in schools and offices out of fear. Posters and banners of Maoists had come up threatening teachers to face death if they hoist national flag on Republic Day. To show up their presence in Ganajm district, Maoists blocked a road by felling trees near Shergarh.
In most parts of south Orissa general life remained disrupted. Since past two days the Orissa State Road Transport Corporation (OSRTC) and private bus owners of south Orissa had decided not to ply their buses due to fear of naxal bandh. Vehicular traffic remained disrupted in Malkangiri, Rayagada, Koraput and Gajapati districts. The commuters in these remote tribal districts had to face a harrowing time as railway transport services were also cancelled in wake of the bandh call. The Hirakhand and Samaleswari express trains were terminated at Rayagada rather than travelling to Koraput station. Trains from Visakhapatnam through Koraput district were also cancelled.
Red alert has been sounded in all parts of the tribal regions of south Orissa along with special security arrangements. No major untoward incident or naxal violence was reported during the period. But the terror of naxal diluted the Republic Day celebrations in south Orissa.

BERHAMPUR: The killing of four civilians including two women in the landmine blast in Narayanpatna block of Koraput district hints that Maoists have started targeting common citizens and civilian establishments in the State in a planned manner to spread their reign of terror.
The innocent victims of the landmine blast had to face the wrath of naxals as they had agreed to provide lift to some jawans of the Special Operation Group (SOG) in their vehicle. The activities of naxals in recent past have proved that they have started targeting civilians and civilian targets like schools, hospitals, telecommunication network, and road communication.
On December 27 night they had burnt down four buses of Orissa State Road Transport Corporation (OSRTC) buses at Raipanka in Gajapati district. The terrorised passengers of the vehicles including women and children had to suffer inside remote jungle in the cold throughout the night. In Sundergarh and Malkangiri districts Maoists have destroyed school building with the plea that these buildings are used as camping sites for policemen during anti-naxal operations. Hospitals in some remote areas of Sundargarh district were also blasted by Maoists for same ‘absurd’ reason. Buildings of panchayat bodies are also not being spared. In naxal infested districts Maoists are trying to keep modern telecommunication out of reach of common people by blasting mobile towers and terrorising the construction firms involved in road construction.
According to a senior police officer Maoists have resorted to this attack on civilians and civilian destinations as part of a specific strategy.
They feel the civilians should remain complete detached from the police and administration out of fear. It is thought to be their plan before the proposed major joint operation against naxals in Orissa and its adjoining states.
They want their terror to loom in the minds of civilians so that police force during their anti-Maoist operations do not get support and help from civilians and civilian establishments. Saturday’s landmine blast was an effort to nail in this panic in the minds of common citizens. “The irony is that civil activists of the State are yet to come out to protest these violent activities of naxals against common citizens,” alleged a senior police officer of south Orissa.
